I. General Provisions

  1. This instruction defines the functional duties of the Chief Officer of the vessel.
  2. The senior assistant is appointed to the position and dismissed by the order of the head of the organization in the manner prescribed by the legislation of Ukraine.
  3. The chief officer reports directly to the captain of the ship, and the entire crew reports to him, administratively.
  4. The orders of the chief officer in terms of observing the ship's order, discipline, organization of service and routine are obligatory for all members of the crew and other persons on board.
  5. The chief officer supervises the deck crew and the household crew, as well as the work of other captain's assistants. The chief assistant is the head of the general ship service.
  6. The chief mate must be available at all times to replace the captain and take command of the vessel. In the absence of the captain, he can independently re-moor and navigate the vessel in port waters, calling, if necessary, a pilot and port tugs.
  7. A person who has the necessary knowledge, skills and abilities, has a higher specialized education and at least __ years of work experience is appointed to the position of senior assistant.

II. Official duties

Chief mate:

  1. Prepares and corrects ship schedules.
  2. Organizes and conducts training of the crew in damage control of the ship, use of life-saving equipment and rescue of people, cargo and ship property, supervises the preparation of emergency parties and groups, directly supervises the actions of the crew in damage control of the ship.
  3. Ensures the constant readiness of rescue equipment for immediate use, monitors their completeness.
  4. Ensures the presence on board and proper storage of a minimum supply of food.
  5. Controls and keeps records of the amount of water in ballast and drinking tanks, its consumption.
  6. Together with the heads of services, he places the crew members and persons who temporarily arrived on the ship in living quarters.
  7. Ensures the correct technical operation and maintenance in the proper order:
  • hull, decks, superstructures, ship spaces and compartments, drinking tanks, collective protection rooms, medical care and provisional storerooms, dosimetric devices, personal protective equipment and blackouts, spars and rigging, cargo, anchor, mooring, towing devices, rescue equipment of the vessel;
  • fire-fighting, rescue equipment, property and inventory, measuring, air and receiving pipes;
  • air vents and welded ventilation ducts, clink doors and their drives (except for engine and boiler rooms), ladders, storm ladders and fender protection.
  1. Together with the chief (senior) mechanic, he checks the condition of the watertight compartments and closures of the vessel.
  2. Plans and supervises the conduct of ship operations; monitors the quality of food preparation.
  3. Allocates sailors to general ship, mining and processing services, trainees to ship services.
  4. Ensures timely receipt, storage, expenditure and accounting of rescue, fire-fighting and special equipment and inventory, supplies and consumables for general ship service.
  5. Maintains documentation on accounting for the technical condition of his department, prepares repair sheets; draws up plans for classes, exercises, inspections, inspections and ensures their implementation; maintains the ship's book of orders.
  6. Before boarding:
  • ensures the preparation of the vessel for voyage, takes measures to properly secure deck equipment and cargo;
  • checks the readiness of the steering, anchor, mooring, boat devices, signal and distinguishing lights, means of light, sound and emergency signaling, on-board communications, engine telegraph and remote control of the main engines; monitors the reliable closing of holds, hatches, necks, tambuchins, portholes, caps and other deck and side openings;
  • 2 hours before departure, reports to the captain about the readiness of the service for the voyage and 15 minutes - about the readiness of the vessel for departure.
  1. Before and during cargo operations:
  • ensures the preparation of cargo devices and premises for receiving cargo; checks their readiness together with the second mate, chief engineer, electrician and assistant captain for the fire-technical department;
  • personally supervises the loading (unloading) and securing of large and heavy cargo, placement and securing of deck cargo;
  • personally manages the preparation of the vessel for the carriage of dangerous goods and ensures compliance with the rules for their carriage.
  1. On the flight:
  • controls the proper fastening of deck devices and cargoes;
  • organizes and monitors the watertightness of the hull and the tightness of the external contour of the vessel; takes measures to ensure them;
  • manages the preparation of the vessel for storm navigation and anti-icing;
  • when leaving the ship, the crew ensures that the ship's premises are checked and ensures that no people remain on the ship;
  • carries out running watches from 4 to 8 hours and from 16 to 20 hours. (On ships where there are more than three assistants to the master, the chief officer carries out one navigational watch per day from 4 to 8 o'clock and supervises the watch of the fourth officer from 16 to 20 o'clock). In difficult conditions, he carries out navigational watches at the direction of the captain.

III. Rights

The chief mate has the right to:

  1. give assignments to subordinate employees, tasks on a range of issues included in his functional duties.
  2. control the fulfillment of production tasks, the timely execution of individual orders by subordinate employees.
  3. propose for consideration by the manager proposals for improving the work related to the duties provided for in this Job Description.
  4. report to the manager on all identified violations and shortcomings in connection with the work performed.

IV. A responsibility

  1. The chief mate is responsible for improper performance of duties, failure to ensure the tasks assigned to him in accordance with the legislation of Ukraine.
