Introduction

This industry standard instruction has been developed taking into account the requirements of legislative and other regulatory legal acts containing state labor protection requirements specified in the "General safety requirements" section of this document, as well as regulatory documents of the Gosgortekhnadzor of Russia and is intended for drivers of aerial platforms and aerial lifts (hereinafter referred to as drivers) when they perform work according to their profession and qualifications.

General safety requirements

1. Employees at least 18 years of age who have undergone appropriate training, have a driver's license and professional skills to work as machinists, before being allowed to work independently, must pass:

  • mandatory preliminary (when applying for a job) and periodic (during employment) medical examinations (examinations) for recognition as fit for work in the manner established by the Ministry of Health of Russia;
  • training in safe methods and techniques for performing work, briefing on labor protection, internships at the workplace and testing knowledge of labor protection requirements.

2. The permit for the work of drivers must be issued by order of the organization of the owner of the car lift. Before being appointed to a position, machinists must be trained in the relevant programs and certified in the manner prescribed by the rules of the Gosgortekhnadzor of Russia. When transferring drivers from one car lift to another of the same type, but of a different model, he must be familiar with the features of the device and undergo an internship.

3. Drivers are obliged to comply with safety requirements to ensure protection from the impact of hazardous and harmful production factors related to the nature of the work:

  • sharp edges, burrs and roughness on the surfaces of equipment, materials;
  • the occurrence of voltage on metal structures and parts of equipment that is normally without voltage;
  • moving machines and their working bodies;
  • overturning of cars, falling of their parts.

4. To protect against mechanical impacts, drivers are required to use cotton overalls provided by employers free of charge, rubber boots, leather boots issued additionally), combined mittens, leather boots, suits with insulating padding and felt boots for the winter period.

Drivers must wear safety helmets when on site.

5. Being on the territory of the construction (production) site, in production and amenity premises, work sites and workplaces, drivers are required to comply with the internal labor regulations adopted in this organization.

Admission of unauthorized persons, as well as employees in a state of intoxication to these places is prohibited.

6. In the course of daily activities, drivers must:

  • use machines and mechanisms for their intended purpose in the process of operation, in accordance with the instructions of manufacturers;
  • maintain order at workplaces, clean them of debris, snow, ice, prevent violations of the rules for storing materials and structures;
  • be careful during work and avoid violations of labor safety requirements.

7. Drivers are obliged to immediately notify their immediate or superior supervisor of any situation that threatens the life and health of people, about each accident that occurred at work, or about the deterioration of their health, including the appearance of an acute occupational disease (poisoning).

Safety requirements before starting work

8. Before starting work, the driver must:

a) put on overalls and safety shoes;

b) present to the manager a certificate for the right to operate the lift and receive a waybill;

c) clarify the route of movement and the nature of the work performed at the facility;

d) get a note in the waybill about checking the technical condition of the lift.

9. After receiving the task to perform the work, the machinists are obliged to:

a) before leaving the site, check the serviceability of the structures and mechanisms of the crane, including:

  • inspect the mechanisms and brakes of the lift, their fastening, as well as the running gear;
  • check the presence and serviceability of the mechanism guards;
  • check the lubrication of gears, bearings and ropes, as well as the condition of lubricators and glands;
  • inspect in accessible places the metal structures and joints of the boom knees, as well as the structures and welded joints of the running frame and the turning part;
  • inspect the condition of the ropes and their fastening on the drum;
  • check the serviceability of additional supports, the switch of elastic suspensions and the stabilizer;
  • check the presence and serviceability of safety devices and devices on the crane (limit switches, lift inclination indicator, load limiter, etc.);
  • inspect the electrical installations and the hydraulic drive system of the lift.

b) upon arrival at the facility, the driver is obliged to present to the work manager a certificate of verification of safe working methods, inspect the installation site and the operating area of ​​the lift and make sure that the terrain slope, soil strength, building proximity dimensions, as well as power lines comply with the requirements specified in the instructions for its operation;

c) together with the slinger, check the compliance of removable load-handling devices with the mass and nature of the load, their serviceability and the presence of stamps or tags on them indicating the carrying capacity, test date and number.

10. After starting the engine, the hoist driver is obliged to carry out a control check of the machine's serviceability, including:

a) check the operation of the brakes and clutch;

b) check the serviceability of lighting devices and sound signals;

c) check the serviceability of the mechanisms for lifting the cradle and installing outriggers;

d) bring all retractable structures into the transport

11. Drivers are obliged not to start work in the event of the following violations of safety requirements:

a) in case of malfunctions or defects specified in the instructions of manufacturers, in which their operation is not allowed;

b) defects in load-handling devices or their inconsistency with the nature of the work performed;

c) non-compliance of the characteristics of the lift in terms of carrying capacity and lifting height with the conditions of work;

d) the presence of people, machines or equipment in the work area;

e) when the slope of the terrain exceeds that specified in the passport of the manufacturers.

Detected violations of labor safety requirements must be eliminated on their own, and if it is impossible to do this, the concrete workers are obliged to immediately report them to the person responsible for the safe operation of cranes, as well as the person responsible for the safe operation of the crane.

Safety requirements during work

12. Before starting work, the driver must check the availability of certificates for the right to carry out work from workers in the cradle and slingers. While people are in the cradle, the driver should not be distracted from his direct duties, as well as clean, lubricate and repair mechanisms.

13. Before starting the lift, the driver must make sure that there are no unauthorized persons in the work area, and that the workers in the cradle have fixed the halyards of the safety belts to the cradle fence.

14. In the process of work, the driver must:

a) make sure that the mass of people, tools and materials in the cradle does not exceed the carrying capacity provided for by the lift passport;

b) prevent the performance of work that causes horizontal loads on the cradle (when pulling a cable or wire, pulling up a load);

c) make sure that the distance between the turning part of the lift and the dimensions of buildings, stacks of goods and machines is at least 1 m.

15. Before lifting people, the operator of the lift must:

a) make sure that the slope of the site at the place of work does not exceed the limit angle specified in the passport, and the ground will not give subsidence;

b) brake the car with a hand brake and install the lift on the outriggers;

b) check the fastening of loads and the fastening of safety belts for persons in the cradle;

c) establish the procedure for exchanging signals with workers in the aerial platform;

d) determine, together with the work supervisor, the boundaries of the danger zone below under the cradle.

16. While the workers are in the cradle, the lift operator must be in the control cabin and make sure that the workers in the cradle are attached with a belt to the cradle railing, do not bend over them and do not stand on the railing of the fence.

Lifting, stopping and lowering of the cradle must be carried out by the hoist driver only at the signal of the workers in it.

Ascents close to the maximum height must be carried out by the operator of the hoist at a reduced speed.

17. Prior to the start of transportation of the lift, the driver must:

a) bring all working equipment to the transport position and fix it;

b) get acquainted with the route, the state of the road, the requirements for passage through artificial structures;

c) make sure that there are no people in the cradle or on the lift structures.

18. When transporting the lift under its own power on public roads, the driver must comply with the traffic rules.

19. When installing and moving the lift near excavations (pits and trenches), the driver must observe the approach distance from the bottom of the excavation slope to the nearest lift support not less than those indicated in Table 1 below.

20. To install and work in the security zone of an existing overhead power line, the lift operator is obliged under the direct supervision of engineering and technical workers responsible for the safe production of work, with the written permission of the organizations - owners of the lines and a work permit that determines safe working conditions.

Safety requirements in emergency situations

21. If weather conditions change (increase in wind speed at a height of 10 m more than 10 m/s, deterioration of visibility during thunderstorms, heavy rain, fog, as well as at ambient temperatures below those indicated in the lift’s passport), work must be stopped and reported to the manager .

22. If there are signs of a malfunction in the engine, hydraulic system or lifting mechanism, work must be suspended and measures must be taken to eliminate the malfunctions.

If it is impossible to quickly eliminate the malfunction, it is not allowed to find people in the cradle at a height; it is necessary to take measures to lower it.

Safety requirements at the end of work

23. Upon completion of work, the lift operator must:

a) put the car in the parking lot, tighten the parking brake and turn off the engine;

b) put the control cabin in order and close it;

c) inspect the condition of the mechanisms and structures of the lift;

d) hand over the waybill, inform the manager and the person supervising its technical condition about all noticed malfunctions and violations in the process of work, and make an entry in the logbook.

A group of chemists from the University of Florence (Italy) obtained a transparent glassy material from carbon dioxide by compressing "dry ice" between two diamond plungers under a pressure of 640 atmospheres at a temperature of 700 Kelvin.

Under such extreme conditions, CO2 molecules, which are characterized by double bonds of a carbon atom with each of the oxygen atoms, rearranged into molecules with single bonds, arranged randomly, as in ordinary glass. The resulting substance is about ten times harder than quartz, but softer than diamond. It is the hardest amorphous material known to science.

As soon as the pressure is removed, the extraordinary substance turns back into ordinary "dry ice" and then into gaseous carbon dioxide. But chemists suggest that if this "gas glass" is mixed with silicon dioxide at even higher temperatures, it will be possible to obtain an extremely hard glass-like substance that is stable under ordinary conditions. It will find application in technology, and in this form it will be convenient to store excess carbon dioxide, which is now emitted into the atmosphere and causing global warming.

Carbon and silicon are neighbors in the periodic table of the elements, but carbon dioxide under normal conditions is a gas, and silicon dioxide is either crystalline quartz or glass. It is assumed that high pressure changes the chemical properties of carbon towards silicon.
