Safe Operation

Introduction

This industry standard instruction has been developed taking into account the requirements of legislative and other regulatory legal acts containing state labor protection requirements specified in the section "General Safety Requirements" of this document, inter-industry rules on labor protection (safety rules) for the operation of electrical installations and is intended for workers in the construction professions , engaged in the operation of gas-blowing machines powered by gas (hereinafter referred to as workers), according to their profession and qualifications.

General safety requirements

1. Workers at least 18 years of age who have electrical safety group II and professional skills for operating gas-blowing machines must pass the following before being allowed to work independently:

  • mandatory preliminary (when applying for a job) and periodic (during employment) medical examinations (examinations) for recognition as fit for work in the manner established by the Ministry of Health of Russia;
  • training in safe methods and techniques for performing work, briefing on labor protection, and testing knowledge of labor protection requirements.

2. Workers are required to comply with the requirements of this instruction, as well as the requirements of the manufacturers’ instructions for the operation of the scaffolds, tools and equipment used to ensure protection from the effects of hazardous and harmful production factors associated with the nature of the work:

  • increased dust content and gas contamination of the working area;
  • elevated temperature of equipment surfaces;
  • increased voltage in the electrical circuit, the closure of which can occur through the human body;
  • sharp edges, corners, protruding pins.

3. To protect against general industrial pollution and mechanical impacts, workers are required to use protective clothing provided by employers free of charge, issued according to standards depending on the profession or type of work performed.

Workers must wear protective helmets when on site.

4. Being on the territory of the construction (production) site, in production and amenity premises, work sites and workplaces, employees are obliged to comply with the internal labor regulations adopted in this organization.

Admission of unauthorized persons, as well as employees in a state of intoxication to these places is prohibited.

5. In the course of daily activities, employees must:

  • use protective equipment and equipment for their intended purpose during work, in accordance with the manufacturer’s instructions;
  • maintain order in the workplace and do not violate fire safety rules;
  • be careful during work and avoid violations of labor safety requirements.

6. Employees are obliged to immediately notify their immediate or higher supervisor of any situation that threatens the life and health of people, about each accident that occurred at work, or about the deterioration of their health, including the appearance of an acute occupational disease (poisoning).

Safety requirements before starting work

7. Before starting work, employees must:

a) put on overalls, special footwear and a helmet of the established sample;

b) present to the work manager a certificate of verification of knowledge of safe work methods and receive a task, taking into account labor safety, based on the specifics of the work performed.

8. After receiving the task from the foreman or work manager, the employees must:

a) install the gas blowing machine on a flat horizontal platform, if necessary, level it with wedges;

b) prepare an electrical cable and install a switching device (switch);

c) check the grounding of the gas blower body;

d) connect metal or canvas hoses to the outlet flange of the gas blowing machine;

e) provide passages around the gas blower with a width of at least 1 m;

f) to get acquainted with the entries in the journal of acceptance and delivery of shifts;

g) make sure that the hose connecting the gas cylinder and the gas blowing machine is in good condition.

h) check the serviceability of the hoses for removing heated gases from the gas blowing machine, as well as the presence and serviceability of a pressure gauge on the gas cylinder;

i) check that there are no workers in the basement of the building and that they cannot access it while the gas blowing machine is operating.

9. Operation of the gas blower is not allowed in the following cases:

a) in the presence of malfunctions specified in the manufacturer’s instructions for operating the gas blowing machine;

b) failure to timely carry out the next technical inspection of the gas blowing machine;

c) when there is insufficient illumination of the workplace, there is no grounding of the machine body.

Detected malfunctions and violations of safety requirements must be eliminated on their own, and if it is impossible to do this, workers are obliged to immediately report them to the work manager and the person responsible for maintaining the gas blowing machine in good condition.

Safety requirements during work

10. When installing a gas blower, the gas cylinder should be placed at a distance of at least 1,5 m from the blower. The hose connecting the gas blower and the gas cylinder must be solid. Intermediate connections are not allowed in it.

Spare gas cylinders and empty cylinders should be placed in a special container for storing gas cylinders;

11. The connection of the gas blowing machine to the network must be carried out by an electrician on duty. Other workers are prohibited from independently connecting the gas blowing machine to the electrical network and to the grounding source.

12. The gas blower should be turned on in the following sequence:

a) open the valve for the release of fuel combustion products into the atmosphere;

b) turn on the fan and open the valve on the gas cylinder;

c) light the pilot and bring it into the firebox through the pilot hole to the point where the gas enters;

d) slowly open the control valve and, making sure that the gas has ignited, remove the igniter and close the pilot hole.

13. During the operation of the blower machine, employees must:

a) control the intensity of gas combustion (no visible flames should be allowed above the grate and reflector);

b) monitor the readings of control and measuring instruments (pressure gauge on a gas cylinder, thermometer monitoring the temperature of heated air). The air temperature should not exceed 120°C for canvas ducts and 180°C for metal air ducts;

c) purge the gas combustion chamber for at least 5 minutes before re-igniting the gas;

d) shut off the gas supply and turn off the electric motor if shock, noise or vibration of the fan occurs that does not correspond to its normal operation;

e) stop operating the gas blower when people are in the basement of the building to avoid carbon monoxide poisoning.

14. During the operation of the blower machine, employees are prohibited from:

a) leave the car unattended or entrust surveillance of it to unauthorized persons;

b) use the machine for drying work clothes, as well as heating water and other materials;

c) work with an unadjusted nozzle;

d) remove or put on drive belts when the electric motor is on;

e) repair the fan (including tightening the bolts) and other elements of the machine with the electric motor turned on.

15. Before transporting the blower, the gas line, electrical wiring and grounding must be disconnected. Canvas ducts should be rolled up and stored in a box designed for transportation. The metal air duct must be separated into separate sections and stacked.

5. Safety requirements in emergency situations

16. If an odor appears in the room where the gas blower is located or into which hot air is supplied, you should immediately turn off the gas supply or turn off the electric motor.

It is prohibited to use the gas blower until the causes of the gas leak have been identified and eliminated.

17. In case of a sudden stop of the blower machine, it is necessary:

a) close the gas supply valve;

b) purge the gas combustion chamber for 5 minutes;

c) turn off the motor.

6. Safety requirements at the end of work

18. Upon completion of work, employees must:

a) close the gas valve and make sure there is no flame in the chamber;

b) disconnect the machine from the mains and lock the starting switch with a padlock;

c) put in order the workplace and approaches to it;

d) inform the work manager and those responsible for maintaining the machine in good condition about all problems that arose during operation.
