In modern society, information security is a system-forming factor in almost all spheres of his life. It has a certain impact on the state of economic, defense, social, political and other components of national security. At the same time, information security itself is an integral part of national security, the importance of which is steadily growing every year.

The special role of information security is explained by the global processes that are typical today for the socio-economic development of the world. Therefore, it can be confidently stated that information security can be considered as an essential component of national security, "penetrating" all other types of security.

Let's show this with an example social and environmental security.

1. Social context of information security. The problem of social (public) security has been and remains one of the most important. It is connected with the protection of the interests of the country and the people in the social sphere, the development of the social structure and social relations, the life support system and the socialization of people, a way of life that meets the needs of the progress of present and future generations.

Social security has a multidimensional character. In modern Russia, it is determined by the presence of negative processes in society, such as an increase in crime, a decrease in living standards, an increase in unemployment, the destruction of the old education system, a decline in the prestige of science and engineering, the stratification of society into rich and poor, deterioration in relations between people, etc. .

The guarantor of the social security of citizens should be the constitution, the state, the president and other institutions of state power. The main objects of social security are the individual and society, social interests and social relations, and, taking into account the informational aspect, the right to receive and use relevant information, as well as the system for the formation of public consciousness.

With the help of existing promising information tools and technologies, it is possible to almost completely control and regulate the information interaction of people. We are talking about the potential for eavesdropping on telephone (and not only telephone) conversations, monitoring correspondence, creating computer databases about each person, including confidential information, etc.

Modern information technologies have made it possible to sharply increase the effectiveness of means of influencing the psyche of people and public consciousness, to create new forms of "quiet" ("hidden") manipulation of individual, group and mass consciousness. It is no coincidence that the media is called the "fourth estate". Further development of information technologies will significantly expand the possibilities of the media, and the strength of this power will increase even more. In this regard, the emergence and development of a new interdisciplinary direction - information and psychological security - is quite justified.

The forms of "hidden" influence on consciousness include new media technologies, psychotronic weapons, network technologies that allow access to various negative information, including pornographic, nationalistic and other types, modern computer games that significantly affect the formation of consciousness. children, etc. (In more detail, the issues of information security of the individual and public consciousness will be discussed later.)

2. Ecological problems in the structure of information security. Environmental safety is one of the most important global problems of our time. It is associated with protecting the interests of the individual, society and the state from potential and real threats created by the consequences of anthropogenic impact on the environment, as well as from natural disasters and catastrophes. Let us consider the informational aspect of this complex, multifaceted problem.

To this day, the process of forming the country's environmental policy remains somewhat closed, which is carried out without sufficient informing the scientific community. In this regard, it is not always clear whether the environment is among the priorities of the activities of the legislative and executive bodies of Russia, or whether the environmental problem is used speculatively only in pre-election battles or in the struggle for power between individual groups. In addition, the general population is not sufficiently aware of the threats to environmental security, their sources, the consequences of environmental disasters and catastrophes, etc. The most typical examples of this are the Chernobyl disaster, environmental disputes that were fought around the construction of the high-speed railway St. Petersburg - Moscow .

When discussing environmental issues, experts often use "a formula for global development" D. Meadows:

where I - load on the environment; Р - Population; А - the level of well-being (consumption per capita); Т - technology (damage to the environment caused by the production of a unit of production using a certain technology).

This formula allows you to find a direct relationship between information and information technology and the burden on the environment. Indeed, in order to reduce the burden on the environment, it is necessary to improve production processes, move to "environmentally friendly", energy and resource-saving non-waste technologies. And this is possible only under the condition of a radical restructuring of the economy through its informatization, the development and widespread introduction of new information technologies in all sectors, including material and energy production, and the extractive industry.

In the monograph by M. D. Ursula "The Way to the Noosphere. The Concept of Survival and Security of the Development of Civilization" (M., 1990) and in his subsequent works, the problem of natural ecological safety, which is based on the conservation of biological diversity and sustainability of the biosphere. This approach is put forward as an alternative to the technogenic (technospheric) way of development of society. According to Ursul, following this path, humanity creates a new threat to its security - the danger of technocracy. In the information society, due to the fundamental restructuring of the economy due to the introduction of information technologies, the danger of technocracy will be significantly reduced.

In the D. Meadows formula, one more term is "information controlled". We are talking about the level of well-being (L), the formation of a reasonable standard of consumption, the fight against aggressive consumer consciousness. Undoubtedly, the media can and should play a significant role in this.

The solution of most environmental problems and tasks is associated with the collection and processing of information about the state of the natural environment (environmental monitoring), with the modeling of large-scale global processes occurring in nature, taking into account increasing technogenic impacts and anthropogenic loads. Obviously, for their effective solution it is required to use modern information tools and technologies.

In this way, the problem of national security is clearly informational in nature. In doing so, two aspects should be kept in mind:

1. A person, information resources and information systems are among the main elements of security objects in all spheres of the life of the state. Today, the means of informational influence on them are actively developing. Therefore, it can be argued that the problem of information security in relation to its other types is interspecific, and in some cases it is supraspecific. This fact should be taken into account in the formation of state and regional policy in the field of national and information security, in the development of relevant concepts and programs, in the organization of specific work in the field of security;

2. The need to use the information approach as the main scientific and practical method for solving national security problems. These complex tasks associated with the collection and analysis of a huge amount of heterogeneous (in terms of presentation, reliability, etc.) information, with the modeling of economic, environmental, social, political, military, demographic and other processes in the interests of assessing the state, forecasting and decision-making on the most important state problems are informational in nature, their solution requires the involvement of new information technologies and tools.
