I. General Provisions

  1. The deputy dean of the faculty belongs to the category of leaders.
  2. A person with a higher professional education and at least 5 years of work experience in teaching or leadership positions is appointed to the position of deputy dean of the faculty.
  3. The deputy dean of the faculty is appointed and dismissed by the order of the rector on the proposal of the dean of the faculty.
  4. The deputy dean of the faculty reports directly to the dean of the faculty.
  5. The Deputy Dean of the Faculty should know:
  • laws, government regulations and regulations of educational authorities on education and upbringing of students;
  • pedagogy, pedagogical psychology, achievements of modern psychological and pedagogical science and practice;
  • theory and methods of educational systems management;
  • fundamentals of economics, law, sociology;
  • administrative, labor and economic legislation;
  • rules and regulations of labor protection, safety and fire protection.
  1. In his work, the Deputy Dean of the Faculty is guided by:
  • the legislation of Ukraine;
  • state educational standards of higher professional education;
  • normative documents of the federal state body for education management;
  • University charter;
  • collective agreement;
  • university internal regulations;
  • Regulations on the Faculty of the University;
  • orders of the rector;
  • orders, instructions of the dean of the faculty and other normative and administrative acts of the university administration;
  • this Job Description.
  1. During the absence of the deputy dean of the faculty, his duties are performed by another official of the faculty, appointed by the dean by written order for the faculty.

II. Official duties

The Deputy Dean of the Faculty is obliged to:

  1. Together with the dean of the faculty, plan, organize and control the educational, methodological, scientific and methodological, scientific and research work of the faculty.
  2. To take part in the management of educational, methodical, scientific-methodical and educational work at the faculty.
  3. To take part in the full implementation of educational and professional programs in the specialties (directions) assigned to the faculty.
  4. To control the conduct of all types of training sessions, practices, final certification of students of the faculty.
  5. To take part in the accounting of the current control of the intermediate certification of students and the attendance of training sessions by students.
  6. Participate in the timely execution of submissions for the expulsion of students, documents for transfer, restoration and admission to senior courses in the manner prescribed by the relevant provisions.
  7. Participate in organizing the work of the scholarship committee.
  8. Supervise the work of the head of student groups.
  9. Carry out educational work with students at the faculty.
  10. Together with the dean of the faculty, improve the methods and forms of educational and educational work with students of the faculty.
  11. To carry out work with letters and statements of citizens on issues of study and life.
  12. Take part in monitoring the condition of the teaching and laboratory facilities assigned to the faculty and maintain them in working order.
  13. Carry out activities to strengthen and develop the material base of the faculty.
  14. To control the maintenance of documentation of the faculty in accordance with the nomenclature of the affairs of the faculty.
  15. To take part in the organization of work on the improvement of the territory assigned to the faculty and maintaining it in due order.
  16. Take the necessary measures to coordinate the work of the faculty with the scientific departments of the university.
  17. Coordinate communication with faculty graduates.
  18. Timely bring to the attention of the heads of departments and staff of the faculty the orders of the rector, orders of the dean and other documents related to the activities of the faculty, the university and control their execution by the staff of the faculty.
  19. Take all necessary measures for labor protection, industrial sanitation and fire safety at the faculty in order to ensure the safety of work in educational, scientific and other premises of the faculty.
  20. Ensure timely preparation of established reporting documentation.
  21. Provide assistance to groups of students in conducting cultural, educational and recreational activities.

III. Rights

The deputy dean of the faculty has the right to:

  1. Together with the dean of the faculty, within their powers, issue orders for the faculty that regulate the work of the faculty.
  2. Participate in all meetings related to the work of the faculty.
  3. To take part in the coordination of individual plans of the heads of departments and teachers of the faculty.
  4. To take part in attending all types of training sessions, as well as exams and tests conducted by faculty teachers.
  5. To allow students to the examination session.
  6. To establish, if there are good reasons, individual deadlines for passing exams and tests by students of the faculty.
  7. To take part in the implementation of the admission of students to pass state exams and to defend their final qualified work.
  8. To take part in awarding scholarships to students, taking into account the decision of the scholarship committee.
  9. Participate in the appointment of headmen of student study groups.
  10. Supervise the implementation by students of the rules of living in a hostel.
  11. Represent students for academic excellence and active participation of SRWs in various forms of moral and (or) material incentives, make proposals to the dean of the faculty to impose a penalty on the student, up to expulsion from the university. Submit proposals to the dean of the faculty on moral and material incentives for faculty members, make proposals for the imposition of penalties.
  12. Participate in the conclusion of contracts with enterprises on the training of specialists.
  13. To use the services of social, medical and other departments of the University free of charge in accordance with the Charter of the University and the collective agreement.
  14. In the prescribed manner, appeal against orders, orders and other organizational and administrative acts of the university administration.
  15. Sign documents within their competence.
  16. Require the dean of the faculty to assist in the performance of their duties.

IV. A responsibility

The Deputy Dean of the Faculty is personally responsible for:

  1. Low level of organization of educational, scientific and methodological work of the faculty.
  2. Low quality of training of specialists in the specialties assigned to the faculty.
  3. The use of the material and technical base of the faculty is not for its functional purpose.
  4. Violation of the rights and academic freedoms of employees and students of the faculty.
  5. Failure to fulfill the obligations stipulated by the Charter of the University, current legal acts and the Job Description.
  6. Failure to provide safe working conditions for faculty employees when conducting training sessions in the premises assigned to the faculty.
  7. Inadequate provision of fire safety and implementation of fire-fighting measures in the entrusted structural unit and assigned premises.

V. Relationships

  1. The deputy dean of the faculty accepts for execution the instructions of the rector, expressed orally or in writing.
  2. The deputy dean of the faculty accepts for execution the instructions of the first vice-rector of the university, the first vice-rector for academic affairs, vice-rectors for academic and scientific work, the dean of the faculty, as well as the instructions of the rector transmitted through assistants, expressed in oral or written form, informing the dean of the faculty about this.

Implant glasses for the blind 07.08.2013

The Argus device, which partially restores blind people's sight, has been approved for clinical use. The complex history of this invention demonstrates the existing problems with the procedure for the introduction of high-tech medical innovations.

The Argus device is a pair of sunglasses that integrates a video camera and an interface that connects a processor to 60 electrodes implanted in the retina. Argus works on the same principle as a real eye: it turns the image into a set of electrical impulses that stimulate the nerve cells in the retina. Thus, the signals enter the brain and are processed in the usual way, that is, they turn into a picture. Unfortunately, this technology is not a panacea for the treatment of blindness, because it requires a healthy optic nerve to work. However, with damage to the eyeball or other disorders that do not affect the nerve endings, Argus can give many people vision. The device is still imperfect - in the future, it will certainly be possible to implant many more electrodes, which will increase the resolution of synthetic vision.

Using Argus requires a complex invasive operation in which 60 tiny electrodes, mostly ultra-thin glass needles, are implanted into the patient's retina. In addition, the patient needs to wear special glasses with a processor and a video camera manufactured by Texas Instruments. The processor converts the image into patterns of electrical activity, which are wirelessly transmitted to a receiver connected to a grid of electrodes inside the eye. Then the electrodes stimulate the nerve cells in the retina, and the signals go to the part of the brain that processes visual information.

It should be noted that vision through Argus glasses differs from normal vision of a healthy person. With the help of glasses, a person sees only the edges of objects, their outlines in gray tones, but with different contrast. It is difficult to describe such a picture, approximately it looks like this: look at your room, for example, towards the window, and now close your eyes - the memories are an "imprint" and will look like what a blind person with Argus glasses sees. At first glance, this is a very poor and uninformative picture. Of course, it does not allow, for example, to read books or distinguish small details, but thanks to Argus, it becomes possible to safely cross the street, move around in an unfamiliar room, etc.

Also, experiments are currently underway to give the Argus system the ability to perceive colors. To do this, in the laboratory, the glasses processor is "taught" to create electrical patterns of red and green colors. After completing the software modification, patients will be able to distinguish between two important colors, which, among other things, mean a ban or permission, for example, at a traffic light.

A lot of blind people need devices like the Argus. But the same Argus was first introduced to the public 10 years ago and is only now approved by the US Food and Drug Administration. This is precisely the problem: today, Argus microchips, made 10 years ago, are outdated, but simply replacing them is prohibited by law - after all, only old microchips are certified.

The developers have focused on the software so far, but this is not a solution to the problem. Apparently, for the widespread adoption of high-tech implants, changes in certification procedures and clinical trials are necessary, otherwise medical equipment will be a generation behind the cutting edge of scientific and technological progress.
