Safe Operation

1. Introduction

1.1. The instruction on labor protection is the main document that establishes for workers the rules of conduct at work and the requirements for the safe performance of work.

1.2. Knowledge of the Instructions on labor protection is mandatory for workers of all categories and skill groups, as well as their immediate supervisors.

1.3. The administration of the enterprise (workshop) is obliged to create conditions at the workplace that meet the rules for labor protection, provide workers with protective equipment and organize their study of this Instruction on labor protection.

Each enterprise must develop and communicate to all personnel safe routes through the territory of the enterprise to the place of work and evacuation plans in case of fire and emergency.

1.4. Each worker must:

  • comply with the requirements of this Instruction;
  • immediately report to your immediate supervisor, and in his absence, to a higher manager about the accident that has occurred and about all violations of the requirements of the Instruction that he has noticed, as well as about malfunctions of structures, equipment and protective devices;
  • be aware of personal responsibility for non-compliance with safety requirements;
  • keep the workplace and equipment clean and tidy;
  • ensure the safety of tool protection equipment, devices, fire extinguishing equipment and labor protection documentation at their workplace.

It is forbidden to carry out orders that contradict the requirements of this Instruction and the "Safety Rules for the Operation of Electrical Installations" (PTB). Moscow: Energoatomizdat, 1987.

2. General requirements for labor protection

2.1. Persons not younger than 18 years of age who have passed a preliminary medical examination and who have no contraindications to perform the above work are allowed to work in this working profession.

2.2. A worker must undergo an introductory briefing upon hiring. Prior to being allowed to work independently, a worker must pass:

  • initial briefing at the workplace;
  • verification of knowledge of this Instruction on labor protection;
  • the current Instructions for rendering first aid to victims in connection with accidents during the maintenance of power equipment;
  • on the use of protective equipment necessary for the safe performance of work;
  • PTB for workers who have the right to prepare a workplace, carry out admission, be a foreman, observer and member of the team to the extent that corresponds to the duties of responsible PTB persons;
  • vocational training programs.

2.3. Admission to independent work is issued by an appropriate order for the structural unit of the enterprise.

2.4. A newly hired worker is issued a qualification certificate, in which an appropriate entry must be made about checking knowledge of the instructions and rules specified in clause 2.2, and the right to perform special work.

The qualification certificate for on-duty personnel during the performance of official duties may be kept by the shop shift supervisor or with him in accordance with local conditions.

2.5. Workers who have not passed the knowledge test within the established time limits are not allowed to work independently.

2.6. The worker in the process of work must pass:

  • repeated briefings - at least once a quarter;
  • verification of knowledge of the Instructions on labor protection and the current Instructions for providing first aid to victims in connection with accidents during the maintenance of power equipment - once a year;
  • medical examination - once every two years;
  • checking knowledge on PTB for workers who have the right to prepare a workplace, carry out admission, be a foreman, supervisor or team member - once a year.

2.7. Persons who have received an unsatisfactory mark during the qualification test are not allowed to work independently and must undergo a second test no later than one month.

In case of violation of safety regulations, depending on the nature of the violation, an unscheduled briefing or an extraordinary test of knowledge should be carried out.

2.8. In the event of an accident, the worker is obliged to provide first aid to the victim before the arrival of medical personnel. In case of an accident with the worker himself, depending on the severity of the injury, he must seek medical help at a health center or provide first aid (self-help) to himself.

2.9. Each employee must know the location of the first aid kit and be able to use it.

2.10. Upon detection of faulty devices, tools and protective equipment, the worker informs his immediate supervisor.

It is forbidden to work with faulty devices, tools and protective equipment.

2.11. To avoid electric shock, do not step on or touch broken, hanging wires.

2.12. Failure to comply with the requirements of the Instruction on labor protection for a worker is considered as a violation of production discipline.

For violation of the requirements of the instructions, the worker is liable in accordance with applicable law.

2.13. At the workplace of the fish elevator operator, the following dangerous and harmful production factors take place:

  • moving and rotating mechanisms;
  • increased voltage of the electrical circuit.

2.14. To protect against exposure to hazardous and harmful factors, the following protective equipment must be used.

To protect against electric shock, the driver must use: dielectric gloves, galoshes, dielectric carpets, grounding devices, insulating stands.

When servicing moving and rotating machinery, there should be no flying parts of clothing that can be caught in the moving parts of the machinery.

In rooms with operating equipment (with the exception of control panels), a protective helmet should be worn.

2.15. The driver must be provided free of charge by the administration of the enterprise with personal protective equipment in accordance with the nature of the work performed.

3. Labor protection requirements before starting work

3.1. Before starting work, the driver must put the work clothes in order, fasten the cuffs of the sleeves, tuck in the clothes so that there are no hanging and fluttering ends, and remove the hair under a tight-fitting headgear.

3.2. The workplace must be put in order, remove all foreign objects that interfere with the work.

3.3. Carry the tool to the workplace on the fish elevator only in a special bag or box. It is forbidden to carry the tool in your pockets or in your hands when climbing the stairs to the crane or entering the winch room of the container.

3.4. Before starting work, it is necessary to check the serviceability of the blacksmith's tool:

  • hammer handles, chisels must be smooth and not cracked. By the free end of the handle should thicken somewhat to avoid slipping out of the hands;
  • the strikers of hammers and sledgehammers must have a smooth, slightly convex surface without gouges, chips, potholes, cracks and burrs;
  • handles mounted on the pointed ends of the files must be pulled together with metal bandage rings;
  • crowbars should be straight, with drawn and pointed ends;
  • impact tool (chisels, notches, cores, etc.) must have a smooth occipital part without cracks, burrs, work hardening and bevels. There should be no damage at the working end. When working with a percussion tool, it is necessary to use safety glasses to prevent solid particles from entering the eyes;
  • the screwdriver must have a well-pointed working part;
  • wrenches must have parallel jaws and correspond to the size indicated on them, their working surfaces must not have knocked down bevels, and their handles must not have burrs.

3.5. When descending and ascending stairs, you must hold on to the handrails with both hands, rearranging your hands one by one. Do not take both hands off the handrails at the same time.

3.6. To work with the use of a manual hoist, it is necessary to obtain permission from the person responsible for the good condition of the lifting mechanisms in the workshop.

4. Labor protection requirements during work

4.1. In order to avoid tightening of clothing, it is forbidden to descend into the hatch of the winch fish elevator during the movement of the incentive grid.

4.2. It is forbidden to be on the rails of the trolley when driving the trolley off the incentive grid. Before giving a command to move the trolley, the driver must warn the personnel in the trolley operation room.

4.3. The dimensions of the wrenches used in the process of work must correspond to the dimensions of the faces of the tightened elements. Extension of wrenches with additional levers, second wrenches or pipes is prohibited. When working with wrenches, avoid breaking the wrench.

4.4. Spilled oil products must be immediately cleaned up and the place where they were spilled must be wiped dry or covered with sand.

4.5. When pouring water on the control keys, they should be operated with dielectric gloves.

4.6. Cleaning, repair and inspection of the fish elevator in operation and its parts (mechanical and electrical) must be carried out after it has been stopped and the power supply has been turned off by an electrician. It is forbidden to repair the fish elevator until it has completely stopped.

4.7. The fish elevator operator is prohibited from:

  • operate faulty equipment, as well as equipment with faulty or disabled emergency shutdown devices;
  • open the doors of distribution cabinets, panels and assemblies;
  • Clean fixtures and replace burnt out bulbs.
  • in case of insufficient illumination of the workplace due to lamp burnout, the driver must call the electrician on duty, and before he arrives, use an electric lantern;
  • touch bare or bare wires;
  • stop manually rotating or moving mechanisms;
  • lean and stand on platform barriers, railings, protective casings of couplings and bearings, walk along pipelines, as well as structures and ceilings that are not intended for passage through them and do not have special fences and railings;
  • move on randomly thrown objects (bricks, boards, etc.);
  • be in the area of ​​production of works on lifting and moving goods by hoisting mechanisms and loaders;
  • to clean near mechanisms without safety fences or with poorly fixed fences;
  • wrap cleaning material around the hand or fingers when wiping the outer surfaces of working mechanisms. As a cleaning material, cotton or linen fabrics stored in a closed metal box should be used. Dirty cleaning material should be put away in special boxes for dirty cleaning material;
  • use metal bars, rods and other random means and devices when cleaning;
  • use combustible substances (gasoline, kerosene, acetone, etc.) when cleaning premises and equipment;
  • clean, wipe and lubricate the rotating or moving parts of the mechanisms through the guards and put your hands behind them for lubrication and cleaning.

4.8. When rotating mechanisms are taken out for repair, the starting equipment and shut-off valves of the mechanism must be set in a position that ensures the safety of repair work. The mechanism activation drives must be locked with chains or other devices and devices.

On the disconnected drives and handles of the starting devices of the mechanism, safety signs should be posted: "Do not turn on, people are working!", And at the place of work - the sign "Work here".

4.9. When working with power tools, the following safety precautions must be observed:

  • protect the wire supplying the power tool from mechanical damage;
  • do not carry the power tool by the wire;
  • do not repair the power tool yourself;
  • de-energize the power tool at the end of work;
  • it is forbidden to work at height from ladders;
  • do not connect the power tool to the lighting network if the plug connection is faulty.

4.10. To make a string of loads only in good working order and appropriate load-handling devices, having a mark on the test period and load capacity.

4.11. In case of insufficient illumination, portable lamps with a voltage of no higher than 36 V should be used. In especially unfavorable conditions of high humidity or tightness, the voltage of the lamp should not exceed 12 V.

4.12. All trial inclusions, both during repair and after it, can be carried out after checking the possibility of starting only at the direction and in the presence of the person responsible for the repair. At the same time, it is necessary to make sure that there are no people, as well as foreign objects and tools on the lift.

5. Labor protection requirements at the end of work

5.1. Before the end of the shift, the driver must clean the service area.

5.2. All tools, devices and protective equipment should be put in order and placed in cabinets and racks.

5.3. Inform the shifter of all available comments and malfunctions of the equipment and report on the delivery of the shift to his higher duty personnel.

5.4. Take off overalls and work shoes, put them in the work clothes closet and, if necessary, take a shower.

5.5. It is prohibited to hand over a shift during the liquidation of an accident.
