Safe Operation

Introduction

This Instruction establishes the basic safety requirements for persons involved in the maintenance of diving descents, as well as the procedure for servicing the diving descent.

Persons involved in servicing the diving descent must know and comply with the requirements set out in this Instruction, and the enterprise administration is obliged to create conditions for their safe work and monitor the implementation of these Instructions by these persons.

The administration of the enterprise (territorial division), in agreement with the relevant trade union committee, must develop (or supplement existing) job descriptions for persons involved in servicing diving descents, defining their duties, rights and responsibilities when servicing diving descents.

The specified job descriptions (or additions to existing instructions) are developed on the basis of the relevant qualification characteristics of workers and the requirements of this Instruction.

1. General requirements for labor protection

1.1. Personnel from among the support personnel who are not qualified divers may be involved in servicing diving descents.

The specified persons may be involved in the maintenance of diving descents in the following cases:

  • when the diving station is staffed with less than 5 divers (in this case, workers are involved to ensure the possibility of lowering the safety diver under water, as well as in the event of unexpected occurrence of factors complicating the diving descent);
  • in emergency cases, when rescuing people, if there are 2 divers at the diving station (in this case, workers are involved in dressing, lowering and servicing the working diver).

1.2. Persons involved in servicing diving descents are performers who provide direct service to the descending diver, partially at all stages of the descent.

1.3. Persons involved in servicing diving descents must have appropriate training and permission, issued by an annual order of the enterprise administration, in the manner established by RD 31.84.01-90.

1.4. From among the auxiliary personnel appointed by order of the administration or task order to ensure this diving work, before the start of the diving descent, the descent manager determines specific persons who are involved in servicing this descent.

1.5. Before the start of diving descents at the beginning of the work shift, the head of the descents distributes responsibilities among the persons involved in the descents, and also issues them a task and conducts safety briefings at the workplace.

These persons begin to perform their duties in maintaining the diving descent at the direction of the descent director, so they must be ready to perform their duties during the entire duration of the descent.

1.6. During the period of the diving descent, the persons involved in its maintenance are subordinate to the head of the diving descent.

1.7. Depending on the specific conditions of the descent and the current situation, the descent manager determines the nature of the duties performed by the persons involved in servicing the descent.

In an emergency situation during an emergency descent of the safety diver into the water, the persons involved in the service perform the duties of ensuring the descent of the safety diver under the water and servicing the divers under water.

If the conditions of the descent require an additional number of workers, then the persons involved perform work as directed by the head of the diving descents within the limits of their official duties.

In an emergency, only when rescuing people, if there are 2 divers at the diving station, then the persons involved must, in accordance with the instructions of the descent director, perform the duties of a belayer (with the exception of duties related to the descent under water) and supporting divers at all stages of the descent .

1.8. Persons involved in the maintenance of diving descents who violate the requirements of these Instructions, as well as the instructions of the head of the diving descents, are held accountable in accordance with the internal regulations of the enterprise.

2. Labor protection requirements before starting work

2.1. During the preparation of a diving descent, persons involved in servicing the descents must:

  • receive from the head of the diving descent a task and instructions on safety at the workplace;
  • confirm the receipt of the briefing with your signature in the diving journal;
  • if necessary, take part in the preparation of the diving descent and diving equipment for use;
  • take part in dressing the descending diver.

2.2. When starting the duties of maintaining the diving descent and replacing the safety diver, the following requirements must be observed:

  • inspect the workplace, make sure that nothing interferes with the safe and uninterrupted work of servicing the diving descent;
  • accept responsibilities from the person being replaced, obtain from him information about the shortcomings that occurred and about the measures taken to eliminate them.

3. Labor protection requirements during work

3.1. When performing work on servicing the diving descent, persons involved in its maintenance must:

  • not be distracted by extraneous matters and conversations and not distract others;
  • monitor the signals given by divers from the water and promptly report this to the head of the diving descent;
  • correctly and in a timely manner to follow the instructions of the head of the diving descent;
  • Immediately inform the diving director about any deficiencies (malfunctions) noticed and act in accordance with his instructions.

4. Labor protection requirements in emergency situations

4.1. In an emergency, persons involved in servicing the descent, depending on the assignment received from the descent manager, must:

  • at the direction of the descent manager, begin his duties for servicing the descent, determined before the start of the descent;
  • during an emergency descent of the safety diver to assist the emergency diver, take part in dressing the safety diver, carefully monitor his movement under water, timely pick up or select the signal end (signal cable) and hose, and also record the time the safety diver is under water;
  • carry out conversational communication with divers underwater and transmit the received information to the head of the descents;
  • control the air supply (adjust the air supply at the diving air distribution board);
  • Monitor the operating time of the diving breathing apparatus and every 5 minutes. report this to the head of the descent;
  • if it is impossible to transmit a signal to the emergency diver via the signal end (cable-signal) and there is no conversational communication, ensure communication with the emergency diver using an audio alarm.

5. Labor protection requirements at the end of work

5.1. When the safety and emergency divers rise and exit to the surface, persons involved in servicing the descent must:

  • provide assistance in selecting the signal end (signal cable) and hose when lifting divers;
  • take part in undressing divers;
  • when carrying out decompression on the surface or therapeutic recompression, take part in placing the diver in a pressure chamber;
  • under the guidance of the descent director, take part in providing first aid to the injured diver;
  • after completion of diving work in which they were directly involved, take part in cleaning the workplace.
