Safe Operation

1. Introduction

1.1. The instruction on labor protection is the main document that establishes for workers the rules of conduct at work and the requirements for the safe performance of work.

1.2. Knowledge of the Instructions on labor protection is mandatory for workers of all categories and skill groups, as well as their immediate supervisors.

1.3. The administration of the enterprise (workshop) is obliged to create conditions at the workplace that meet the rules for labor protection, provide workers with protective equipment and organize their study of this Instruction on labor protection.

Each enterprise must develop and communicate to all personnel safe routes through the territory of the enterprise to the place of work and evacuation plans in case of fire and emergency.

1.4. Each worker must:

  • comply with the requirements of this Instruction;
  • immediately report to your immediate supervisor, and in his absence, to your superior manager, about the accident that has occurred and about all violations noticed by him, as well as about malfunctions of structures, equipment and protective devices;
  • be aware of personal responsibility for non-compliance with safety requirements;
  • keep the workplace and equipment clean and tidy;
  • ensure the safety of protective equipment, tools, devices, fire extinguishing equipment and documentation on labor protection at their workplace.

It is forbidden to carry out orders that contradict the requirements of this Instruction and the "Safety Rules for the Operation of Electrical Installations" (PTB). - M.: Energoatomizdat, 1987.

2. General requirements for labor protection

2.1. Persons not younger than 18 years of age who have passed a preliminary medical examination and who have no contraindications to perform the above work are allowed to work in this working profession.

2.2. A worker must undergo an introductory briefing upon hiring. Prior to being allowed to work independently, a worker must pass:

  • initial briefing at the workplace;
  • testing knowledge of this Labor Safety Instruction; the current Instructions for providing first aid to victims in connection with accidents when servicing power equipment;
  • on the use of protective equipment necessary for the safe performance of work;
  • PTB for workers who have the right to prepare a workplace, carry out admission, be a foreman, observer and member of the team to the extent that corresponds to the duties of responsible PTB persons;
  • vocational training programs.

2.3. Admission to independent work should be issued by an appropriate order for the structural unit of the enterprise.

2.4. A newly hired worker is issued a qualification certificate, in which an appropriate entry must be made about checking knowledge of the instructions and rules specified in clause 2.2, and the right to perform special work.

The qualification certificate for on-duty personnel during the performance of official duties may be kept by the shop shift supervisor or with him in accordance with local conditions.

2.5. Workers who have not passed the knowledge test within the established time limits are not allowed to work independently.

2.6. The worker in the process of work must pass:

  • repeated briefings - at least once a quarter;
  • verification of knowledge of the Instructions on labor protection and the current Instructions for providing first aid to victims in connection with accidents during the maintenance of power equipment - once a year;
  • medical examination - once every two years;
  • checking knowledge on PTB for workers who have the right to prepare a workplace, carry out admission, be a foreman, supervisor or team member - once a year.

2.7. Persons who have received an unsatisfactory mark during the qualification test are not allowed to work independently and must undergo a second test no later than one month.

In case of violation of safety regulations, depending on the nature of the violations, an unscheduled briefing or an extraordinary knowledge test is carried out.

2.8. In the event of an accident, the worker is obliged to provide first aid to the victim before the arrival of medical personnel. In case of an accident with the worker himself, depending on the severity of the injury, he must seek medical help at a health center or provide first aid (self-help) to himself.

2.9. Each employee must know the location of the first aid kit and be able to use it.

2.10. If faulty devices, tools and protective equipment are found, the worker must inform his immediate supervisor.

It is forbidden to work with faulty devices, tools and protective equipment.

2.11. To avoid electric shock, do not step on or touch broken, hanging wires.

2.12. Failure to comply with the requirements of the Instruction on labor protection for a worker is considered as a violation of production discipline.

For violation of the requirements of the instructions, the worker is liable in accordance with applicable law.

2.13. In the servicing area of ​​the hydraulic ash removal route lineman's equipment, the following dangerous and harmful production factors may occur: increased dustiness; reduced air temperature in the working area; insufficient illumination of the work area; the possibility of fistulas, slag and ash emissions.

2.14. To protect against dangerous and harmful factors, it is necessary to use appropriate protective equipment.

In case of increased dust content in the air of the working area, it is necessary to work in an anti-dust respirator ("Lepestok", F-62Sh, U-2K, "Astra-2", RP-KM, etc.).

If the work area is insufficiently illuminated, additional local lighting (electric torches or portable hand lamps) should be used.

When you are on the station territory, you must wear a protective helmet to protect your head from being hit by random objects.

Work in areas with low ambient temperatures should be done in warm protective clothing or the time spent in this area should be limited.

2.15. The lineman must work in protective clothing and use protective equipment issued in accordance with current industry standards.

2.16. The lineman is issued the following personal protective equipment in accordance with industry standards:

  • overalls or suit made of cotton with water-repellent impregnation - for 12 months;
  • rubber boots - for 12 months;
  • canvas mittens - for 1 months;
  • goggles - until worn out (for outdoor work in winter - additionally);
  • cotton jacket with insulating lining - belted;
  • cotton trousers with insulating lining - belted.

When issuing a double replaceable set of overalls, the wear period is doubled.

Depending on the nature of the work and the conditions of its production, the lineman is temporarily provided with additional protective clothing and protective equipment for these conditions free of charge.

3. Labor protection requirements before starting work

3.1. Before starting the shift, the lineman must change into overalls and safety shoes in the locker room and put on other protective equipment. It is prohibited to roll up the sleeves of workwear and tuck the tops of boots.

3.2. Before starting work, the crawler must:

  • check the availability and serviceable condition of tools, devices, safety signs, as well as fire extinguishing equipment;
  • find out all the necessary information from the person who handed over his shift about the condition of ash dumps and gas storage facilities;
  • walk around ash dumps and hydraulic ash removal routes along the route to inspect the performance of the equipment;
  • get acquainted with the records made during the time that has passed since the previous duty in the operational log;
  • find out what work is being carried out according to orders, orders and know where and in what composition the teams work;
  • check the absence of unauthorized personnel at the ash dump;
  • report to your superior duty personnel (NS CD) about the condition of the equipment and the operability of the ash dump and ash pipeline routes, obtain permission from him to accept the shift and document the acceptance of the shift with a signature in the operational log.

3.3. When checking the serviceability of protective equipment and tools, pay attention to the absence of external damage and the expiration date.

The strikers of hammers, sledgehammers and other impact tools must have a smooth surface, slightly convex without warps, chips, gouges, cracks and burrs. When hammering, the wedges must be held with pliers.

Crowbars should be straight with drawn and pointed ends.

When working with impact tools, the lineman must wear safety glasses to prevent solid particles from getting into the eyes.

The dimensions of the wrench mouth must correspond to the dimensions of the bolt and nut heads. The working surfaces of the wrenches should not be chipped, and the handles should not have burrs. It is prohibited to extend wrenches with additional levers; it is allowed to extend the handles of wrenches only of the "star" type. When carrying or transporting a tool, its sharp parts must be protected.

4. Labor protection requirements during work

4.1. The lineman must carry out walk-throughs and inspections of equipment with the knowledge and permission of superior duty personnel.

4.2. The lineman must inform the superior duty personnel about any detected defects and malfunctions in the operation of the equipment being serviced and act in accordance with their instructions.

4.3. If there is insufficient illumination of the workplace and the equipment being serviced due to burnout of the lamps, the lineman calls the electrician on duty, and before his arrival uses an electric flashlight or a portable hand-held lamp.

4.4. The lineman must monitor the good condition of ceilings, fences and gratings of hydraulic ash removal channels and pits in the serviced area, avoiding broken hinges of floors or shifted slabs.

If unguarded openings are detected, the lineman must take measures to prevent people from falling and being injured (fencing with ropes and posting posters or safety signs).

4.5. It is forbidden:

  • lean and stand on site barriers, walk along ash chutes and pipelines, as well as on structures and floors not intended for passage through them;
  • starting up mechanisms in the absence or faulty condition of fencing devices;
  • slow down moving mechanisms manually;
  • descent into the channels of the gas recharge unit and its cleaning without taking appropriate safety measures taking into account the design of the gas refill system;
  • walk along the freshly washed ash and slag beach;
  • be under a lifted load;
  • lift and carry a load weighing more than 50 kg;
  • clean overalls with gasoline and flammable liquids.

4.6. Clearing debris in ash dumps should be done in rubber boots.

4.7. Walking along a dewatered ash and slag beach is allowed only in exceptional cases (with the permission of the workshop manager) accompanied by a second person, while the person in front must check the strength of the washed-up layer with a pole.

4.8. Personnel performing work from a boat, raft (when measuring the depths of a settling pond, etc.) must have life-saving equipment (vests, belts, etc.).

This work is prohibited when the wind speed is more than 9,8 m/s and the wave is more than 0,35 m.

4.9. If you detect the smell of gas, you should immediately notify the workshop shift supervisor.

4.10. When removing the covering of channels (ash), it is necessary to install them in a stable position, avoiding falling and injury from the covering.

4.11. When working with tools, you must not place them on the railings of fences or the unfenced edge of the site, or leave them at the edges of hatches, wells and canals. The position of the tool in the workplace must prevent it from rolling or falling.

4.12. When opening and closing the valve, do not use levers that extend the arm of the handle or flywheel, which are not provided for in the instruction manual for the valve.

When closing and opening the valve, be careful not to break the device used from the valve handwheel.

5. Labor protection requirements at the end of work

5.1. At the end of the shift, you must:

  • complete all work (except for emergency cases);
  • put tools, equipment, your workplace and premises in proper order. When cleaning the workplace, it is prohibited to use flammable and combustible substances (kerosene, gasoline, acetone);
  • inform the shift taker about all changes and malfunctions in the operation of equipment that occurred during the shift;
  • report the shift to the higher-ranking duty personnel, take off overalls, put them and other personal protective equipment in the closet for work clothes.
