Safe Operation

General requirements

1. The most disciplined drivers of at least 21 years of age with at least three years of continuous driving experience, recognized as fit for this work by a medical commission, having a driver's license with category "D" are allowed to drive trucks intended for the transport of people. The lists of such drivers are approved in advance by the order of the head of the organization (car fleet).

2. A car specially designed for these purposes is assigned to a driver engaged in the transportation of people by order of the organization (car fleet).

3. A driver who is employed in the transportation of people must undergo an introductory briefing on labor safety, industrial sanitation, first aid, fire safety, environmental requirements, working conditions, as well as initial briefing at the workplace, which must be recorded in relevant magazines with the obligatory signature of the instructed and instructing.

4. The driver, engaged in the transportation of people, delivers employees to and from the place of work, food points, medical institutions, performs other transportations related to the production process of the organization's activities.

5. For each route of transportation of workers to the place of work, a traffic plan is drawn up indicating dangerous sections of the road.

6. The driver is obliged to work on a freight transport specially equipped for the transportation of people, in the overalls, special footwear provided for by the current standards, to have and use the means for rendering first aid and 2 fire extinguishers.

7. The driver must comply with the requirements of the current "Rules of the Road" and these instructions.

8. The driver is obliged to take all possible measures to prevent and eliminate danger while driving.

Occupational safety requirements before and during work

9. Before leaving the line, the driver is obliged to check the technical condition of the car, which guarantees traffic safety and uninterrupted operation on the line, paying special attention to:

  • good condition of brakes, steering, cab, tires, lighting and signaling devices, windshield wipers;
  • availability and serviceability of tools and equipment;
  • refueling the car with fuel, oil and water;
  • brake fluid and electrolyte levels;
  • air pressure in tires in accordance with the norms;
  • reliability of fastening of side locks and the presence of prohibitory inscriptions inside the body: "Do not stand in the body", "Do not sit on the sides";
  • the presence outside the cab of an easily removable fire extinguisher with a capacity of at least two liters.

10. A truck intended for the systematic transportation of people must be equipped with a sound or light connection between the body and the cab, a ladder for boarding and disembarking passengers, lighting inside the body, and also have stencils with the inscription "People".

11. Before leaving for the line for the transportation of people, the driver must make sure that the car is cleanly washed, equipped with a serviceable awning, seats securely attached to the body at a convenient height from the floor, but not less than 15 cm from the top edge of the sides.

The rear and longitudinally located along the sides of the seat must have strong backrests with a height of at least 30 cm.

12. If defects, malfunctions are found during the inspection of the car and if it is impossible to eliminate them on their own, the driver, without starting work, must inform the person of technical supervision about this.

13. Before leaving the garage, the driver must receive instructions from the person responsible for the operation of vehicles on the traffic order, route features and a mark on the waybill "Fit for the carriage of passengers", indicating the number of passengers allowed to be transported at the same time. The waybill must contain the name of the senior person in the back of the car.

14. Transportation of people on trucks not equipped for this is prohibited. It is also prohibited to transport people in towed or towed vehicles.

15. Getting to work, the driver must have with him:

  • driver's license for the right to drive a vehicle of the corresponding category;
  • technical passport coupon;
  • issued waybill;
  • scheme (route) of movement.

16. After stopping the car at the place of embarkation and disembarkation of passengers, the driver is obliged to brake the car using the handbrake, putting the gearshift lever in the neutral position.

17. The driver is prohibited:

  • drive a car in a sick condition or when tired, consume even the weakest alcoholic beverages or drugs before work and during working hours;
  • transfer control of the vehicle to other persons.

18. A driver who has worked one shift to transport people on the same day is not allowed.

19. Before the trip, the driver is obliged to instruct passengers on the procedure for getting on and off and warn them that it is forbidden to stand in the back of a moving car.

20. The number of passengers in the body should not exceed the number of seats for trucks given in table 1.

21. The speed of movement when transporting passengers should not exceed 60 km/h.

22. The driver should start moving only after making sure that it will be safe for pedestrians and passengers, after receiving a signal from the elder, who is in the back, after giving a warning signal and without interfering with moving vehicles.

23. The movement of a car with a pneumatic brake drive is allowed if there is a pressure in the brake system of at least 5 kg/cm2.

24. It is forbidden to transport people in the cab next to the driver in excess of the number of seats provided for in the technical specification.

25. Boarding and disembarking on the move, riding on footboards, bumpers, fenders, sides, etc. should not be allowed.

26. If a sharp smell of gasoline, diesel fuel and exhaust gases appears while driving, the driver must immediately stop the car, identify the cause of their appearance and eliminate the malfunction.

27. When approaching sections of the road with increased danger, the driver must reduce the speed to the limits that ensure traffic safety, and, if necessary, stop the car in a safe place.

28. Movement on the crossing and stopping in front of it in the absence of an indicator of the number of rows or marking lines is allowed only in one row.

29. It is forbidden to overtake a moving vehicle both before the crossing and at the crossing itself.

30. It is forbidden to go to the crossing with the barrier closed or red lights burning (regardless of the position of the barrier), while the driver must stop at least 5 m from the barrier (traffic light), and in its absence - no closer than 10 m from the nearest rail .

31. With an open barrier or non-burning red lights, you can go to the crossing only after making sure that there are no approaching trains (locomotives, trolleys).

32. If there is no barrier and light signaling at the crossing, the driver, before entering it, must stop, get out of the car and make sure that no train (locomotive, trolley) is approaching the crossing.

33. The driver is prohibited:

  • cross railroad tracks in unspecified places;
  • go to the crossing if a traffic jam has formed behind it, which will force you to stop at the crossing;
  • shift gears and disengage the clutch at the crossing;
  • arbitrarily open barriers.

34. In the event of a forced stop at a level crossing, the driver of the car must:

  • move passengers away from the railway tracks;
  • if possible, send two people along the tracks in both directions from the crossing for 1000 m (if one, then in the direction of worse visibility), explaining to them how to give a stop signal to approaching trains: in the afternoon - with a circular motion of the hand with a patch of bright matter (object) in front of you , at night - a lit lantern or torch;
  • stay near the vehicle and take measures to clear the crossing as soon as possible, carefully observing whether trains (locomotive, trolley) are approaching;
  • from the moment of stopping, give sound signals of a general alarm (one long, three short), and if a train appears, run towards it on the side of the rail track, giving a stop signal.

35. Approaching a turn in the road in mountainous or rough terrain, the driver must take the extreme right position and give a sound signal.

36. On roads in mountainous and rough terrain it is prohibited:

  • driving on steep descents with the clutch or gear disengaged;
  • parking in places where the road is not visible for 100 m in each direction.

37. It is forbidden to shift gears on a hill on a slippery road with an unsecured coefficient of adhesion of the wheel to the road, especially in winter. In this case, the driver is obliged to choose a gear that will ensure that the entire section of the path is overcome without switching.

38. When driving on dusty roads, it is necessary to increase the distance between cars. The vehicle behind must be outside the dust limit of the vehicle in front.

39. The movement of a car on the ice of rivers, reservoirs is allowed only on specially equipped exits and roads, furnished with milestones and having signs and road signs. When a car is moving on ice, it is advisable to disembark the transported people from the car and transport them on foot at a distance of 5 m from each other and at least 20 m from the car. The driver's cab door must be open and locked.

40. At nightfall, the driver must:

  • when driving on illuminated streets, roads and driveways, use exclusively low headlights and sidelights;
  • in case of blinding by the light of an oncoming car and loss of visibility, immediately, without changing the lane for movement, reduce speed until the car stops;
  • when stopping the car en route on unlit roads, turn off the sidelights or low lights, put an emergency stop sign or a flashing red light behind the car.

41. In all cases that threaten the safety of people or the movement of vehicles, the driver must take all measures in his power to prevent an accident or traffic accident.

42. When stopping on the way, the driver must take the car out of the carriageway.

43. In case of forced absence, the driver must turn off the engine and brake the car with a hand brake, taking the ignition key with him.

Leaving the cab of the car on the carriageway, the driver must first make sure that there is no movement of vehicles both in the same direction and in the opposite direction.

44. Transportation of children and students of construction teams on trucks equipped for the transport of passengers is prohibited.

Occupational safety requirements at the end of work

45. At the end of work, the driver of a car intended for the transport of people must:

  • inspect the car and make sure it is in good condition;
  • report all malfunctions and defects to the mechanic of the garage and to your shift;
  • put the car in the place intended for parking, put the gear lever in neutral position, brake the car with the parking brake and stop the engine;
  • lock the cabin doors.

Mission control in a laptop 16.09.2013

On September 14, the Japanese launched a new solid-propellant rocket into space, which was controlled from a simple laptop.
The new Japanese Epsilon solid-propellant rocket was developed by specialists from the JAXA aerospace agency. The Epsilon rocket has 3 stages, is 24 meters high and weighs 91 tons. The small-sized Epsilon launch vehicle successfully launched the SPRINT-A space telescope, designed to observe the planets, into orbit. The telescope was put into orbit at a height of 1000 km and will be used to study the planets of the solar system: Venus, Mars and Jupiter.

One of the main features of this mission is the absence of a familiar element of any space launch: the mission control center (MCC), where about 150 people are usually responsible for various parameters of the rocket and its payload. The Japanese Epsilon rocket with the SPRINT-A satellite cost two laptops, from which all stages of the launch were controlled. The absence of the need to use the MCC reduces the cost of launching cargo into space, which is especially important in the era of commercial space exploration. In this case, the combination of a new control system and a solid rocket launcher made it half the cost ($37 million) to put the space telescope into orbit compared to similar Japanese missions.

Of course, a "portable MCC" is not just laptops with a couple of simple applications. JAXA specialists have created software with artificial intelligence. It is this intelligent software that independently checks numerous systems of the launch vehicle and payload. The software is quite complex, the launch was originally scheduled for August 27, but it was canceled just a few seconds before the launch - the computer issued a warning about the incorrect positioning of the rocket on the site. This case illustrates the capabilities of the new "notebook MCC".
