I. General Provisions

  1. This Job Description defines the duties, rights and responsibilities of a doctor in hygienic education.
  2. A person with a higher medical education who has completed postgraduate training or specialization in the specialty "Hygienic Education" is appointed to the position of a doctor in hygienic education.
  3. The hygienist must know:
  • fundamentals of Ukrainian legislation on healthcare;
  • legal documents regulating the activities of healthcare institutions, incl. State Sanitary and Epidemiological Supervision;
  • the basics of organizing medical and preventive care in hospitals and outpatient clinics, emergency and emergency medical care, disaster medicine services, sanitary and epidemiological services, drug supply to the population and health care facilities;
  • theoretical foundations, principles and methods of clinical examination;
  • organizational and economic foundations for the activities of health care institutions and medical workers in the context of budgetary insurance medicine;
  • fundamentals of social hygiene, organization and economics of healthcare, medical ethics and deontology;
  • legal aspects of medical activity;
  • general principles and basic methods of clinical, instrumental and laboratory diagnostics of the functional state of organs and systems of the human body;
  • etiology, pathogenesis, clinical symptoms, course features, principles of complex treatment of major diseases;
  • rules for the provision of emergency medical care in a life-threatening condition of the patient;
  • bases of examination of temporary incapacity for work and medico-social examination;
  • fundamentals of health education;
  • rules of internal labor regulations;
  • rules and norms of labor protection, safety measures, industrial sanitation and fire protection.
  1. In his specialty, a hygienic education doctor should know:
  • content and sections of hygienic education;
  • tasks, organization, structure, staffing and equipment of the hygiene education service;
  • current legal and instructive and methodological documents in the specialty;
  • documentation rules;
  • principles of activity planning and reporting of the hygiene education service;
  • methods and procedures for monitoring its activities;
  • the basics of sanitary and educational work, the principles of interaction between healthcare facilities and the territorial center for medical prevention and the center of the State Sanitary and Epidemiological Supervision;
  • the basics of organizational and methodological support for the activities of medical workers of health facilities to identify risk factors, correct lifestyle, promote medical and hygienic knowledge and a healthy lifestyle among the attached contingent;
  • the basics of information support for specialists and various groups of the population on issues of hygienic education and upbringing, disease prevention and health promotion, incl. and through the media.
  1. The hygienic education doctor is appointed to the position and dismissed by the order of the head physician of the healthcare institution in accordance with the current legislation of Ukraine.
  2. The doctor for hygienic education is directly subordinate to the head of the department (department), and in his absence to the head of the institution or his deputy.

II. Official duties

  1. Cooperates with the Center for Medical Prevention on the following issues:
  • training of employees of health care facilities in the section of hygienic education and upbringing, the formation of a healthy lifestyle, as well as improving knowledge and introducing new methods of disease prevention;
  • acquisition and distribution of instructive and methodological documents on the preservation and promotion of health, visual aids of a sanitary and educational nature (including video films) among employees of a healthcare institution, organized and unorganized population;
  • organizing and conducting preventive actions and campaigns among the attached population;
  • creating a library of health education literature (on the prevention of infectious and non-infectious diseases), texts of lectures and conversations, medical articles from periodicals for use in everyday work;
  • introduction of new methods of preventive orientation in the activities of health facilities when working with the population;
  • organization of lecture halls, schools, seminars for various groups of the population on health issues;
  • reviewing the texts of lectures, conversations, articles, quizzes and other materials prepared by medical workers of health facilities.
  1. Works with health care workers:
  • summarizes individual work plans of medical workers and structural subdivisions of healthcare facilities on issues within the competence of the department (office) of medical prevention;
  • provides organizational, methodological and advisory assistance in the preparation of lectures, talks, radio programs, round tables, conferences, seminars, meetings, etc.;
  • controls and analyzes the activities of medical workers with the population in the area of ​​hygienic education and upbringing, preservation and promotion of health, quarterly provides objective information and an assessment of their activities with presentation to the chief physician of the health facility to disseminate best practices and eliminate identified shortcomings;
  • accepts annual reports on the work done in its area of ​​activity, draws up a consolidated statistical report on health facilities.
  1. Works with hospital patients:
  • performs instrumental studies (anthropometry, blood pressure measurement, weighing, etc.);
  • collects anamnestic data to identify risk factors, as well as testing and questioning, followed by the issuance of recommendations for correcting a healthy lifestyle;
  • organizes lecture halls, schools, seminars for various groups of the population on the issues of protection, preservation and promotion of health, ensures their conduct both in organizational and methodological terms, and in terms of providing students with sanitary educational literature;
  • in the presence of a consultative and health-improving department, it conducts prenosological diagnostics, determines the quality and quantity of the health of an individual and teams, forms a data bank of the health status of the attached population.
  1. It studies and evaluates knowledge on prevention and healthy lifestyles among the attached population in accordance with the nature and characteristics of the work of various departments and offices of healthcare facilities.
  2. Coordinates and provides advisory and health-improving activities on the issues of preserving and strengthening the health of the attached population.
  3. Organizes control and analysis of the activities of a medical institution for the implementation of regional targeted programs for hygienic education and upbringing, disease prevention, as well as health care workers on maintaining and strengthening health, reducing premature mortality and disability, identifying risk factors, correcting lifestyle, promoting medical and hygiene knowledge.
  4. Supervises the work of secondary and junior medical personnel subordinate to him (if any), facilitates the performance of his duties.
  5. Controls the correctness of carrying out diagnostic and therapeutic procedures, the operation of instruments, apparatus and equipment, the rational use of reagents and drugs, the implementation of safety and labor protection rules by middle and junior medical personnel.
  6. Participates in training sessions to improve the skills of medical personnel.
  7. Plans its work and analyzes the performance of its activities.
  8. Ensures timely and high-quality execution of medical and other documentation in accordance with established rules.
  9. Complies with the rules and principles of medical ethics and deontology.
  10. Qualified and timely executes orders, orders and instructions of the management of the institution, as well as legal acts on his professional activities.
  11. Complies with the rules of internal regulations, fire safety and safety, sanitary and epidemiological regime.
  12. Promptly takes measures, including timely informing the management, to eliminate violations of safety, fire and sanitary rules that pose a threat to the activities of the healthcare institution, its employees, patients and visitors.
  13. Systematically improves his skills.

III. Rights

The hygienic education doctor has the right to:

  1. make proposals to the management of the institution on improving the diagnostic and treatment process, issues of hygienic education and upbringing, the formation of a healthy lifestyle, organization and conditions of their work;
  2. control the work of subordinate employees (if any), give them orders within the framework of their official duties and demand their precise execution, make proposals to the management of the institution on their encouragement or imposition of penalties;
  3. request, receive and use information materials and legal documents necessary for the performance of their duties;
  4. take part in scientific and practical conferences and meetings, which discuss issues related to the work of a medical specialist;
  5. pass certification in accordance with the established procedure with the right to obtain the appropriate qualification category;
  6. improve their qualifications at refresher courses at least once every 5 years.

IV. A responsibility

  1. The hygienist is responsible for:
  • timely and high-quality implementation of the duties assigned to him;
  • organization of their work, timely and qualified execution of orders, instructions and instructions of the management, regulatory legal acts on their activities;
  • compliance with internal regulations, fire safety and safety;
  • timely and high-quality execution of medical and other official documentation provided for by the current regulatory documents;
  • providing, in accordance with the established procedure, statistical and other information on its activities;
  • ensuring compliance with executive discipline and performance of their duties by subordinate employees (if any);
  • prompt action, including timely informing the management, to eliminate violations of safety, fire and sanitary rules that pose a threat to the activities of the healthcare institution, its employees, patients and visitors.
  1. For violation of labor discipline, legislative and regulatory legal acts, a doctor in hygienic education can be brought to disciplinary, material, administrative and criminal liability in accordance with the current legislation, depending on the severity of the misconduct.

Brain of a criminal as evidence 16.03.2017

Sometimes people do illegal things simply because they didn’t think about the consequences, or because they obeyed some impulse, or just for fun. And it is quite difficult to distinguish someone who "just didn't think" from someone who really wanted to do exactly what he did, for the sake of some kind of benefit - you need to look for motives, delve into psychology, etc. But the task can be to simplify if you include neuroscience in the case.

Reed Montague (Read Montague) and his colleagues from the Virginia Polytechnic University and other US research centers compared the brain activity of people who were asked to do an illegal thing: according to the scenario, the participants in the experiment, several dozen men and women, had to carry some " contraband" in the suitcase. In some cases, it was known that the suitcase contained “contraband”, while in others it was required to choose from two or five suitcases, one of which contained something that was not allowed, and then you could only guess what you were carrying with you. The probability that you would be caught also depended on whether there was a guard at the checkpoint - there were ten such checkpoints, and at some there were no guards.

An article in PNAS says that the scans showed a clear difference in brain function between those who took the suitcase, being sure that it contained "contraband", and those who were not sure and took the suitcase "just like that." However, these differences were clearly manifested only when the participants in the experiment saw in advance which checkpoints had guards and which did not, and only then chose a suitcase for themselves.

In this case, we are not talking about behavior - everyone had to carry the suitcase one way or another - but about the state of the brain. For some reason, the difference between intentional misconduct and unintentional arose only when a person could assess the degree of risk, that is, the number of guards and the likelihood of choosing the "wrong" suitcase. By and large, we see here that at the level of the brain, confidence in the incompetence of one's actions is clearly different from the situation when a person simply does something for the sake of the process itself, hoping that everything will work out.

True, although we have said that something like this neurobiological test could help forensic scientists distinguish between reputable criminals and unintentional ones, it is not clear how exactly this should work in practice. It is necessary to clarify that in this case, it was not the background activity of the brain that was determined, which could be the “calling card” of the criminal (in general, the question is whether there is such a “background activity” in nature, unless in mentally ill people), but about situational changes in work of nerve centers. That is, if we have a criminal situation, the brain can work this way or that, and depending on the result, we can judge the intentions of a person.
