I. General Provisions

  1. This Job Description defines the functional duties, rights and responsibilities of the head of the estimate and contract department "___" (hereinafter referred to as the "Company").
  2. The head of the estimate and contract department is appointed to the position and dismissed in accordance with the procedure established by the current labor legislation by order of the head of the Company.
  3. The head of the estimate and contract department reports directly to _______ of the Company.
  4. A person who has a higher professional (economic) education and at least __ years of experience in the position of head of the estimate and contract department is appointed to the position of head of the estimate and contract department.
  5. The head of the budget and contract department must know:
  • legislation, regulations and decisions of the Government on pricing in construction;
  • fundamentals of a market economy;
  • team management methods and requirements for the scientific organization of labor;
  • accounting system, methods and procedure for reporting, methods of analysis of economic activity, financial indicators of enterprises and organizations;
  • legislation and regulatory documents on taxation, customs activities;
  • guidelines on the form, content and rules for compiling all types of estimate and contract documentation for the construction of new, reconstruction and overhaul of existing facilities;
  • the estimated and regulatory base in the prices of resources;
  • rules for the production of construction and installation works, as well as the rules and norms of labor protection, safety, industrial sanitation and fire safety;
  • prices for resources and trends in their change, as well as methods for predicting these changes, taking into account two types of rise in the cost of construction of facilities due to: scientific, technological and social progress and environmental protection measures; inflationary processes;
  • design methods and carrying out technical and economic calculations;
  • advanced domestic and foreign experience in design and construction in terms of determining the cost of building new, reconstruction and overhaul of existing facilities, as well as the cost of work performed and payments for them;
  • means of communication and automated processing of information for the performance of their duties and the exercise of rights.
  1. During the period of temporary absence of the head of the estimate and contract department, his duties are performed by a person appointed by order of the general director of the enterprise. This person acquires the appropriate rights and is responsible for the high-quality and timely performance of the duties assigned to him.

II. Official duties

Head of the budget and contract department:

  1. Determines the complexity and distribution of tasks (volumes of work) between groups and specialists of the department;
  2. Prepares proposals for improving the organization and work of the department, monitors the implementation of these proposals;
  3. Prepares proposals for hiring, appointment and dismissal of specialists of the department, terms of remuneration and other conditions of labor relations in the department; agrees on a draft employment agreement (contract), including duties, rights and responsibilities for a specialist newly admitted to the department, both personally with this specialist and with the deputy head of the design organization for work with personnel;
  4. Prepares proposals on the need to change the positions of department specialists;
  5. Carries out activities for training, advanced training and retraining of specialists of the department;
  6. Prepares materials for certification of specialists of the department;
  7. Develops a system of information support for specialists of the department and monitors its functioning;
  8. Approves the plan for completing normative and reference documentation on the issues of estimated rationing and pricing in construction;
  9. Coordinates passports of workplaces of specialists of the department;
  10. Determines the normative labor intensity and duration of the performance of certain types of work in the department with the subsequent determination of the cost of these works;
  11. Brings to the attention of the specialists of the department and monitors compliance with the organizational and administrative documents approved by the design organization;
  12. Signs the established forms of accounting and office work, as well as the time sheet for the work of specialists of the department;
  13. Prepares applications and calculations of the department's needs for financial, logistical, etc. resources;
  14. Makes decisions on the system of planning and control of the performance of work by the specialists of the department;
  15. Prepares organizational and administrative documents regulating relations and specific issues of work within the department, monitors their observance;
  16. Prepares documents and participates in the work determined by the functions of the department;
  17. Fulfills and requires compliance with the internal labor regulations from the specialists of the department;
  18. During a long absence of department specialists, he performs their individual duties (on issues related to the organization of management in the department);
  19. Participates in the development and maintenance of the organization's QMS;
  20. Organizes in the QMS the organization of work on:
  • conducting an analysis of the causes of nonconformities related to the work of the department and recording the results of such an analysis;
  • taking corrective actions necessary to eliminate the causes of nonconformities;
  • identifying needs for preventive action;
  • taking preventive actions necessary to eliminate potential nonconformities;
  • implementation of activities related to quality records: identification; collection/distribution and registration; ensuring free access;
  • compiling and maintaining a filing cabinet; storage; search; seizures;
  • determining and organizing the implementation of corrective actions to eliminate deficiencies identified in the process of internal audit (check) of quality;
  • identifying needs for the application of statistical methods;
  • development and maintenance of documented procedures for the use of statistical methods;
  • analysis and disposal of inappropriate estimate documentation;
  • registration of the fact of work performed on alteration (revision) or disposal of inappropriate estimate documentation to indicate the actual state;
  • re-control of the corrected estimate documentation.

III. Rights

The head of the budget and contract department has the right to:

  1. Request and receive the necessary materials and documents related to the activities of the head of the estimate and contract department.
  2. Enter into relationships with departments of third-party institutions and organizations to resolve operational issues of production activities within its competence.
  3. Represent the interests of the enterprise in third-party organizations on issues related to its professional activities.
  4. Give oral and written orders, binding on the specialists of the department.

IV. A responsibility

The head of the budgeting and contracting department is responsible for:

  1. Failure to fulfill their functional duties.
  2. Inaccurate information about the status of the job.
  3. Failure to comply with orders, orders and instructions of the head of the Company.
  4. Failure to take measures to suppress the identified violations of safety regulations, fire and other rules that pose a threat to the activities of the enterprise and its employees.
  5. Failure to comply with labor discipline.

An American chemist figured out how to make a suction cup out of a drop of water.

"Once I heard from an entomologist colleague that the palm weevil, escaping from the enemy, emits 120 thousand micron droplets of an oily agent, which are so firmly connected by surface tension to the leaf that no one can tear the beetle away from it. This news struck me so much, that I decided to create something similar in the laboratory. And the plan was quite successful, "says Cornell University professor Paul Steen.

The device he created consists of a porous plate, electrodes and a 5 V battery. A millimeter drop of water is applied to the plate, an electric current is turned on, and the ions dissolved in water draw the drop into the pore channels. As a result, micron droplets are obtained on the other side. They stick the plate to any surface. If the electric current goes the other way, then in a second the droplets will be drawn in and the plate will peel off.

"Our device is quite scalable, and it can be used to create manipulators to capture micron and even nanoscale details," says Professor Steen.
