Safe Operation

1. General requirements for labor protection

1.1. This instruction provides for the basic requirements for organizing and conducting the safe work of operators during the operation of automobile gas filling stations (AGFS).

1.2. Persons who have reached the age of 18, who have been instructed, trained and tested in labor protection, safety and fire safety, and who have a photo certificate, are allowed to service gas filling stations.

1.3. Employees allowed to work on electrical equipment, with electrical tools, as well as with machines and mechanisms with electric drive, must have an electrical safety group in accordance with the PEEP.

1.4. Gas filling station employees must undergo a preliminary medical examination upon admission to work and periodic medical examinations in accordance with order No. 90 dated 14.03.96.

1.5. All workers allowed to work independently must undergo repeated briefing, as well as briefing on the use of collective and individual protective equipment and protective devices in order to deepen and consolidate knowledge.

1.6. The main dangerous and harmful factor at gas filling stations is the toxicity of liquefied gas vapors, as well as moving machines and mechanisms, moving parts of production equipment

1.7. All sections of gas filling stations must be provided with labor protection instructions approved in the prescribed manner

1.8. Gas filling station operators must be provided with overalls, safety shoes and personal protective equipment in accordance with applicable standards, including, among other things, for work in emergency situations: cotton gown; combined gloves.

1.9. The territory of the gas filling station in the dark must be illuminated. Particular attention should be paid to the lighting of places for refueling and discharging oil products.

1.9. All fire extinguishing equipment located in the premises and on the territory of the gas filling station must be constantly in full working order and ready for immediate use. The use of fire-fighting equipment for other purposes is prohibited.

1.10. The gas filling station must be equipped with a telephone connection with the control center or the management of the oil depot, the nearest fire station, and law enforcement agency. Telephone communications must be kept in good working order.

1.11. Buildings and structures must be protected from direct lightning strikes, electrostatic, electromagnetic induction, drift of high potentials.

1.12. Trenches and pits dug on the territory of gas filling stations for technical purposes must be fenced and marked with warning signs, and immediately filled up after completion of work.

1.13. All fire extinguishing equipment located in the premises and on the territory of the gas filling station must be constantly in full working order and ready for immediate use. The use of fire-fighting equipment for other purposes is prohibited.

1.12. In winter, footpaths and the roadway of the gas filling station territory should be cleared of snow and ice and sprinkled with sand.

2. Labor protection requirements before starting work

2.1. Put on overalls, check the availability of personal protective equipment.

2.2. Check the serviceability of process equipment and the availability of primary fire extinguishing equipment.

3. Labor protection requirements during work

3.1. Perform work in accordance with the production instructions.

3.2. The driver together with the operator must:

  • turn off the engine of the refueling vehicle and remove the key from the ignition lock;
  • ground the unit and the control panel;
  • make sure there are no open flames.

3.3. The refueling vehicle must be installed in such a way that gas-cylinder vehicles for refueling drive up from the side of the meter installation;

3.4. The operator of the power supply cable for electrical equipment must be placed so that gas-cylinder vehicles cannot run over it.

3.5. The operator by external inspection must check the serviceability of all electrical equipment with the switch off, then turn on the switch.

3.6. Check the operation of the pump and the direction of its rotation by briefly switching it on.

3.7. Start the pump according to the sequence specified in the passport for the pump.

  • open the valves supplying gas to the pump, the valve to the bypass and the valve to the discharge pipeline;
  • turn on the pump and check its operation on the bypass;
  • open the valve on the counter
  • open the valve installed on the vapor phase pipeline and the valve for the removal of the vapor phase from the vehicle filling station.

3.8. Filling order:

  • check in the waybill of the driver who arrived at the gas station, the signature of the person responsible for checking gas cylinders;
  • connect the filling clamp to the filling valve of the car filling cylinder;
  • open the valve on the car that arrived at the gas station;
  • open the valve on the supply line of the refueling vehicle;
  • turn on the remote control "Spring CHPP";
  • dial on the remote control "Spring CHPP" the amount of the sold product;
  • press the "Start" button on the CHIZHGA-20 device;
  • turn on the electric pump;
  • open the clamp (the filling process should begin).

3.9. After filling the car cylinder, which arrived at the gas station, you must:

  • close the clamp;
  • turn off the pump;
  • disconnect the clamp from the cylinder;
  • make a note on the itinerary.

3.10. Shutdown devices must be kept in good condition, ensuring quick and reliable shutdown of equipment, as well as individual sections of gas pipelines.

3.11. Open valves and valves on gas pipelines slowly and carefully to avoid water hammer.

3.12. Gas leaks can be detected using a soapy emulsion.

3.13. When refueling vehicles at a gas station, the following rules must be observed: the distance between the car standing under refueling and the one following it must be at least 3 m, and between subsequent cars in the queue, at least 1 m.

3.14. If vehicles accumulate at the gas filling station, it is necessary to ensure that the exit from the gas filling station is free and there is a possibility of maneuvering.

3.15. On the territory of the gas filling station it is prohibited:

  • smoking and using open fire;
  • perform any work not related to the reception, storage and release of liquefied gas;
  • store flammable liquids indoors; wash hands, wash clothes and wipe floors with flammable liquids;
  • presence of unauthorized persons not connected with filling or draining liquefied gas.

3.16. Repair and maintenance of electrical equipment of gas filling stations must be carried out by electricians with a qualification of at least 3 gr. on electrical safety.

4. Labor protection requirements in emergency situations

4.1. A gas filling station should develop a plan for the elimination of possible accidents, in which, taking into account specific conditions, it is necessary to provide for operational actions of personnel to prevent accidents and eliminate an emergency, and in case of their occurrence, to eliminate, eliminate fires and explosions, max. reducing the severity of the consequences and evacuating people not involved in the elimination of accidents.

4.2. In all emergency situations, the operator is obliged to immediately turn off the general switch and stop refueling vehicles.

4.3. In the event of a fire, the operator is obliged to call the fire brigade, start extinguishing the fire with the available means, involving transport drivers to help, inform the tank farm dispatcher.

4.4. The operator is prohibited from making any repairs to the electrical equipment at the filling station. In the event of a malfunction of the electrical equipment, an electrician should be called.

5. Labor protection requirements at the end of work

5.1. Close all valves on the tanker.

5.2. Turn off all electrical equipment, disconnect plug connectors, assemble the electrical cable

5.3. Take off your clothes and put them in the closet. Overalls and footwear should be stored separately from personal clothing.
