Safe Operation

1. General safety requirements

1.1. Persons who have no medical contraindications, who have reached the age of 18 and have passed:

  • induction training;
  • fire safety briefing;
  • initial briefing at the workplace;
  • training in safe working methods and techniques for at least 20 hours, as for work with increased danger
  • instructing on electrical safety at the workplace and checking the assimilation of its content.

1.2. Personnel repairing and testing oxygen station cylinders must undergo:

  • repeated briefing on labor safety at the workplace at least every three months;
  • unscheduled briefing: when changing the technological process or labor protection rules, replacing or modernizing production equipment, fixtures and tools, changing working conditions and organization, in case of violations of labor protection instructions, breaks in work for more than 60 calendar days (for work, to which are subject to increased security requirements - 30 calendar days);
  • dispensary medical examination according to the order of the Ministry of Health of the Russian Federation No. 90 dated March 14.03.96, XNUMX.

1.3. Personnel for the repair and testing of oxygen station cylinders are required to:

  • comply with the internal labor regulations established at the enterprise;
  • observe the rules for the design and safe operation of pressure vessels;
  • comply with the requirements of this manual, fire safety instructions, electrical safety instructions;
  • use for its intended purpose and take care of the issued personal protective equipment;
  • be able to use PPE, be able to provide first aid to victims of suffocation, carbon monoxide poisoning, burns, and electric shock.

1.4. Personnel for the operation and repair of oxygen pipelines must:

  • be able to provide first (pre-medical) assistance to the victim in an accident;
  • know the location of first aid, primary fire extinguishing equipment, main and emergency exits, evacuation routes in case of an accident or fire;
  • perform only the assigned work and not transfer it to others without the permission of the foreman or head of the workshop;
  • during work, be attentive, not be distracted and not distract others, do not allow persons who are not related to work to the workplace;
  • keep the workplace clean and tidy.

1.5. Personnel must know and follow the rules of personal hygiene. Eat, smoke, rest only in specially designated areas and places. Drink water only from specially designed installations.

1.6. If any malfunctions of equipment, fixtures, tools and other shortcomings or hazards are found in the workplace, immediately inform the foreman or head of the workshop. You can start work only with their permission after the elimination of all deficiencies.

1.7. If a fire is detected or in the event of a fire:

  • turn off the equipment;
  • inform the fire brigade and administration;
  • start extinguishing the fire with the primary fire extinguishing equipment available in the workshop in accordance with the fire safety instructions.

In case of a threat to life - leave the premises.

1.8. In case of an accident, provide the victim with first (pre-medical) aid, immediately report the incident to the foreman or head of the workshop, take measures to preserve the situation of the incident (equipment condition), if this does not create a danger to others.

1.9. For non-compliance with the safety requirements set forth in this manual, the worker is liable in accordance with applicable law.

1.10. In accordance with the “Standard industry standards for the free issuance of special clothing, special shoes and other personal protective equipment to workers and employees,” when operating and repairing oxygen pipelines, personnel are required to wear a cotton suit (wearing period - 12 months) and combined mittens (wearing period - 2 months) , waterproof raincoat, goggles, rubber boots; in winter additionally: jacket with insulating lining, trousers with insulating lining.

1.11. The main hazardous and harmful production factors under certain circumstances can be:

  • high test pressure;
  • electric current;
  • pressure pipelines;
  • increased noise;
  • low light.

2. Safety requirements before starting work

2.1. Examine the clothing and make sure it is in good condition. Put on overalls, fasten it with all buttons, put your hair under a headdress.

2.2. Before carrying out repair work, make sure that the equipment is disconnected from pressure sources and a poster is posted on it: "Do not turn it on - people are working!"

2.3. Check the workplace (at the equipment, workbench). Make sure that it is sufficiently illuminated and not cluttered with foreign objects, that the tool for use in explosive conditions is lubricated with grease (or copper-plated).

2.4. The floor in the workplace must be flat and not slippery.

2.5. Check the availability and serviceability of the working tool. The hammer should be mounted on an oval handle with a length of 300-350 mm, wedged with a metal pointed wedge, the surface of the striker should be slightly convex and without burrs. Wrenches must correspond to the nominal sizes, it is forbidden to build up wrenches with other items. All percussion instruments must be made of tool steel. The handles of hand tools must be well fitted and have a smooth surface without cracks or burrs.

2.6. Find out the circuit of the disconnected section, warn consumers about the disconnection.

2.7. When working with lifting gear, check the test date. Make sure that the terms of use of the mechanisms have not expired.

2.8. If you are going to work at height, check the serviceability of the scaffolding and scaffolding, their strength, stability, the presence and integrity of the railings from the outside. Make sure ladders and ladders are in good condition. Lean ladders must have mortise treads and metal spikes (for installation on wood or earth floors) or rubber tips (for installation on concrete or stone floors). Ladders must have a device that prevents their spontaneous expansion.

2.9. If you need to use a portable lamp, check it: the presence of a protective grid, the serviceability of the cord and insulating tube, the serviceability of the socket and plug. The voltage of portable lamps should not exceed 42V. Do not use homemade portable lamps.

2.10. Report any faults noticed during the inspection to the master and proceed to work after troubleshooting.

3. Safety requirements during work

3.1. Take special precautions when testing and repairing cylinders.

3.2. Repair and testing of cylinders is carried out in a special workshop, where there is a workbench, devices for unscrewing and tightening valves, washing cylinders, weighing and producing VO and GI, and devices for branding cylinders.

3.3. Repair and test cylinders in accordance with the requirements of the “Rules for the Design and Safe Operation of Pressure Vessels” and these instructions.

3.4. Timely check the serviceability and accuracy of the readings on the test bench.

3.5. When working with solvents for degreasing parts, valves and cylinders, follow the requirements of special instructions.

3.6. Keep records of all repaired and tested cylinders in a journal of the established form

3.7. If there is an obvious discrepancy between the passport data stamped on the neck of the cylinder and those installed during testing, call a senior foreman or the head of the gas department to determine its further suitability.

3.8. The responsible person for carrying out repairs and testing of oxygen cylinders is the engineer appointed by order of the enterprise.

3.9. It is prohibited for personnel to repair and test oxygen cylinders.

  • carry out repairs of cylinders filled with liquefied gas and their valves;
  • use open fire, turn on and off the lighting in the premises where gas-cylinder installations are installed, during the change of cylinders;
  • smoke and use open fire in the room where cylinders are being repaired and tested;

3.10. Pressure gauges for measuring pressure must only be approved for use on the specified networks and have a blue housing for oxygen with the inscription “Oxygen”, “Oil hazardous”.

3.11. Cylinders are rinsed with a strong jet of water.

3.12. After washing, the cylinder is inspected to identify the presence of wall corrosion, cracks, dents and other defects.

3.13. Cylinders in which, upon examination of the outer and inner surfaces, cracks, dents, dents, cavities and scratches with a depth of more than 10% of the nominal wall thickness, wear on the neck threads, and which do not have passport data are revealed, must be rejected.

3.14. A cylinder with an oblique shoe nozzle is not allowed for further inspection until the shoe is readjusted.

3.15. After rinsing and rinsing, the cylinder is weighed and its volume is determined. If the weight decreases from 7,5% or more and their capacity increases by more than 1%, the cylinders are rejected and removed from service.

3.16. Pressure monitoring during GI is carried out using a pressure gauge installed after the pump.

3.17. Repaired valves are screwed into cylinders that have been tested and found suitable for further use.

3.18. After satisfactory maintenance results, the following stamps are applied to each cylinder:

  • test point mark;
  • date of the performed and next test;
  • the results of maintenance are recorded in the register of certified cylinders.

3.19. Rejected cylinders must be rendered unusable by notching the neck threads or drilling holes in the cylinder body.

4. Safety requirements in emergency situations

4.1. If a fire occurs during repair and testing of cylinders, it is necessary to stop repair and test work, notify management, call the fire brigade and begin to extinguish the fire using available fire extinguishing means (carbon dioxide fire extinguishers, asbestos mat, strong jet of water).

5. Safety requirements at the end of work

5.1. Report to the work manager about all malfunctions, malfunctions that occurred during work, and the measures taken to eliminate them.

5.2. Roll over repaired and tested cylinders to a special warehouse

5.3. Clean overalls and safety shoes from dust and dirt. By shaking, release the overalls from the possible presence of gas in its folds, especially in the sleeves, before that, open fire should not be used

5.4. Equipment and tools should be put away in a place specially designated for them.

5.5. Remove and put away in a specially designated place (closet) overalls.

5.6. Wash hands and face thoroughly. Take a shower if possible.

Volvo Technology Japan Co., Ltd. Japanese specialists managed to invent a highly efficient antenna (84% efficiency) for transmitting energy through the air. The achievement of Japanese specialists is very significant. It was previously believed that the development of highly efficient microwave power transmitters would take a long time. Indeed, the most advanced wireless power transmission systems could transmit only tens of watts of power over a distance of several meters, while losing more than half the energy. For the first time, the Japanese managed to increase the transmission efficiency from 40 to 80%. At the same time, during the experiments, their antenna transmitted up to 10 kilowatts of energy to the vehicle over a distance of 4 to 6 meters.

The new antenna operates at a frequency of 2,45 GHz and consists of eight transmitters with a power of 1,3 kW. The output power per unit area of ​​the antenna is very high: more than 3,2 kW/m^2. The high efficiency of converting electricity into microwave radiation makes it possible to transmit energy without large losses. This opens up prospects for the widespread adoption of electric vehicles, the range of which is currently limited to 150-300 km per charge.

The development of new high-capacity and lightweight batteries is not a fast business, and the weight and price of lithium-ion batteries do not allow increasing the range simply by adding power cells. Wireless power transmission will solve this problem: cars can be equipped with a relatively light and cheap battery with a range of 50-100 km, and charging will be carried out on the route, without the "headache" with an outlet.
