Safe Operation

1. General safety requirements

1.1. To independent work as a foreman of the repair and procurement workshop

persons under the age of 18 who have passed a preliminary medical examination upon admission to work are allowed, as well as:

  • induction training;
  • fire safety briefing;
  • initial briefing at the workplace;
  • electrical safety training in the workplace.

1.2. The foreman must pass:

  • repeated briefing on labor safety at the workplace at least every three months;
  • sanitary medical examination according to the order of the Ministry of Health of the Russian Federation No. 90 dated 14.03.96 and the order of the Ministry of Railways dated 07.07.1987 No. 23 c.

1.3. The foreman must know:

  • the impact on a person of dangerous and harmful production factors that arise during work;
  • requirements for industrial sanitation, electrical safety and fire safety;
  • location of first aid kits;
  • internal labor regulations established at the enterprise;
  • the requirements of this instruction, instructions on fire safety measures, instructions on electrical safety;
  • appointment of personal protective equipment;
  • instructions for signaling on the railways of the Russian Federation;
  • charter on the discipline of railway workers;
  • safe working practices;
  • rules and regulations on labor protection, safety and industrial sanitation;
  • instructions for the maintenance of passenger car equipment;
  • instructions for organizing anti-epidemic measures when cases are detected;
  • keep workplaces clean and tidy;
  • be able to provide first aid to victims, use fire extinguishing equipment, call the fire brigade in the event of a fire;

1.4. During work, the foreman may be exposed to the following hazards:

  • objects falling from a height;
  • increased air movement;
  • moving vehicles, mechanisms, rolling stock;
  • insufficient illumination at night;
  • increased voltage in the electrical network, the closure of which can occur through the human body.

1.5. The foreman must use the following PPE:

  • cotton suit, leather boots, combined mittens.

In winter additionally:

  • insulated jacket, felt boots, galoshes for felt boots.

1.5. In order to prevent fires, the foreman must observe the following fire safety rules:

  • smoking only in designated and adapted places;
  • know and be able to use primary fire extinguishing means;
  • before closing the premises, make sure that the conditions for sunbathing in them are excluded (doors are closed, electrical appliances are turned off, lighting is turned off, fire alarms are turned on, electric cars and electric forklifts are installed in special places.);
  • about all malfunctions of electrical appliances immediately inform the master of electrical equipment;
  • do not block passages and driveways;
  • use electric heaters not equipped for this purpose;
  • use temporary or faulty wiring.

1.6. When on the railway tracks, the foreman must comply with the following requirements:

  • railway tracks to pass only in the established places, marked with signs "Service Passage", to pass along the track only along the side of the road;
  • cross the tracks only at a right angle, after making sure that there is no locomotive moving at a dangerous distance in this place;
  • to cross the track occupied by the rolling stock, only using the transition platforms of the wagons;
  • bypass groups of wagons no closer than 5 m from the automatic coupler;
  • pass between uncoupled wagons if the distance between them is at least 10 m;
  • when leaving the wagon, hold on to the handrails and position yourself facing the wagon, having previously inspected the place of the descent and made sure that the handrails and footboards are in good condition, as well as that there is no rolling stock on the adjacent track;
  • pay attention to traffic lights;
  • do not cross the path in front of the moving train;
  • sit on the steps of the wagons and get off them while moving;
  • crawl under the wagons;
  • step on electrical wires and cables;
  • touch broken wires;
  • climb onto the roof of the car under the contact wire;
  • approach closer than 2 m to the current-carrying parts of the contact network.

1.7. For non-compliance with the safety requirements set forth in this manual, the foreman is liable in accordance with applicable law.

2. Safety requirements before starting work

2.1. Get the necessary instructions and instructions from the master or other leader, inspect the place of work, passages, entrances.

2.2. Set the sequence of operations.

2.3. Check the serviceability of tools, fixtures, ladders, bridges, ladders, ensure their reliable installation, check the reliability of electrical equipment grounding.

2.4. Make sure the workplace is well lit

2.5. Put on the proper overalls and safety shoes, put it in order. It should be in good condition, tightly fastened and not hinder movement. Headgear should not interfere with the passage of sound signals.

3. Labor protection requirements during work

3.1. The foreman is obliged to ensure the rational distribution of personnel at workplaces, to provide workers with materials, tools and parts.

3.2. During the performance of work, the foreman must ensure that the safety requirements are met by the workers associated with the performance of the assigned work.

3.3. The foreman during work must monitor:

  • keeping workplaces clean;
  • the absence of foreign objects in the workplace, as well as in the surrounding area
  • to the working area;
  • behind normal lighting;
  • constantly monitor the serviceability of the equipment and prevent work with removed or faulty guards, blocking devices that ensure labor safety, do not touch the mechanisms that are in motion, as well as live parts of the equipment that are energized.

4. Safety requirements in emergency situations

4.1. In case of noticed malfunctions of the equipment and tools used or the creation of an emergency situation during the performance of work, the foreman is obliged;

  • stop working;
  • warn workers of the danger;
  • immediately appoint a work manager and contribute to the elimination of the emergency, as well as their investigation in order to develop emergency response measures;
  • carry out the elimination of the most urgent malfunctions in compliance with the safety measures set out in the instructions for labor protection.

4.2. When eliminating an emergency, it is necessary to act in accordance with the approved plan for eliminating accidents.

4.3. When extinguishing a fire, it is necessary to use primary fire extinguishing equipment, organize the evacuation of people.

4.4. In case of electrical fires, use only carbon dioxide or powder fire extinguishers.

4.5. If an employee of the brigade is injured, provide medical assistance, notify the immediate supervisor and act on his instructions.

5. Safety requirements at the end of work

5.1. Tidy up the workplace (clean the equipment and tools from dirt and dust, collect and take out garbage and waste to the designated place, collect and put the tools, fixtures and raw parts in the designated place).

5.2. Install fences and safety signs at open openings, openings and hatches.

5.3. Turn off local lighting.

5.4. Remove and put away overalls in the closet, wash hands and face with soap and water, take a shower.

Metal cracks can heal 27.10.2013

Scientists at the Massachusetts Institute of Technology (MIT) have made an unexpected discovery: under certain conditions, a metal can "heal" itself by closing cracks. This discovery could lead to the creation of self-healing materials that can work in the toughest conditions.

The discovery of scientists from MIT has great potential. As it turned out, in some cases, the forces that create cracks do not expand them, but rather "heal", restoring the integrity of the metal. Researchers are confident that it will be possible to create metals that, when cracked, will be able to self-repair and thus maintain structural strength even in the most difficult conditions. Such metals can be used in a wide range of applications, such as turbine blades and drilling tools.

The secret of the metal's unusual property lies in the interaction at the boundaries of tiny crystalline grains of the metal, the size and orientation of which affects the strength and other characteristics of the metal.

During experiments with nickel, which is the basis for high-temperature alloys, it was found that under certain conditions, the grain boundaries migrate and allow the metal to self-heal.

The very idea of ​​grain boundary migration within a solid metal has been studied over the past decade. The phenomenon of self-healing in the course of these studies could not be detected because it is observed only with a certain migration of boundaries, the so-called disclination, when changes affect the grain only partially. During disclination, defects in the metal have such intense stress fields that the edges of the cracks do not diverge, but, on the contrary, approach each other, literally "melting" the broken metal.

The scientists plan to study in detail the metal's self-healing mechanism in order to design metal alloys capable of sealing cracks that are common in various operating conditions.
