In an organization, by order of the head, it must be appointed person responsible for the general condition of all electrical installations, which is obliged to organize the fulfillment of the requirements of all regulatory documents and ensure: proper operation and safe operation of electrical installations; organization and carrying out scheduled preventive repairs and preventive tests of electrical equipment, equipment and networks; training, instruction and periodic testing of knowledge of personnel related to the maintenance of electrical installations; availability and timely check of protective equipment and fire-fighting equipment; investigation of accidents and violations of the requirements of the current rules in the operation of electrical installations; maintenance of technical documentation, development of instructions, regulations, etc.

All work carried out in existing electrical installations, in relation to safety measures, according to POT RM 016-2001 / RD 153-34.0-03.150-00 "Intersectoral labor protection rules (safety rules) for the operation of electrical installations", are divided into the following categories:

1) work performed with stress relief;

2) work performed under voltage on current-carrying parts or near them.

Work under voltage on current-carrying parts includes work performed directly on these parts with the use of protective equipment.

Persons with professional training and who have undergone a medical examination upon employment are allowed to service existing electrical installations. Repeated medical examinations of personnel are carried out at least once every 1 years.

Maintenance electrical personnel must know the current Electrical Installation Rules (PUE), the Rules for the technical operation of consumer electrical installations, other labor protection rules for the operation of electrical installations, as well as methods for releasing the victim from the action of electric current and providing first aid.

Electrical personnel must pass a test of knowledge of intersectoral rules on labor protection (safety rules) during the operation of electrical installations, rules and instructions for technical operation, fire safety, use of protective equipment, installation of electrical installations within the requirements for the relevant position or profession, as well as release techniques injured from the action of electric current and first aid, and have the appropriate qualification group for electrical safety II-V.

The organization of the operation of electrical installations provides for the maintenance of the necessary technical documentation.

The documentation includes:

  • operational log, which notes the acceptance and delivery of shifts, orders of the head of the shop on changing operating modes, etc.;
  • log book of work on orders and orders;
  • log of defects and malfunctions on electrical equipment;
  • a journal or statement of indications of instrumentation and electric meters, as well as a journal for monitoring the presence, condition and accounting of protective equipment;
  • a work production log and work order forms for the production of repair and adjustment work in electrical installations with a voltage above 1000 V;
  • accounting log for the issuance and return of keys from electrical installations;
  • logbook for checking knowledge of the norms and rules of work in electrical installations;
  • register of assignment of group I on electrical safety to non-electrotechnical personnel;
  • fire safety briefing logs at the workplace;
  • folders of active and closed orders, etc.

Organizational events, ensuring the performance of work in electrical installations, are the execution of work by a work permit or order; obtaining a work permit; supervision during work; registration of breaks in work and transitions to another place of work; completion of work.

Organizational and technical measures carried out during work with stress relief are switching off electrical equipment and taking measures against its erroneous switching on or self-switching on; hanging on the handles of switches prohibiting posters "Do not turn on - people work", "Do not turn on - work on the line", etc.; checking the absence of voltage at the disconnected electrical installation and the connection of portable grounding; fencing the workplace and hanging posters "Work here", "Stop - high voltage".

Recall that the maintenance and operation of electrical installations is carried out only by specially trained, medically certified, trained and tested electrical personnel.
