Safe Operation

1. Introduction

1.1. The instruction on labor protection is the main document that establishes for workers the rules of conduct at work and the requirements for the safe performance of work.

1.2. Knowledge of the Instructions on labor protection is mandatory for workers of all categories and skill groups, as well as their immediate supervisors.

1.3. The administration of the enterprise (workshop) is obliged to create conditions at the workplace that meet the rules for labor protection, provide workers with protective equipment and organize their study of this Instruction on labor protection.

Each enterprise must develop and communicate to all personnel safe routes through the territory of the enterprise to the place of work and evacuation plans in case of fire and emergency.

1.4. Each worker must:

  • comply with the requirements of this Instruction;
  • immediately report to your immediate supervisor, and in his absence, to a higher manager about the accident that has occurred and about all violations of the requirements of the Instruction that he has noticed, as well as about malfunctions of structures, equipment and protective devices;
  • be aware of personal responsibility for non-compliance with safety requirements;
  • keep the workplace and equipment clean and tidy;
  • ensure the safety of protective equipment, tools, devices, fire extinguishing equipment and documentation on labor protection at their workplace.

It is forbidden to carry out orders that contradict the requirements of this Instruction and the "Safety Rules for the Operation of Electrical Installations" (PTB). - M.: Energoatomizdat, 1987.

2. General requirements for labor protection

2.1. Persons not younger than 18 years of age who have passed a preliminary medical examination and who have no contraindications to perform the above work are allowed to work in this working profession.

2.2. A worker must undergo an introductory briefing upon hiring. Prior to being allowed to work independently, a worker must pass:

initial briefing at the workplace;

  • verification of knowledge of this Instruction on labor protection;
  • the current Instructions for first aid for victims in connection with accidents during the maintenance of power equipment
  •  on the use of protective equipment necessary for the safe performance of work;
  • PTB for workers who have the right to prepare a workplace, carry out admission, be a foreman, observer and member of the team to the extent that corresponds to the duties of responsible PTB persons;
  • vocational training programs.

2.3. Admission to independent work should be issued by an appropriate order for the structural unit of the enterprise.

2.4. A newly hired worker is issued a qualification certificate, in which an appropriate entry must be made about checking knowledge of the instructions and rules specified in clause 2.2, and the right to perform special work.

The qualification certificate for on-duty personnel during the performance of official duties may be kept by the shop shift supervisor or with him in accordance with local conditions.

2.5. Workers who have not passed the knowledge test within the established time limits are not allowed to work independently.

2.6. The worker in the process of work must pass:

  • repeated briefings - at least once a quarter;
  • verification of knowledge of the Instructions on labor protection and the current Instructions for providing first aid to victims in connection with accidents during the maintenance of power equipment once a year;
  • medical examination - once every two years;
  • checking knowledge on PTB for workers who have the right to prepare a workplace, carry out admission, be a foreman, supervisor or team member - once a year.

2.7. Persons who have received an unsatisfactory mark during the qualification test are not allowed to work independently and must undergo a second test no later than one month.

In case of violation of safety regulations, depending on the nature of the violations, an unscheduled briefing or an extraordinary knowledge test is carried out.

2.8. In the event of an accident, the worker is obliged to provide first aid to the victim before the arrival of medical personnel. In case of an accident with the worker himself, depending on the severity of the injury, he must seek medical help at a health center or provide first aid (self-help) to himself.

2.9. Each employee must know the location of the first aid kit and be able to use it.

2.10. If faulty devices, tools and protective equipment are found, the worker must inform his immediate supervisor.

It is forbidden to work with faulty devices, tools and protective equipment.

2.11. To avoid electric shock, do not step on or touch broken, hanging wires.

2.12. Failure to comply with the requirements of the Instruction on labor protection for a worker is considered as a violation of production discipline.

For violation of the requirements of the instructions, the worker is liable in accordance with applicable law.

2.13. The following dangerous and harmful production factors may occur during the work of the shift attendant: moving mechanisms (locomotives); insufficient illumination of the working area at night.

2.14. To protect against exposure to hazardous and harmful factors, it is necessary to use appropriate protective equipment.

The crossing officer works in conditions of continuous movement of trains, as well as vehicles and other self-propelled machines and mechanisms, which requires him to be especially attentive and vigilant.

In case of insufficient illumination of the working area, additional local lighting (lanterns) should be used.

2.15. The mover on duty must work in overalls and use protective equipment issued in accordance with current industry standards.

2.16. The following personal protective equipment is issued to the duty officer free of charge in accordance with industry standards:

  • cotton suit (for 12 months);
  • combined mittens (for 3 months);
  • a raincoat made of a raincoat or rubberized fabric (for 36 months).

In winter additionally:

  • felt boots (on the belts);
  • heat-protective suit (on belts).

When issuing a double replaceable set of overalls, the wear period is doubled.

Depending on the nature of the work and the conditions of their production, the shift duty officer is temporarily issued additional overalls and protective equipment for these conditions free of charge.

3. Labor protection requirements before starting work

3.1. Before accepting a shift, the shift attendant must:

  • arrange the uniform. Sleeves and floors of overalls should be fastened with all buttons, hair should be removed under a headdress. Clothing must be tucked in so that there are no hanging ends or fluttering parts;
  • together with the person on duty who has finished duty, check the path within 50 m from the crossing, the condition of the equipment of the crossing and the serviceability of all its devices, including automatically operating ones, check the sealing devices for seals, the presence and condition of hand signals, firecrackers, tools and inventory.

The working tool must meet the following requirements:

  • handles (shanks) of shovels must be firmly fixed in holders, and the part of the handle protruding from the holder must be cut off obliquely to the plane of the shovel. The handle should be made of dense and viscous wood, their surface should be smooth;
  • wrenches must strictly match the dimensions of the nuts and bolt heads. The jaws of the wrenches should be parallel. Their working surfaces should not have knocked down bevels, and burr handles. The use of gaskets in the presence of a gap between the planes of the jaws and heads or nuts is not allowed. Unscrewing and tightening nuts and bolts by lengthening wrenches with second wrenches or pipes is prohibited;
  • the strikers of sledgehammers and hammers should have a smooth, slightly convex surface without gouges, chips, potholes, cracks and burrs;
  • the handles of hammers, sledgehammers should be straight and oval in cross section.

4. Labor protection requirements during work

4.1. During work, the duty officer is required to wear an orange vest.

4.2. While on duty, the duty officer must:

  • light the lights at the crossing and barriers, turn on and off outdoor lighting and searchlight installations in a timely manner, notify the station duty officer about cases of their abnormal operation by phone, who must notify the power supply section about this;
  • fix bolts, anti-thefts, clear the track of snow and grass, as well as remove foreign objects from the track, parts of the upper structure of the track and rolling stock, straighten the ballast prism and inspect the track for 50 m in each direction from the crossing, with the exception of especially active crossings, the list of which is established by the head of the track distance.

4.3. When a train, a separate locomotive, a track or other self-propelled vehicle or a non-removable trolley approaches, the crossing duty officer is obliged to close the electric barriers or mechanized barriers, check whether the tracks are clear at the crossing and on both sides of it, and get off the track when the train is at least 400 m from it.

When meeting a train, you need to stand facing the track with a half-turn of your head towards the movement, as a rule, at the building of the crossing post at a distance of at least 2 m.

4.4. In cases where the crossing duty officer, working on the track or crossing, cannot cross the track in advance or approach the place established for the meeting of trains, he is allowed to meet the train from either side of the track, being at least the above distances from the outermost rail.

4.5. It is allowed to carry out work on the tracks and crossings only when the barriers are closed and there is information about the approach of trains.

When performing work on the track, the duty officer for the crossing must carefully monitor the approaching trains, both on the right and on the wrong track. He must strictly comply with the safety requirements: face the expected train, do not sit on the rails, the ends of the sleepers, the ballast prism, inside the rail track and between the tracks.

Particular vigilance must be exercised in poor visibility.

4.6. As a rule, the duty officer is obliged to go to work and return from work along the side of the subgrade or away from the path. Following the railway track is allowed only if it is impossible to pass along the side of the road and there is no other road. In the case of following the railway track at night or during the day with poor visibility (fog, blizzard and other adverse conditions), the crossing duty officer must have a lit lantern with two-way lighting.

On double-track sections, it is necessary to go towards the correct movement of trains, bearing in mind the possibility of trains following the wrong track.

4.7. It is necessary to cross the path at a right angle, after making sure that there is no movement along the path. You must be especially careful when entering the track behind the standing train, near switch posts, platforms and other station structures that impair the visibility of the tracks adjacent to them.

4.8. It is forbidden to cross and run across the track in front of an approaching train, crawl under standing cars, cross over shock and coupling devices, as well as between cars that are less than 10 m apart.

4.9. In all cases when it is necessary to cross a track occupied by wagons, one should use brake platforms, bypass the wagons standing on the tracks, at least 5 m from the outermost wagon.

4.10. When crossing the path, you must not put your foot on the rails, between the frame rail and the wit of the arrow or the gutter at the root of the wit and the cross.

4.11. When using firecrackers, special care should be taken, since firecrackers are filled with explosives, careless handling of them can cause an accident. Therefore, firecrackers must be in good condition, stored in special boxes mounted on the belt of the duty officer for the crossing, or in the premises of the crossing post at a sufficient distance from the fire and heating devices, excluding their heating. The possibility of accidental impacts on them with a tool or other objects should be excluded. Defective firecrackers must be replaced immediately. At the time of collision with rolling stock, the duty officer for the crossing must be at a distance of at least 20 m from firecrackers.

It is forbidden to open firecrackers, subject them to blows, heat them up to solder the springs or paws.

4.12. When a thunderstorm approaches, it is necessary to stop work on the path so as not to be struck by lightning.

Do not hold or carry a tool.

4.13. It is forbidden to carry out scheduled work in the dark. In some cases, if it is necessary to carry out work at night, the place of work must be illuminated.

The person on duty at the crossing, inspecting the tracks and structures at night and during the day in case of poor visibility, must have two-sided lanterns lit with white fire.

5. Labor protection requirements at the end of work

5.1. At the end of the shift, the duty officer must:

  • complete current work, inspections and walks (except in emergency cases) to transfer the shift to the shift;
  • clean and put away tools, inventory, overalls and other personal protective equipment in the designated place;
  • inform the host shift about all changes, comments and malfunctions in the operation of the equipment that occurred during the shift;
  • report the change to the immediate supervisor.

Innovative battery will last for decades 12.05.2014

Scientists from the Oak Ridge National Laboratory (ORNL) at the US Department of Energy were able to increase by 26% the capacity of a battery consisting of three main elements - anode, cathode and electrolyte. When used in electrical appliances with low energy consumption, such a battery can last 30-50 years.

The created battery belongs to the type "lithium carbon monofluoride" (Lithium Carbon Monofluoride, Li/CFx). Such batteries are often used in the military and aerospace industries, pacemakers and various electronics.

A team of researchers led by Chengdu Liang believes that the new invention will significantly extend the battery life of various low-power sensors. Scientists say that such devices can work autonomously for decades.

In practice, this means that it will be possible to implant, for example, a pacemaker for 30-50 years. To date, such devices serve for 10 years, after which the patient has to undergo another operation in order to replace the pacemaker with a dead battery.

The idea of ​​development is to use the principle of electrolyte dual purpose. For many years it was believed that the role of electrolyte in a battery is only one - the transfer of ions from electrode to electrode. However, researchers from ORNL were able to prove that the electrolyte may have another function - working in tandem with the cathode in order to provide improved battery properties.

According to Chengdu Liang, thanks to the emergence of a dual-purpose electrolyte, today it is possible to design batteries with electrical density that was previously inaccessible.

The scientists used a solid electrolyte of lithium thiophosphate as the ion transport medium. "As the battery we developed develops, a lithium fluoride salt is produced. Thanks to it, the electrochemical activity of the electrolyte increases. The electrolyte connected to the cathode turns from an inactive capacitive battery cell into an active one," explains Chendu Liang.
