OCCUPATIONAL SAFETY AND HEALTH
Instructions on labor protection for the driver of a timber truck. Full document Occupational Safety and Health / Standard instructions for labor protection 1. General safety requirements The section is set out independently on the basis of the Standard Instruction "General safety requirements for professions and types of work performed in the field" TOI R-07-001-98, taking into account the specifics of a particular forestry enterprise. 2. Safety requirements before starting work 2.1. The driver of a logging road train must undergo a pre-trip medical examination carried out by medical personnel, after which the stamp "Admitted to the flight" is put on the waybill. The stamp is not placed:
2.2. The driver must have a driving license, a technical passport, a waybill (itinerary) issued in the prescribed manner. 2.3. Before leaving the garage (when receiving a road train from a shifter on the line), the driver is obliged to check the serviceability of the timber vehicle; trailer equipment, as well as monitor their technical condition on the way. First of all, the following are subject to check: brakes, steering, wheels and tires (tread, pressure, fastening), engine and transmission, external lighting devices, sound signal, cab guard and additional equipment, rear-view mirror, windshield wiper. With the listed malfunctions, the exit of the timber truck is prohibited. 2.4. The timber carrier must be additionally equipped with: an indicator of the size of the whips (a shield with red and white stripes - in daylight, an external headlight - in the dark); tie-down kit, brake shoes, first aid kit, fire extinguisher, warning triangle. Before leaving the garage, all detected malfunctions must be eliminated by the driver and repair workers, the availability and serviceability of tools and equipment must be checked. 2.5. Before leaving the line, the driver must receive a confirmation from the mechanic about the technical serviceability of the logging road train by an entry in the waybill, without which the departure is not allowed. 2.6. Refueling the car with fuel should be done with the engine off and the car braked. 2.7. Before starting the car, the gear lever must be in neutral position. 2.8. When starting the engine with the starting handle, it is necessary to: put your hand on the handle of the start handle, without moving your thumb away from other fingers (not in the girth); move the starting handle only from the bottom up in jerks; winding should be carried out with the crankshaft ratchet and the starting handle in good condition. 2.9. When starting off, check the operation of the brake, signal turn, lighting devices, sound signal, steering again. 3. Safety requirements during work 3.1. The driver must move the road train along logging roads, branches and mustaches, following the Rules of the Road and the Rules for the technical operation of logging roads. 3.2. Before starting the movement, the driver must make sure that others are safe, then give a signal with a light indicator for the direction of the corresponding direction, if necessary, give a sound signal. Start moving smoothly, without jerks, in low gear. 3.3. When leaving the garage or from another territory onto the road, the driver must give way to vehicles moving along it and give way to pedestrians. Do not exceed the permissible speed when driving through the territory of the garage, forestry. 3.4. Before starting to move from a parking or stopping place before changing lanes and any change in the direction of movement (turning, turning), the driver must give a signal with a light indicator for the direction of the corresponding direction and make sure that by his maneuver he does not interfere with traffic. 3.5. When leaving a loaded timber truck from a cutting area, check: the quality of timber laying (branches of permissible height for dimensions in width and length, permissible loading height); tying the forest along the horses and in the middle of the wagon with an additional cable; designation of dimensions by portable signs. 3.6. The driver must choose the speed of movement on logging roads taking into account road conditions, i.e. depending on the type of logging road, width and condition of the carriageway, visibility in the direction of travel, atmospheric conditions, terrain. The speed of movement also depends on the cargo being transported (whips, trees, assortments). When working in cramped conditions (winter timber hauling), use road sidings in oncoming traffic. 3.7. The driver must be especially careful when reversing from a standstill. In case of poor visibility or visibility, you should use the help of an additional signalman. Reversing is not allowed at crossroads and closer than 20 meters, as well as at pedestrian crossings. 3.8. The speed of movement along the logging road is established by the order of the director of the forestry enterprise in agreement with the traffic police. In all cases, the speed of movement should not be higher than the speed determined by the technical characteristics for a particular road train index. The mode and nature of traffic must comply with road signs. 3.9. Overtaking is allowed subject to the Rules of DD, with good visibility and a free path, no interference with other drivers, overtaking - on the left side with a signal. Overtaking is prohibited: in icy conditions, during snowfall, thick fog, heavy rain (visibility less than 20 m); at railway crossings and closer than 100 m from them, at crossroads and pedestrian crossings, according to information from road signs; a car that gave a signal to overtake (turn). It is impossible to prevent overtaking by increasing the speed. 3.10. Driving on ice is allowed if the following correspondences between the weight of the timber road train and the thickness of the ice are observed: When driving on ice, only the driver should be in the cab, both doors should be open. 3.11. On the ice you need to move without sharp turns, braking, gear changes and even a short stop. 3.12. When a river is forced to wade, it is necessary to examine the channel, determine the depth and hardness of the soil. After checking the ford, you should install landmarks to orient the direction of movement. 3.13. The permissible depth of the ford to be overcome, depending on the type of transport, should be no more than the following values (in meters) - for GAZ-51A - 0,65; GAZ-63, GAZ-66, ZIL130 - 0,80; ZIL-133 - 0,85; MAZ-5434, KrAZ-255L. KrAZ-6437, MAZ-509A - 1,0. 3.14. The driver of a logging road train is prohibited from:
3.15. The driver of a logging road train must:
4. Safety requirements in emergency situations 4.1. If the instruments indicate a malfunction of the lighting devices, insufficient oil pressure in the engine or an increased temperature of the coolant, when knocking in the engine, you must immediately stop the car and turn off the engine. Next, take measures to eliminate the identified malfunctions by turning on the alarm and putting up an emergency sign on the road. The timber truck also stops when the driver is blinded. After cooling the engine, measure the oil level, inspect the oil pipeline system and eliminate the identified defects; open the radiator cap without sharply unscrewing it, being careful of a strong release of hot vapors (hands must be protected by gloves), and fill in the coolant. Do not continue driving until the problem is corrected. If it is necessary to eliminate a malfunction that has arisen during operation and maintenance, the driver is obliged to turn off the car engine, stop and brake the car. 4.2. In the event of a traffic accident, the driver involved in it must:
4.3. Report the incident to the State Road Traffic Inspectorate and the enterprise, write down the names and addresses of eyewitnesses of the incident and wait for the arrival of the commission to investigate the traffic accident. 4.4. In the event of a fire on a timber truck, it is necessary to use a fire extinguisher located in the vehicle to extinguish it. 4.5. In the event of a forest fire, take measures to extinguish it on your own, if possible, provide information to the forestry, forestry or other organization, enterprise, population. If it is impossible to extinguish the fire, take personal safety measures and leave the place of ignition. Do the same in case of any other danger (environmental, natural disaster, radiation, chemical hazard) that threatens people's lives. 4.6. In the event of an extreme stop of the timber truck with the need to leave the cabin and place yourself in the forest during a thunderstorm: take a safe place in a clearing, a plot of deciduous young growth, between trees growing at a distance of 20 m from each other, in mountains and hilly areas closer to the middle of the slope, if possible sit on an insulating material (dry deadwood, moss, birch bark), remove metal objects and mechanisms from yourself. During a thunderstorm, it is forbidden to hide under trees, lean against their trunks, be near and under power lines, come closer than 10 m to separate trees, poles, towers, lightning rods, high stones, etc., be on top of a hill, and also be closer than 10 m from machines and mechanisms. 4.7. If necessary, in the event of an accident or breakdown, leave the timber truck on the road for a long time, put it on the side of the road or a junction, turn off the engine, put on the handbrake (if the road slopes, put additional shoes under the wheels), drain the water (in winter), turn on the alarm and put portable emergency signs on the road. Report the accident and the abandoned car to the administration. 5. Safety requirements at the end of work 5.1. After returning from the last trip, together with the mechanic, check the timber road train. If necessary, draw up an application for current repairs with a list of faults to be eliminated. When preparing a road train sent for maintenance or repair, wash it and clean it of dirt and ice. 5.2. If the road train is technically sound, carry out daily maintenance and put the road train prepared for the next shift to the parking lot. 5.3. When storing without garages and without heating in winter, being careful, drain the water from the radiator and engine, tighten the parking brake lever. 5.4. Report all faults to the mechanic. Take off overalls, shoes, clean them from dust and dirt and place them in storage. 5.5. Perform hygienic procedures, make sure that there are no ticks, if present, remove them. 5.6.
