I. General Provisions

  1. The professional consultant belongs to the category of specialists.
  2. A person who has a higher professional (psychological, sociological, pedagogical, social) education and at least 3 years of experience as a professional consultant of the II category is appointed to the position of a vocational consultant of the XNUMXst category;
  • for the position of a vocational consultant of the II category - a person who has a higher professional (psychological, sociological, pedagogical, social) education and work experience as a vocational consultant for at least 3 years;
  • a person with a higher professional (psychological, sociological, pedagogical, social) education is appointed to the position of a professional consultant, without presenting requirements for work experience.
  1. The professional consultant is appointed to the position and dismissed from it by the head of the institution on the proposal and reports directly to _______.
  2. The consultant must know:
  • laws and other regulatory legal acts in the field of vocational guidance and psychological support for the population;
  • ethical norms of the activity of a professional consultant;
  • fundamentals of practical psychology, including methods of modern psychodiagnostics;
  • rules for organizing a psychodiagnostic examination;
  • methods of providing psychological support;
  • typology and symptoms of borderline neuropsychiatric conditions;
  • fundamentals of labor and management psychology, engineering and social psychology, labor physiology, including methods for studying the psychological characteristics of labor activity, psychophysiological research of a person;
  • basics of vocational studies and professiography, including the classification of professions and specialties;
  • the requirements of the profession for a person;
  • forms and methods of organizing career guidance work and features of career guidance support of the educational process, individual, group and mass career guidance work with various categories of the population, employers;
  • the need for personnel at the federal and regional levels with professional differentiation;
  • socio-demographic features of the region;
  • advanced domestic and foreign experience in career guidance;
  • fundamentals of labor legislation;
  • rules and norms of labor protection;
  • rules of internal labor regulations;
  1. During the absence of a professional consultant (vacation, illness, etc.), his duties are performed by a person appointed in the prescribed manner.

II. Official duties

Professional consultant:

  1. Carries out activities for vocational guidance and psychological support of the population.
  2. Provides assistance to citizens in professional self-determination, the formation and development of a professional career, making an informed decision on choosing or changing a profession, the direction of vocational training, taking into account their psychological characteristics, needs, opportunities, return, health status, prospects for the development of professional abilities, as well as taking into account social the economic situation in the labor market.
  3. It contributes to the achievement of the main goals of vocational guidance - improving the quality of using the professional, intellectual and creative potential of society, promoting socialization and professional development, continuous professional development of citizens, increasing competitiveness and socio-psychological adaptation to work in a market economy.
  4. Participates in the development and implementation of programs, effective methods of work in the field of vocational guidance and psychological support for young students, the unemployed and unemployed citizens, citizens released from enterprises, organizations, institutions, citizens discharged from military service, disabled people and other categories of citizens, develops and distributes career guidance information and methodological materials.
  5. Informs citizens about the labor market, its characteristics in a particular region, the characteristics of professions and positions, the requirements they impose on a person, including at a particular enterprise, organization, institution.
  6. Conducts familiarization of citizens with professions, specialties, specific jobs.
  7. Conducts professional counseling using professiograms, other information and reference materials, using methods of psychological and professional diagnostics:
  • input control methods,
  • primary psychodiagnostics,
  • diagnostics of cognitive abilities (memory, thinking, attention, etc.) and personality traits,
  • diagnostics of professionally important qualities.
  1. Determines the degree of professional suitability of a person for a particular profession (workplace, position) in accordance with regulatory requirements.
  2. Provides psychological support to citizens in order to reduce the relevance of psychological problems that impede labor, professional, social self-realization; if necessary, diagnoses personal characteristics and corrects their mental state.
  3. Organizes work on the social and psychological adaptation of citizens in the labor market, teaches the skills of effective job search.
  4. Participates in sociological surveys on the problems of professional self-determination of citizens, in the work to determine the population's need for services for vocational guidance and psychological support and evaluate the effectiveness of this activity, makes proposals for their improvement, taking into account domestic and international experience.
  5. Keeps records of statistical data, prepares reports on the forms of state and departmental statistical reporting.
  6. Advises the population on the application of laws and other regulatory legal acts in the field of labor, employment, vocational guidance and psychological support for the population.

III. Rights

The consultant has the right:

  1. Receive from the managers and specialists of the structural divisions of the enterprise the information necessary for the implementation of its activities.
  2. Submit proposals on the issues of its activities for consideration by the management of the enterprise.
  3. Require the management of the enterprise to assist in the performance of their duties.

IV. A responsibility

The consultant is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this Job Description - within the limits determined by the labor legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor and civil legislation of Ukraine.

Navigation on atomic clocks will replace GPS 17.10.2012

The US Army has begun the final phase of developing microchip prototypes that will make the US Army resilient to the loss of the GPS navigation system. The threat of losing situational awareness and the ability to deliver precision strikes in the absence of GPS has long worried the US military. At the same time, for most countries, failures in the operation of GPS are the only hope to provide at least some effective resistance to the high-tech military machine of the United States.

The US Army's CERDEC military research center has embarked on a major milestone in its program to develop devices to maintain high navigation accuracy in the absence of a GPS signal. We are talking about creating a batch of 500 prototypes of atomic clocks on a chip, or CSAC for short. The goal of the CSAC program is to ensure the functioning of the navigation and weapons systems of every combat unit of the US Army in any conditions. At the same time, equipment costs will be reduced and the power consumption of navigation systems will be reduced.

Atomic clocks are an important element of a navigation system independent of GPS. In combination with other CSAC sensors, they can provide time synchronization in a combat tactical network, for example, in the event of spoofing (attempts to replace a true signal with a false one), and identify erroneous information. Ultra-precise atomic clocks make it possible to improve the accuracy of inertial navigation systems and create local navigation networks.

Until now, bulky atomic clocks could only be installed on large platforms: ships, aircraft, etc. However, this option is not suitable for infantry ammunition and equipment. Therefore, miniature CSACs with a volume of approximately 15 cubic centimeters were created. These atomic clocks can be easily integrated into a wearable weapon, mobile computer or guided munition. CERDEC hopes that each supplier of new atomic clocks will eventually be able to produce more than 20 CSACs a year, in the price range of $300 or less.
