I. General Provisions

  1. The main task of the Deputy Head of the Control and Audit Department is to ensure the activities and functions set forth in the Regulation "On the Control and Audit Department".
  2. The Deputy Head of the Control and Audit Department, in the performance of his duties, is guided by:
  • the legislation of Ukraine;
  • the procedure for conducting and formalizing audits of the financial and economic activities of municipal enterprises, institutions and self-supporting departments, departments, committees and district administrations.
  1. The Deputy Head of the Control and Audit Department is accountable to the Head of the Control and Audit Department.
  2. Citizens of Ukraine up to __ years of age who have:
  • higher education (economic, financial);
  • work experience in the structures of the municipal or public service and control and audit work for at least 3 years;
  • having knowledge of the Laws of Ukraine and other regulatory legal acts of Ukraine, region and city related to official activities;
  • able to think analytically and work creatively;
  • quickly and efficiently perform assigned tasks, competently draw up documents;
  • well versed in the financial and economic activities of enterprises, organizations and institutions of all forms of ownership.

II. Official duties

Deputy Head of the Control and Audit Department:

  1. Performs the duties of the head of the department during his absence;
  2. Draws up a plan for inspections of structural divisions of the mayor's office, district administrations, municipal enterprises, institutions and other enterprises within the competence of the department;
  3. Organizes the audit activities of the department and is personally responsible for the reliability and quality of the audits and inspections;
  4. Takes part in inspections and audits carried out by the department in accordance with work plans and by decision of the mayor of the city;
  5. Prepares reports on the performed control and audit work;
  6. Performs other assignments of the head within the competence of the department;

III. Rights

The Deputy Head of the Control and Audit Department has the right to:

  1. carry out inspections of the implementation of the Laws of Ukraine, Decrees of the President, Decrees of the Government of Ukraine, administrative documents of the Head of the regional administration, the mayor of the city;
  2. conduct audits of the financial and economic activities of municipal enterprises, organizations and institutions, committees, departments, district administrations;
  3. check the organization of control and execution of documents;
  4. to request and receive information about the measures taken, as well as documents, materials and written explanations regarding the issues of control, inspections and audits of financial and economic activities;
  5. give the managers of the objects being inspected obligatory instructions for them to eliminate revealed violations and shortcomings;
  6. use the communication system, official vehicles;
  7. freely enter the inspected objects, check constituent and financial documents, accounting books, reports, plans, estimates, contracts and other documents necessary for checking financial and economic activities;
  8. conduct inspections of legal entities that use city budgetary and extrabudgetary funds in their activities, in terms of the use of these funds;
  9. has other rights defined by the Regulations "On the Control and Auditing Department".

IV. A responsibility

The Deputy Head of the Control and Audit Department is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this Job Description - within the limits determined by the current labor legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor and civil legislation of Ukraine.

Mystery of natural mushroom factory solved 01.05.2012

Researchers at the University of Bristol have unraveled the mystery of a mushroom 'natural factory' that could help develop new drugs.

In 1942, scientists first isolated an aromatic compound known as stypitic acid from mushrooms. By 1945, the structure of this substance had been studied, but it turned out to be so unique that it revolutionized organic chemistry.

Stipitatic acid is very unusual. It shows properties similar to the aromatic six-membered rings of benzene, but is a seven-membered carbon rings known as tropolones. Until now, it was a mystery how fungi synthesize such a substance using biological processes, because chemists managed to produce tropolone rings only with the help of complex chemical reactions in the presence of nickel and platinum.

Using a combination of genetic and chemical methods, scientists have for the first time identified the genes responsible for the production of tropolones in mushrooms. The researchers blocked the synthesis process at various stages and thus restored the pattern of synthesis at the molecular level.

Stipitatic acid is the basis of a number of fungal compounds that can be used to make antidepressants, antimalarials, and antibacterials. The discovery of the biosynthetic process for tropolone could lead to the creation of cheap and efficient methods for the production of new drugs.

Currently, scientists plan to use genetic engineering to create mushrooms capable of producing new medicinal compounds.
