In accordance with Art. 37 Federal Law "About fire safety" the employer must:

  • comply with fire safety requirements, as well as comply with instructions, orders and other legal requirements of fire protection officials;
  • develop and implement measures to ensure fire safety;
  • carry out fire prevention propaganda, as well as train their employees in fire safety measures;
  • include fire safety issues in the collective agreement (agreement);
  • maintain fire protection systems and equipment in good condition, including primary fire extinguishing equipment, and prevent their use for other purposes;
  • assist the fire department in extinguishing fires, establishing the causes and conditions for their occurrence and development, as well as in identifying persons guilty of violating fire safety requirements and causing fires;
  • provide, in accordance with the established procedure, when extinguishing fires in the territories of enterprises, the necessary forces and means;
  • provide access to fire protection officials, in the exercise of their official duties, on the territory, in buildings, structures and other facilities of enterprises;
  • to provide, at the request of officials of the state fire supervision, information and documents on the state of fire safety at enterprises, including on the fire hazard of their products, as well as on fires that have occurred on their territories and their consequences;
  • immediately inform the fire brigade about fires that have occurred, malfunctions of existing fire protection systems and means, about changes in the condition of roads and driveways;
  • promote the activities of volunteer firefighters;
  • ensure the creation and maintenance of fire departments at facilities included in the list of facilities approved by the Government of the Russian Federation that are critical to the national security of the country, other especially important fire hazardous facilities, especially valuable objects of cultural heritage of the peoples of the Russian Federation, where fire protection is mandatory ( with the exception of facilities where facility, special and military units of the federal fire service are being created).

The heads of organizations carry out direct management of the fire safety system within their competence at subordinate facilities and are personally responsible for compliance with fire safety requirements.

Responsibility for violation of fire safety requirements is borne by:

  • property owners;
  • heads of federal executive bodies;
  • heads of local self-government bodies;
  • persons authorized to own, use or dispose of property, including heads of enterprises;
  • persons who are appointed in an established manner to be responsible for ensuring fire safety;
  • officials within their competence.

Article 38 of the Federal Law "On Fire Safety" provides for penalties for offenses in the field of fire safety.

The grounds and procedure for bringing the heads of organizations to administrative responsibility for offenses in the field of fire safety are established by the legislation of the Russian Federation.

Scientists have explained people's addiction to fences, small fences, fences, borders and capital walls. It turns out that in the human brain there is a special - and rather large - department that processes information about spatial boundaries. This information helps us to navigate in space.

"Boundaries in the environment affect how we move within them," said study author Soojin Park of Johns Hopkins University. During the experiment, the subjects were shown images of objects on a flat surface, objects surrounded by a low wall, and objects surrounded by high walls. With the size of the walls, the activity of the brain areas responsible for processing visual information increased; however, another area of ​​the brain was equally excited at the sight of large and small fences.

When the brain receives a picture of the spatial structure, which it recognizes as an obstacle and a limitation, another area is excited - the retrosplenial cortex, located deep in the brain. It is also involved in the processing of landscapes and interiors, however, it is now clear that this site controls navigation in space to a greater extent than assessment of the terrain.
