Periodic assessment of the compliance of work on labor protection with state regulatory requirements for labor protection is carried out to improve the efficiency of labor protection management in organizations, their branches and functional divisions. At the same time, a unified procedure for organizing, conducting and formalizing the results of operational control over the state of labor protection is established.

Main types control over the state of labor protection in organizations are:

  • operational control of the work manager and other officials;
  • administrative-public (three-stage) control;
  • control exercised by the labor protection service.

Control in the field of labor protection is carried out for:

  • compliance by employees with the requirements of laws and other regulatory legal acts on labor protection of the Russian Federation and the corresponding subject of the Russian Federation, a collective agreement, an agreement on labor protection, other local regulatory legal acts of the organization;
  • provision and proper use of personal and collective protective equipment;
  • compliance with the procedure for investigating and recording accidents at work;
  • implementation of measures provided for by programs, plans for improving working conditions and labor protection, a section of the collective agreement relating to labor protection issues, an agreement on labor protection, as well as taking measures to eliminate the causes that caused an accident at work (information from the act in the form N- 1), the implementation of the instructions of state supervision and control over compliance with labor protection requirements, other measures to create safe working conditions;
  • the presence in the subdivisions of instructions on labor protection for employees according to the list of professions and types of work for which instructions on labor protection should be developed, their timely revision;
  • certification of workplaces in terms of working conditions and preparation for certification of work on labor protection;
  • timely carrying out by the relevant services of the necessary tests and technical examinations of equipment, machines and mechanisms;
  • the efficiency of the aspiration and ventilation systems, the condition of safety devices and protective devices;
  • timely training on labor protection, testing knowledge of labor protection requirements and all types of briefing on labor protection;
  • organization of storage, distribution, washing, dry cleaning, drying, dedusting, degreasing and repair of special clothing, special footwear and other means of individual and collective protection;
  • sanitary and hygienic condition of production and auxiliary premises;
  • organization of workplaces in accordance with the requirements of labor protection;
  • correct spending in subdivisions of funds allocated for the implementation of measures to improve conditions and labor protection;
  • timely and correct provision of compensation to employees for hard work and work with harmful or dangerous working conditions, free distribution of therapeutic and preventive nutrition, milk and other equivalent food products;
  • using the labor of women and persons under 18 in accordance with the law.

Continuous preventive monitoring of the state of conditions and labor protection at workplaces - one of the most effective means of preventing accidents, incidents, industrial injuries and occupational diseases - is carried out by promptly identifying deviations from labor protection requirements and promptly taking the necessary measures to eliminate them.

Monitoring the state of labor protection in any organization is one of the main management principles for ensuring safety, without the implementation of which the effective functioning of the labor protection management system is impossible. Naturally, operational monitoring of the state of safety, industrial sanitation, fire safety can be carried out by people who are at their workplaces every shift.

Depending on the specifics of production, the structure of the enterprise, control can be done:

  • at the first stage - by managers of the XNUMXst level of management - direct work managers at production facilities and production facility managers (foremen, mechanics, power engineers, technologists, etc.) at the site of the workshop, construction site, in a shift or a team;
  • at the second stage - by managers of the II level of management - heads of departments (heads of departments and their deputies) in the workshop, at the construction site, at the production site or at the site of the enterprise;
  • at the third stage - by the leaders of the III level of management - the leaders and chief specialists of the organization (employer) in the enterprise as a whole.

Each stage of control should be carried out at a certain level of management according to the established program within the established time frame.

Managers of the first level of management exercise control daily at the beginning of the working day (shift), and if necessary (work with increased danger, etc.) - during the working day (shift).

Managers of the II level of management carry out control at least once a week, as a rule, with the frequency with which they are directly present at production facilities.

Managers of the III level of management exercise control at least once a month.

The organization of control is managed by the head of the enterprise.

The results of the control should be recorded in specialized journals.

The first stage of control is carried out by the head of the relevant section and the authorized person for labor protection of this production unit on a daily basis

At the first stage of control, it is recommended to check:

  • implementation of measures to eliminate violations identified by the previous audit;
  • the condition and correctness of the organization of workplaces (location and availability of the necessary tools, devices, protective devices, blanks, etc.);
  • condition of passages, passages, driveways;
  • safety of technological equipment, lifting and transport vehicles;
  • compliance with electrical safety rules by workers when working on electrical installations and with power tools;
  • compliance with the rules of warehousing of blanks and finished products;
  • serviceability of supply and (or) exhaust ventilation, local exhausts, dust and gas trapping devices;
  • compliance with safety rules when working with hazardous and fire-explosive substances and materials;
  • availability and observance by workers of instructions on labor protection;
  • the availability and correct use of personal protective equipment by workers;
  • availability of primary fire extinguishing means;
  • the employees have the appropriate certificates for the right to carry out certain types of work (work on lifting equipment, work with pyrotechnic tools, etc.).

Based on the violations identified during the inspection, measures are planned to eliminate them, the deadlines and those responsible for execution are determined.

If the deficiencies identified by the audit cannot be eliminated immediately, then the head of the unit must, at the end of the inspection, report this to a higher manager for appropriate action.

In the event of a gross violation of the rules and norms of labor protection, which could cause damage to the health of workers or lead to an accident, work is suspended until this violation is eliminated.

The results of the check are recorded in the log of the first stage of control, which must be kept by the head of the unit.

Direct managers of facilities (heads of workshops, sections, etc.) at least once a week check the state of labor protection conditions at workplaces, as well as the work of work managers (foremen, foremen, etc.) to conduct the first level of operational control and take prompt measures to eliminate identified violations and shortcomings.

At the second stage of control, it is recommended to check:

  • organization and results of the first stage of control;
  • implementation of measures outlined as a result of the second and third stages of control;
  • execution of orders and orders of the head of the enterprise and the head of the shop, decisions of the trade union committee on labor protection;
  • implementation of measures in accordance with the instructions of the supervisory authorities;
  • implementation of measures based on the materials of the investigation of accidents;
  • serviceability and compliance of production equipment, vehicles, technological processes with labor protection requirements;
  • compliance with schedules of preventive maintenance of equipment, ventilation and aspiration systems and installations;
  • status of transitions and galleries;
  • the condition of the corners and stands for labor protection, the presence of signal colors and safety signs;
  • availability and condition of fire-fighting equipment, evacuation routes;
  • compliance with safety rules when working with hazardous and explosive substances and materials;
  • timeliness and quality of instructing workers on labor protection;
  • the availability and correct use of personal protective equipment by workers;
  • the provision of workers with therapeutic and preventive nutrition, milk and other preventive means;
  • condition of sanitary facilities and devices;
  • observance of the established regime of work and rest, labor discipline.

The results of the check are recorded in the log of the second stage, which must be kept by the head of the shop. At the same time, the commission appoints measures, and the shop manager appoints performers and deadlines.

If it is impossible to carry out activities by the workshop, the workshop foreman is obliged to report this to a higher manager for appropriate measures to be taken.

Third stage of control is carried out by a commission headed by the head or chief engineer of the enterprise, and the head of the trade union organization at least once a month.

The commission includes the head of the labor protection service, the chairman of the labor protection commission, the heads of technical services, the head of supervision of buildings and structures, the head of the fire department (responsible for fire safety).

A large enterprise, the inspection of which is impossible in one round, is checked in separate workshops (objects) according to an annual schedule drawn up in such a way that each workshop is inspected at least four times during the year, and workshops with increased danger and unfavorable in terms of labor protection - at least six times.

The commission of the third stage of control can be divided into a number of subcommittees under the leadership of chief specialists or deputy chief engineers to conduct inspections on individual facilities of the enterprise.

At the third stage of control, it is recommended to check:

  • organization and results of the work of the first and second stages of control;
  • implementation of measures outlined as a result of the previous third stage of control;
  • execution of orders and instructions of higher economic organizations, resolutions and decisions of trade union bodies, instructions and instructions of supervisory authorities, orders of the head of the enterprise and decisions of the trade union committee on labor protection;
  • implementation of measures provided for by collective agreements, comprehensive plans, agreements on labor protection and other documents;
  • implementation of measures based on the materials of the investigation of severe and group accidents and accidents;
  • the provision of workers with personal protective equipment, the correctness of their issuance, storage, organization of washing, cleaning and repair;
  • readiness of personnel of departments to act in emergency situations, etc.

The results of the inspection should be documented in an act and discussed within a week at a meeting with the head of the enterprise with the participation of members of the labor protection commission of the trade union committee.

All heads of shops, sections, services should be present at the meeting with the head of the enterprise.

At the meeting, the heads of those workshops, sections, services where an unsatisfactory state of labor protection is revealed are heard.

The meeting is recommended to be documented in a protocol indicating measures to eliminate the identified shortcomings and violations, deadlines and responsible persons. In necessary cases, the head of the enterprise issues an order based on the results of the audit.

The monthly day of the control of the third stage can be referred to as the "Day of labor protection".
