I. General Provisions

  • current legislation of Ukraine;
  • acts of legislation relating to the activities of the relevant executive authority and public service issues;
  • decrees of the President of Ukraine, resolutions and orders of the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, other legal acts regulating the development of the relevant sphere of management;
  • organization of labor and management;
  • modern methods of personnel management;
  • labor legislation;
  • fundamentals of labor psychology, economics, finance;
  • business etiquette rules;
  • labor protection and fire protection rules;
  • basic principles of working on a computer and related software;
  • business language.
  1. Qualification requirements:
  • higher education in the relevant professional field at the educational and qualification level of a master’s, specialist;
  • work experience in the specialty in the civil service in leadership positions for at least 5 years or work experience in the specialty in leadership positions in other areas of management for at least 7 years;
  • Postgraduate education in management: Master of Public Administration with relevant specialization.

II. Official duties

  1. Ensures high-quality, timely implementation of tasks on issues within its competence, and effective interaction between structural divisions of the executive authority, territorial departments and subordinate institutions.
  2. Carries out the organization of office work, economic, logistical, motor transport and social support for the activities of the relevant executive authority.
  3. Organizes and controls the development of instructional materials on office work, improvement of forms and methods of document processing, implementation of comprehensive automation in office work.
  4. Provides methodological guidance and control over the conduct of office work in the structural divisions of the relevant executive authority, directs work on this issue in territorial departments and subordinate institutions.
  5. Ensures the development of a consolidated nomenclature of cases and the formation of a centralized archive.
  6. Ensures the formation of plans for meetings of the governing bodies of the executive branch, controls changes, registration and issuance of administrative documents of the leadership of government bodies and their timely distribution to recipients.
  7. Participates in the organizational and technical preparation of meetings held by the head of the relevant executive body.
  8. Monitors the implementation by structural units of decisions of government bodies and the leadership of the executive body on issues within its competence.
  9. Organizes the implementation of copying and duplicating work, the preparation and publication of official telephone directories, providing them to employees of the central apparatus of the executive branch, territorial departments and subordinate institutions; work with letters, applications and complaints from citizens.
  10. Analyzes and controls the state of material and technical support of the apparatus and structural divisions of the executive authority.
  11. Organizes supervision over the operation and maintenance of buildings, structures and engineering systems.
  12. Ensures the development and implementation of annual and long-term repair plans for the premises of the executive authority; carrying out works on improvement and landscaping of the internal territory.
  13. Ensures the holding of public events in the areas of activity of the body, business trips.
  14. Carries out the development and submits for approval to the management of the executive authority draft estimates of administrative and economic expenses, helps ensure funding for the body and organizes the activities of the financial unit, takes part in monitoring the implementation of estimates of administrative and economic expenses.
  15. Within the limits of the powers granted, he manages personnel (defines functions, plans, organizes, coordinates, evaluates the work of structural units, selects personnel) based on modern management methods.

III. Rights

The business manager has the right:

  1. Receive, in the manner prescribed by law, from central and local executive authorities of local self-government bodies information and documents necessary to perform the tasks assigned to it.
  2. Engage specialists from central and local executive authorities, enterprises, institutions and organizations (in agreement with their leaders) to consider issues within its competence.
  3. To convene, in accordance with the established procedure, meetings on issues within its competence.
  4. On behalf of the leadership of the central executive body, represent the ministry, another central executive body in other executive bodies in resolving issues within its competence.

IV. A responsibility

The business manager is responsible

  1. For improper performance or non-performance of their official duties, as well as for non-use or directly to their rights provided for by this Job Description - to the extent determined by the current legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor legislation on labor of Ukraine.

A few years ago, processors stopped ramping up clock speeds. To ensure the further development of electronics, the developers had to change the architecture of the chips, to make them multi-core. Today, a standard processor can be six- and eight-core, the cores are interconnected by several conductors, that is, a bus.

The problem with modern buses is that only one pair of cores can 'talk' at any one time while communicating. This effect can become a serious limitation in the operation of future processors containing hundreds and thousands of cores on a single chip. Associate Professor of Electrical Engineering and Computer Science Li-Shiuan Peh from the Massachusetts Institute of Technology proposes to organize internuclear communication in the same way as communications are carried out on the Internet, that is, through packet data exchange.

Each core receives a router that sends packets to any of the available addresses, depending on the health and state of the network. Multi-core processors are faster than single-core processors because computational tasks are divided among several cores that simultaneously process data. The cores that calculate one task must have a communication channel with each other, however, the buses have restrictions, respectively, consumer processors also have restrictions on the number of cores. Ten-core chips used in powerful servers are equipped with a second bus, but this approach will not be effective for single-core processors.
