Safe Operation

1. General requirements for labor protection

1.1. This Instruction regulates the basic safety requirements for the movement of vehicles and employees throughout the territory of the automobile enterprise, and their observance is mandatory for all employees.

1.2. The movement of vehicles and workers should be carried out in accordance with the established road signs and markings along certain routes indicated on the diagram posted at the entrance (entrance) to the territory of the enterprise.

1.3. When moving around the territory and production premises of the enterprise, the employee must know and remember that accidents can most often occur when:

  • leaving the car from behind the corner of the building, from the gates of the premises and entering them;
  • violation of the rules for maneuvering and driving a car in cramped conditions (narrow passages, passages between rows of cars, etc.);
  • carrying (transportation) of objects that distract the attention of workers or limit the view of the movement path;
  • the movement of cars and those working on slippery surfaces (ice, mud, etc.);
  • crossing the inspection ditch;
  • exceeding the established speed of movement of vehicles on the territory of the enterprise and inside the premises.

The entrance (exit) of employees to the enterprise must be through a gate specially provided for this. It is forbidden for workers to pass through the entrance and exit gates from the territory of the enterprise.

1.4. Driving a car on the territory of the enterprise is allowed only to persons appointed by order of the enterprise and having a certificate for the right to drive vehicles. This rule applies to all cases of driving, including testing it after repairs and adjustments.

2. Safety requirements when moving around the territory and production facilities

2.1. Before driving, the driver must:

  • make sure that there are no people in the way of the car, as well as obstacles to its movement;
  • warn people near the car in which direction the car will move;
  • at night, turn on the vehicle lighting (side lights and dipped headlights).

2.2. Before leaving the gate of the premises (entrance) in reverse, the driver must make sure that there are no people and other obstacles in the way of movement, or contact the foreman (foreman, head of the section, workshop) with a request to appoint an assistant (controller) who would lead the exit (entry) ).

2.3. The driver must not drive a car with a faulty brake system and steering, as well as in the case when other faults in the car threaten traffic safety.

2.4. When driving in industrial premises, as well as on the territory of the enterprise, the driver must not exceed the established speed limit:

  • on the territory of the enterprise, the speed of movement is established by an order for the enterprise, taking into account local conditions and ensuring traffic safety, but not more than 20 km / h;
  • indoors - no more than 5 km / h.

2.5. Testing and testing of brakes on the move is allowed only in a place specially designated for this purpose.

2.6. The driver must be careful when:

  • exit from the gate (entrance) and detour of industrial premises;
  • driving in cramped conditions (between rows of cars, etc.);
  • moving through production areas where people can work.

2.7. When the car is moving across the territory and in the production premises, it is forbidden to find people on the steps and fenders of the car.

2.8. The driver of the car is forbidden to use auxiliary transport (another car, forklift and other moving mechanisms) for towing without the permission of the head of the section.

2.9. Before exiting the cab, the driver must ensure that the parking brake is fully applied.

2.10. Employees of the enterprise must:

  • be careful when moving in areas of possible traffic, especially if there are objects that limit visibility. When exiting from standing cars, from corners of buildings, from gates, it is necessary to stop and inspect the path of further movement to make sure that there is no car;
  • skip moving traffic;
  • be careful when carrying (transporting) objects that restrict the view of the route and the environment, as well as when driving on slippery surfaces and at night;
  • move with caution in narrow aisles between cars (especially with a running engine);
  • when moving in industrial premises, to cross the inspection ditches, use only transitional bridges.

2.11. An assistant (regulator) who assists the driver when maneuvering a car in a limited area must choose a position that guarantees his personal safety.

3. Safety requirements in emergency situations

3.1. The employee must immediately inform the administration of the enterprise about each accident that he witnessed, and provide the victim with first aid, call a doctor, help deliver the victim to a health center or the nearest medical facility.

If an accident occurs with the employee himself, he should, if possible, contact the health center, report the incident to the administration of the enterprise or ask someone around to do it.

3.2. In the event of a traffic accident, the driver involved in it must:

  • immediately stop (do not move) the vehicle, turn on the emergency light alarm and put up an emergency stop sign, do not move objects related to the incident;
  • take all possible measures to provide first aid to the victims, call an "ambulance" and, in emergency cases, send the victims on the vehicle of the enterprise, and if this is not possible, deliver them on their vehicle to the nearest medical institution, provide their surname, registration plate of the vehicle (with the presentation of an identity document or a driver's license and registration document for the vehicle) and return to the scene of the accident;
  • clear the roadway if the movement of other vehicles is impossible. If it is necessary to free the roadway or deliver the injured on their vehicle to a medical institution, first fix in the presence of witnesses the position of the vehicle, traces and objects related to the incident, and take all possible measures to preserve them and organize a detour around the scene;
  • report the incident to the police, write down the names and addresses of eyewitnesses and wait for the arrival of police officers.
