Safe Operation

1. General requirements for labor protection

1. These instructions are intended for workers who perform work on mowing grass and trimming overgrowth and bushes on the assigned territory of a structural unit using a motorized lawn mower, an electric manual lawn mower, a walk-behind tractor and a brush cutter (hereinafter referred to as a lawn mower).

2. Personnel who are at least 18 years old are allowed to work independently with a lawn mower, who have undergone a medical examination to determine the compliance of their health status with their main profession, who have completed training according to the thematic plan of courses for the purpose of technical personnel for working with lawn mowers, approved by the chief engineer of the enterprise, who have passed a knowledge test and having permission to work independently.

Workers performing work with an electric manual lawn mower must have electrical safety group 1. Assignment to an electrical safety group, knowledge testing and instruction are carried out in accordance with the procedure established at the enterprise.

3. Workers working with a lawn mower are tested for knowledge of labor protection in their main profession and given targeted instruction in accordance with these instructions.

4. An employee working with a lawn mower may be exposed to the following dangerous and harmful production factors:

  • increased level of vibration;
  • increased noise level in the workplace;
  • moving machines and mechanisms;
  • increased voltage in the electrical circuit, the closure of which can pass through the human body;
  • sharp edges, burrs and roughness on the surface of tools and equipment;
  • flying stones and other materials.

5. The employee is obliged to comply with the internal labor regulations established at the enterprise. It is prohibited to be on the territory of the enterprise, at the workplace or during working hours in a state of alcohol, drug or toxicological intoxication.

6. When carrying out work, the worker must wear special clothing and use personal protective equipment. The use of a safety helmet, headphones (earplugs) and protective shields when working with a lawn mower is mandatory.

The issuance of personal protective equipment is carried out in accordance with the approved standards for the free issuance of personal protective equipment.

7. The employee must report any observed violations of safety requirements when performing work, as well as malfunctions of the lawn mower and personal protective equipment to his immediate supervisor and not begin work until these violations and malfunctions are eliminated.

8. If you receive an injury, immediately report it to your immediate supervisor or department head, or ask another employee to do this.

9. The workplace of an employee operating a lawn mower is the territory assigned to the department, where grass is mowed, shoots and bushes are trimmed.

10. The lawn mower is a mechanized tool and is intended for mowing, trimming overgrowth and bushes.

11. A motorized lawn mower consists of an engine, an ignition system, a fuel and lubrication system, and a cutting element.

12. A manual electric lawn mower consists of an electric motor, a rod and a cutting element.

13. The walk-behind tractor is designed for plowing light soils, harrowing, cultivating, mowing grass, transporting goods, and performing work in gardens for individual and collective use.

14. For failure to comply with the requirements of this instruction and the operating instructions of the manufacturer, employees are liable in accordance with the current legislation of the Republic of Belarus.

2. Labor protection requirements before starting work

15. Wear special clothing and safety shoes. Prepare (check the serviceability) of the personal protective equipment necessary for safe work on the territory.

16. Receive a task to mow the grass in the assigned territory. Complete a targeted briefing on these instructions from the work manager and confirm completion of the briefing with a signature in the “Journal of targeted briefing on labor protection”.

17. For safe work when mowing grass in the railway area. tracks (2 m and closer from the rail head), the immediate supervisor, before the start of work, is obliged to inform the dispatcher of the railway shunting department (tel. _______) about the upcoming work, indicating the time of work, the exact location of the work and his last name. The dispatcher makes a corresponding entry about this in the “inspection log of tracks, turnouts, signaling and communication devices.”

18. Inspect the lawn mower.

19. Make sure the mower is in good working order.

20. Warm up the engine at low speed.

21. Test the lawn mower at idle speed (without rotating the trimmer head).

22. Check for cracks on the blade guard.

23. Correctness and quality of sharpening of the cutting teeth of the blade, since a damaged or poorly sharpened blade increases the likelihood of accidents.

24. Maintain the correct blade alignment with a specially recommended tool, since incorrect blade alignment increases the risk of jamming and kickback (sharpening angle 15 degrees).

25. Tighten the blade lock nut against the direction of rotation using a socket wrench.

26. The blade is sharpened using a flat file with a single cut, all edges must be sharpened equally to maintain the balance of the blade.

27. Use only the cutting head and cutting cord recommended by the manufacturer. Incorrectly secured line in the trimmer head or unsharpened blades of the cutting disc will increase vibration and cause the lawn mower to fail.

28. Free the workplace from foreign objects (stones, wires, etc.).

When operating the mower

29. To refuel the lawnmower, use a fuel mixture: gasoline with an octane number of at least 90 plus oil for two-stroke engines in a ratio of 1:50 (2%), prepare the mixture in a separate container.

30. When refueling, open the fuel tank cap slowly, releasing excess pressure.

31. Mix the fuel mixture thoroughly (by shaking) before pouring it into the fuel tank. You cannot prepare the fuel mixture in reserve for more than a month.

32. Before refueling, always turn off the engine and let it cool for a few minutes.

After refueling, tighten the fuel tank cap tightly and wipe any accidentally spilled areas of the mower dry.

33. Do not smoke, do not leave hot objects near the fuel.

34. Before starting the mower, the clutch cover and shaft must be aligned, otherwise loosening of the clutch and injury may occur.

When working with a walk-behind tractor

35. Before starting the engine, set the gear shift lever to neutral.

36. During startup, there should be no strangers behind or in front, between the walk-behind tractor and the agricultural implement or semi-trailer connected to it.

37. Move over ditches and other obstacles at right angles to the obstacle at low speed, while holding the steering bar securely in your hands.

When operating a hand-held electric lawn mower

38. Obtain from the person responsible for storing and issuing electrical products for use a lawn mower and an extension cord that meets the requirements for working outdoors.

At the same time, together with him, check:

  • completeness of the product;
  • reliability of fastening of parts on an electrical product;
  • external inspection of the serviceability of the power supply, its insulation and plug, the integrity of the insulating parts of the body, handles, and cutting head;
  • the clarity of the power switch;
  • with the protective shield installed on the cutting head housing and turned downwards, the lawn mower is idling.

39. Prepare the electrical product for work: install the protective shield on the body of the cutting head, check the length of the fishing line - it should reach the knife installed on the protective shield, select a convenient position for the support handle, connect the power cord of the lawn mower to the extension cord and fix the extension cord in the holder.

40. Connect the extension cord to an alternating current network with a frequency of 50 Hz and a voltage of 220 V. Insert the power cord plug into the socket of the extension cord.

3. Labor protection requirements during work

41. The person mowing the grass is obliged to ensure that there are no animals, people or passing vehicles within a radius of 15 m from the tool during work. When several workers are working in the same area at the same time, the safe distance should be at least 15 m.

42. When mowing along roads, it is necessary to carry out work in such a way that the stones are thrown along the road (the mower should be with its back to the road and move deep into the lawn being mowed).

43. Do not run the engine indoors because the exhaust gases contain carbon monoxide, which can cause human poisoning.

44. When mowing grass, the carrying hook of the harness should hang approximately 20 cm below the waist so that the blade is parallel to the ground.

45. When mowing lawns, periodically reduce the speed to idle or turn off the mower after 45 minutes to cool the engine, otherwise overheating can cause serious engine damage.

46. ​​When mowing tall and thick grass, use a blade disc, and when leveling edges or mowing the lawn around a tree, use a plastic disc with a line.

47. Mowing must be done in a pendulum motion from side to side. A movement from right to left will be a working movement, and a movement from left to right will be a return movement. The mowing disc should cut the grass with its left edge.

48. When trimming with a trimmer head and plastic blades, keep the cutting head at an angle, directly above the ground.

49. When mowing, do not fully open the throttle to prolong the life of the cord and reduce wear on the cutting head.

50. Do not leave the lawn mower unattended while it is running, and do not smoke while operating.

51. To stop the engine, use the switch.

52. It is forbidden:

  • use a lawnmower with damaged or missing safety devices;
  • use accessories and spare parts not specified for use by the lawn mower manufacturer;
  • use the lawn mower if there are people and animals nearby;
  • use the lawn mower for other purposes.

53. When mowing grass in the area of ​​railway tracks (2 m or closer from the rail head), wear signal vests.

54. The team must consist of at least 2 people, one of whom (maybe alternately) is a “signalman” who monitors the possible approach of rolling stock.

55. When moving rolling stock appears, the “signalman” notifies workers about the approach of the train and all workers must move away to a safe distance (at least 2 meters from the rail head).

56. When performing work, it is prohibited to sit down or stand with your foot on the rails.

4. Labor protection requirements at the end of work

57. Clean the lawn mower of dirt and grass.

58. Unplug the electric manual lawn mower from the mains, clean the parts of the cutting head and, especially, the protective shield from grass and dirt. To clean, use a cloth soaked in warm water and a soft brush. Do not use detergents or solvents for cleaning.

59. Hand over the electric manual lawn mower and extension cord to the person responsible for storing and issuing electrical products for use.

60. Place the walk-behind tractor in first gear to prevent spontaneous rolling.

61. Take off overalls and put them in the designated storage area. Perform hygiene procedures.

62. The employee must report to his immediate supervisor about all shortcomings identified during work.

63. When mowing lawns, grass is formed. As it accumulates, it is transported to the city solid waste landfill.

64. Empty plastic containers for motor oil are handed over to the supply manager and then sent for disposal to Belvtorpolymer.

5. Labor protection requirements in emergency situations

65. As a safety element, there is an easily accessible, quick-release lock on the chest, provided in case of fire or any other situation requiring quick release from the seat belt device.

66. It is prohibited to operate a lawn mower, walk-behind tractor with a semi-trailer in a faulty condition, in rainy weather or thick fog.

67. If a fire appears, fill it with sand or cover it with a tarpaulin or other dense fabric.

68. Do not pour water on burning fuel.

69. Stop work and remove the mains plug from the socket when:

  • interruption of the current supply during operation;
  • fuzzy operation of the switch;
  • damage to the plug connection, power cable (cord) or its protective tube;
  • jamming of moving parts;
  • sparking of the shield on the collector, accompanied by the appearance of a circular fire on its surface;
  • leakage of lubricant from the gearbox or ventilation ducts;
  • the appearance of smoke or smell characteristic of burning insulation;
  • breakage or cracks in the body, handles, protective shield;
  • in case of voltage detection (sensing current).

Report the incident to your immediate supervisor and hand over the lawn mower (extension cord) to the person responsible for storing and issuing electrical products for use, reporting any malfunctions that arose during operation.

70. When the fishing line is completely worn out, it is necessary to replace it:

  • unplug the power cord from the outlet;
  • remove the coil, to do this, lock the shaft using a rod (screwdriver) with a diameter of 4 to 5 mm through hole B on the base of the cutting head, and then unscrew the coil counterclockwise;
  • press the wall of the coil housing 1 in the area where the clamps are located and remove the cover 3;
  • remove the bobbin 2, remove the remnants of the fishing line, carefully clean all parts;
  • prepare a new fishing line 2,5 meters long. The fishing line that is threaded into the lawnmower is special (cord with a diameter of 2 mm, do not use fishing line).
  • pass both ends of the fishing line from above through holes A on the bobbin, align the ends by pulling the fishing line at both ends until it stops;
  • wind the folded fishing line onto the bobbin counterclockwise, then temporarily secure the ends of the fishing line separately in the grooves B of the bobbins for ease of further installation;
  • place the bobbin on the reel cover, pass the ends of the fishing line and holes B, pull the ends to release the fishing line from the grooves;
  • put on the case, snap the latches;
  • While pressing the reel button, pull out the ends of the fishing line by about 15 cm; if the fishing line is stuck inside, repeat the steps to replace it.

71. In the event of an emergency, you should:

  • stop all work not related to the liquidation of the accident;
  • report the incident to the immediate supervisor;
  • ensure the removal of people from the danger zone if there is a danger to their health and life;
  • take first aid measures (if there are victims);
  • take measures to prevent the development of an emergency situation and the impact of traumatic factors on other persons;
  • carry out other actions provided for by the localization and response plan for incidents and accidents or the emergency response plan of a structural unit.

72. In the event of a fire, you should call the emergency department, report the incident to your immediate supervisor, and take measures to extinguish the fire using available fire extinguishing means. The use of water and foam fire extinguishers to extinguish live electrical equipment is unacceptable. Carbon dioxide and powder fire extinguishers are used for these purposes.

73. In the event of an accident at work, it is necessary:

  • quickly take measures to prevent the impact of traumatic factors on the victim (evacuate the victim from the tank structure), provide first aid to the victim, call medical workers to the scene of the incident or deliver the victim to a healthcare organization;
  • report the incident to the work manager or other official of the employer.

74. In case of accidents at work, the safety of the situation should be ensured before the investigation begins, if this is possible and does not pose a danger to the life and health of people.

75. In all cases of injury or sudden illness of an employee, it is necessary to call medical workers to the scene of the incident, and if this is not possible, take the victim to the nearest health care organization.

76. Emergency phone numbers:

  • city ​​emergency departments - 101;
  • Ambulance - 103.

6. Maintenance

77. Weekly maintenance:

  • check the starter, starter cord and return spring;
  • make sure that the vibration damping elements are not damaged;
  • clean the outer surface of the spark plug, remove and check the gap between the electrodes (up to 0,5 mm);
  • clean the impeller fins on the flywheel;
  • clean the space around the carburetor and the cooling fins on the cylinder;
  • Make sure the angular gear is three-quarters full of grease.

78. Monthly maintenance:

  • flushing the fuel tank;
  • flushing the carburetor and cleaning the cylinder impeller;
  • checking all cables and connections;
  • clutch test, clutch springs;
  • spark plug replacement;
  • check and clean the spark screen on the muffler.

79. Lawn Mower Annual Maintenance:

  • cleaning the tool from the outside;
  • make sure that the seat belts are not damaged;
  • check throttle lock and throttle lever operation;
  • check the operation of the engine switch;
  • make sure that the cutting head does not rotate at idle;
  • clean the air filter or replace if necessary;
  • make sure that there are no damages and cracks on the fence;
  • make sure that the blade is well centered, sharpened and not cracked;
  • Make sure that the cutting head is not damaged or cracked and that the stop nut is tight.

80. At the end of the working season, before storing the walk-behind tractor, it is necessary to clean it from dust and dirt, and touch up the damaged coatings. The walk-behind tractor should be stored in a dry and closed area.

81. The premises must be equipped in accordance with fire safety rules. The walk-behind tractor should be stored with unloaded tires. To unload the tires, place the walk-behind tractor on a stand in a horizontal position so that there is clearance between the tires and the supporting surface.
