complete higher education in the relevant field of study (master, specialist);
work experience in the professional field - at least 2 years.

II. Official duties

Manages the production activities of the center.
It operates on the basis of the current legislation of Ukraine and the Regulations on the center.
Organizes maintenance of transmission lines, apparatus and equipment, paths and channels, structures of cable and radio relay lines, wire broadcasting facilities in accordance with the rules of technical operation and other regulatory documents.
Ensures the efficient functioning of the local telecommunication network and interaction with other telecommunication centers.
Ensures the maintenance of the electrical parameters of lines, equipment, equipment, channels and paths within the framework of existing standards.
Participates in the development of long-term plans for the development of telecommunications and wire broadcasting.
Introduces new equipment in accordance with the Comprehensive Program for the Creation of the Unified National Communications System of Ukraine.
Provides scheduled repairs of telecommunications and wire broadcasting, preventive maintenance and control measurements.
Ensures the readiness of telecommunication facilities to work in special and emergency conditions.
Takes prompt action in case of damage to telecommunications and emergency situations.
Organizes the timely provision of production units with operational materials, spare parts, small-scale mechanization and others.
Provides the creation of an information database for the automated solution of tasks of operational and technical management.
Ensures the timely development of new capacities and the speedy commissioning of the purchased equipment.
Monitors the technical condition and operation of the telephone networks of other operators that have access to the public communications network in accordance with applicable rules.
Ensures compliance with approved rules, standards, orders, instructions, regulations and other documents in force in the field of communications.
Develops and implements measures to improve the organization and technology of the production process, improve the quality of telecommunications, to save all types of resources.
Participates in the examination of projects for the construction and reconstruction of cable and radio relay lines, paths, stations and nodes.
Organizes the attraction of funds for the development of local telephone networks in accordance with applicable law.
Manages the development of preventive work plans.
Coordinates unscheduled repairs.
Organizes metrological support of the center.
Organizes the work of the center and the interaction of its divisions for high-quality, timely and complete satisfaction of the needs of consumers in telecommunication services in the territory subordinate to the center.
Organizes work on settlements with consumers and other operators for telecommunication services.
Provides systematic control over the correctness of tariffing of services, over the receipt and posting of income and over the state of receivables.
Manages marketing research, analysis and evaluation of existing and forecasted demand for new telecommunication services.
Provides carrying out, on behalf of the branch, advertising and information activities to promote all types of telecommunication services.
Organizes work with securities, coordinates and controls the work on circulation of securities.
Organizes the work of the service center on the basis of complex automation of the process of collecting, recording and processing information.
Implements measures to increase income.
Develops a business plan for the center.
Provides, on the basis of estimated financing, the implementation of the income and expenditure plan.
Organizes accounting of funds, material and other assets, accounting of fixed assets of production and capital investments.
Ensures the provision of established forms of statistical, accounting and other reporting.
Responsible for the provided data.
Coordinates the work of the departments of the center.
Issues orders and directives within its competence.
Approves plans and reports of subordinate units.
Timely considers complaints about the unsatisfactory work of the center, implements measures aimed at eliminating the causes of complaints.
Introduces measures for the organization and billing of jobs.
Sets the size of tariff rates, official salaries, additional payments, allowances and bonuses for the employees of the center in accordance with the current regulatory documents approved by the enterprise and within the adjusted estimate.
Provides the needs of the center in personnel of relevant professions.
Hires and fires center employees.
Provides the right conditions for highly productive work.

III. Rights

The head of the telecommunication center has the right:

Get acquainted with the draft decisions of the management of the enterprise regarding its activities.
Participate in the discussion of issues related to the performance of his duties.
Make suggestions for improving the work related to the provisions of this instruction.
Within the limits of his competence, inform his immediate supervisor about all those identified in the course of his activities, and make proposals for their elimination.
Require the management of the enterprise to assist in the performance of their duties.

IV. A responsibility

The head of the telecommunication center is responsible for:

For improper performance or non-performance of their official duties, as well as for non-use or directly to their rights provided for by this Job Description - to the extent determined by the current legislation of Ukraine.
For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
For causing material damage - within the limits determined by the current labor legislation on labor of Ukraine.
