Safe Operation

1. General requirements for labor protection

When operating handcars, railcars, and motor locomotives, the driver and drivers of the handcars must follow these instructions, as well as:

  • safety rules for railway workers on electrified lines;
  • rules for technical operation and safety regulations for the operation of consumer electrical installations;
  • safety instructions for electricians of the contact network;
  • rules for the design and safety of operation of cranes;
  • instructions for the operation and maintenance of railcars, motor locomotives and railcars TsRB-4069;
  • fire safety rules at railway transport facilities.

Persons at least 18 years of age who have passed a medical examination, have a certificate for the right to drive the corresponding unit of motor-rail transport, a qualification group for electrical safety of at least III, have undergone instructions, passed tests and are subsequently periodically tested in their knowledge are allowed to drive motor railcars, railcars, and motorized locomotives. :

  • rules for the technical operation of railways;
  • alarm instructions;
  • instructions for the movement of trains and shunting work;
  • regulation on the discipline of railway workers;
  • instructions for the operation and maintenance of handcars, motor vehicles and the NRV-4069 motor railcar.

The driver (driver) of a handcar or railcar is responsible for compliance with this and other instructions; failure to comply with these requirements is regarded as a violation of production discipline. Persons who violate instructions are liable in accordance with current legislation.

The driver (driver) must comply with the internal regulations of the enterprise; drinking alcoholic beverages, using drugs, and smoking in railcars, railcars, motor vehicles, garages, duty stations, warehouses and fuel and lubricants premises is prohibited.

When performing official duties, the driver (driver) is obliged to use special clothing and personal protective equipment, which are provided free of charge.

Requirements for ensuring fire safety, explosion safety.

In places of permanent parking, points of deployment and repair of motor-rail vehicles (MTR), boxes with sand with a capacity of 0,5 m should be installed. Fire station.

At the MRI, two charged fire extinguishers of the OU-5 type must be located in the designated places.

Prohibited in MRI parking areas:

  • use open fire, smoke and work with blowtorches and welding machines;
  • recharge batteries;
  • when inspecting refueling, cleaning fuel tanks, use open fire and smoke;
  • wash bodies, parts or assemblies, as well as hands and clothes with gasoline;
  • refuel and park the car in the presence of a fuel system leak;
  • store firecrackers without appropriate packaging in boxes;
  • allow the accumulation of rags or dirt impregnated with combustible substances.

It is prohibited to leave free-hanging temporary wires on railcars and railcars.

It is not allowed to protect electrical circuits on machines with non-standard fuses.

It is prohibited to operate railcars and railcars with diesel engines that do not have drain pipes in the fuel supply tank, as well as when the muffler drain pipes are clogged with carbon formation, preventing the drainage of unburned fuel and oil.

All protective equipment for electrical equipment must be in full working order. Electrical connections must have reliable contact, and disconnected wires must be reliably grounded.

Power wires, lighting wiring and control circuits must be properly insulated and tested.

The main methods of extinguishing a fire.

The person responsible for organizing fire extinguishing on a handcar, motorized locomotive or motor carriage is the driver (driver), who is required to know fire hazardous areas, the location of fire extinguishing equipment and be able to use them.

If detected while driving along the stretch, you must immediately stop and take measures to extinguish the fire with carbon dioxide fire extinguishers. When stopping, measures must be taken as provided for in the rules of technical operation when a train is forced to stop on a stretch.

The gas stream from the fire extinguisher should be directed towards the visible fire; the stream should be directed from top to bottom onto vertical surfaces so that, as it flows down, it also extinguishes the fire. Extinguishing fires on rolling stock located at a distance of more than 7 m from the contact network can be allowed without relieving the voltage.

In this case, it is necessary to ensure that the gas stream does not touch the contact network and other live parts.

Hot wires, electrical equipment and electric machines must be extinguished with carbon dioxide and dry sand.

If the fire cannot be extinguished on its own, the driver (driver) is obliged to request a fire train in the prescribed manner, isolate the hot car from rolling stock, wooden buildings and other structures and sound the fire alarm.

It is forbidden to transport fuel and lubricants to the MRI.

The machinist (driver) is obliged to know and follow safety rules when on the railway tracks.

The driver (driver) must know the rules of first aid and be able to practically provide first aid to the victim.

When performing your official duties, be careful and do not be distracted by extraneous matters.

Come to work well rested. Have with you a certificate of knowledge testing with assignment of an electrical safety group, a certificate of the right to operate an MRI, a certificate of testing knowledge of instructions, a certificate of the right to operate crane installations.

Keep tools, signal accessories, fire equipment, and personal protective equipment in good condition.

On the territory of the enterprise, in the garage, offices:

  • comply with the requirements of occupational safety signs and hazard warning signals;
  • do not stand under lifted loads;
  • cross the viewing ropes on the transitional bridges or decks;
  • do not go beyond the safety guards of the equipment;
  • Do not touch electrical appliances and their terminals, general lighting fittings and overhead contact supports. If you detect a broken contact wire, take measures to fence off the area where the contact wire is broken and report the incident to the energy dispatcher. If you find yourself at a distance of less than 8 m from a broken wire lying on the ground, move away from it in small (no more than 0,1 m) steps;
  • do not open the doors of electrical cabinets under voltage;
  • walk only on official routes;
  • be careful, monitor the movement of locomotives, wagons, cranes, cars and other vehicles;
  • During shunting, entering (exiting) the MRI from the garage, do not stay in places and areas marked with the sign “Caution! Oversized place.”
  • When climbing onto a trolley (carriage) and getting off, face the steps and hold the handrails with your hands.
  • while on the railway tracks the following requirements:
  • walk along the tracks on the side of the road or in the middle between tracks, paying special attention to locomotives and cars moving along adjacent tracks;
  • cross the tracks at right angles, stepping over the rails, making sure that there are no locomotives or cars moving at a dangerous distance in this place;
  • before crossing tracks occupied by rolling stock, on the transition platforms of cars, make sure that in this place there are no locomotives or cars moving along the adjacent track;
  • when leaving the transition platform, hold on to the handrails and face the carriage, make sure there are no obstacles to the exit;
  • pass between uncoupled cars or locomotives if the distance between automatic couplers is at least 10 m;
  • walk around groups of cars or locomotives standing on the tracks at a distance of at least 5 m from the automatic coupler.

Do not:

  • stand or sit on the rails, stand between the points and the frame rail or in the grooves with the crosspieces of the movable cores of the turnouts;
  • be on the steps, stairs and other external parts of railcars (railcars) when they are moving;
  • cross the tracks on turnouts;
  • cross (run across) the path in front of approaching rolling stock;
  • crawl under rolling stock and climb onto automatic couplers when crossing tracks.

After leaving the premises at night, wait a while for your eyes to get used to the darkness.

When leaving the track from indoors or from behind buildings that impair the visibility of the track, first make sure that there is no rolling stock moving along it.

Keep the trolley (carriage) clean and do not allow it to be cluttered with foreign objects.

Before changing brake pads and other parts of the lever brake system, close the disconnect valves that disconnect the brake cylinders from the air distributor, turn off the air distributor and bleed air from the reservoirs. When inspecting the mechanical equipment of the crew part, it is prohibited to test the brakes and set the MRI unit in motion.

Control and responsibility for compliance with the safety requirements of persons on the trolley (carriage) rests with the driver (driver).

While the trolley (carriage) is moving, it is prohibited for workers to be on the platform of the trolley (carriage).

The operator (driver) must report cases of injury and detection of malfunctions on MRI, devices, tools and protective equipment to the head of the workshop, the energy dispatcher.

Railcars (railcars) should have medical kits.

To prevent hand skin diseases when coming into contact with diesel fuel and lubricants, use protective ointments, pastes, and “biological” gloves. After finishing work involving the use of protective pastes, wash your hands with soap and water. After washing your hands, it is recommended to lubricate them with boric petroleum jelly or lanolin cream, lightly rubbing them into the skin.

A handcar, motor locomotive or railcar equipped with generators and electric motors must be equipped with protective equipment:

  • dielectric gloves - 2 pairs;
  • insulating mats - 2 pcs;
  • dielectric rubber boots - 2 pairs;
  • tool with insulated handles (pliers, screwdriver).

Operators (drivers), as well as engineering and technical workers of the distance, are required to know and follow these local instructions.

2. Labor protection requirements before starting work

When accepting a shift, before leaving the garage, the driver (driver) is obliged to look and check the serviceability of the machine - the condition of the engine, chassis, spring suspension, braking equipment, crane installation; if necessary, make sure the correct coupling with the trailer, the correct coupling with the trailer, the correct loading and fastening of the cargo, the reliability of fastening the crane installation and the rotary isolated platform, check the availability of signaling accessories, spare parts and tools according to the inventory, the integrity and cleanliness of the insulators of the isolated platform, electrical lines and mechanical tests.

Check the condition of fuel tanks, gasoline units, storage of lubricants. Spilled fuel or lubricants are cleaned up. The test results are recorded in the machine's technical condition log.

Before leaving or entering the garage, the driver (driver) must make sure that the gate is open and secured, no one is between the rail and the gate, check whether the components of the railcar (trolley) and the cargo are coming out, the dimensions of the rolling stock, whether the cargo is secured, make sure the path is clear and that the workers have moved at least 2 m from the path. After this, it sounds a sound signal and sets the car in motion. The speed of movement when withdrawing (water) vehicles should not exceed 3 km/h.

All operations to eliminate emerging malfunctions, inspect, adjust and lubricate must be carried out only with the electrical network de-energized and the mechanisms and assemblies stopped. Work under the frame of machines is allowed only when the trolley, motor carriage and motor locomotive are braked and brake shoes are installed under the wheels of both wheel pairs. When accepting the machine, check the presence and inspection of protective equipment. It is prohibited to use protective equipment whose expiration date has expired.

Before repairing malfunctions of devices and air leaks in connections, devices and containers under pressure, first turn them off and release the compressed air. It is prohibited to open and close valves and taps by hitting them with a hammer or other objects.

Before testing the brakes, the driver (driver) must warn those present about this, make sure that there are no people under the trolley or carriage, check whether any work is being carried out to inspect and repair the carriage and the lever transmission, then check the activation of the brake devices.

Before inspecting the batteries, disconnect them and remove the fuses. Use a portable light during inspection.

During inspection, the driver (driver) of a handcar or railcar is prohibited from approaching contact network devices or power lines closer than 2 m.

The following malfunctions are not allowed on railcars and motor vehicles equipped with shunt devices:

  • absence of a thrust bolt on the short arm of the lever (limiting the tilt of the lever);
  • breakage of the adjusting spring;
  • lack of chain fuses on the lever.

When transporting people on railcars or railcars, in each case a responsible employee is appointed to ensure their safety. It is prohibited to bring unauthorized persons to the MRI.

3. Labor protection requirements during work

Before requesting from the place, first make sure that the members of your team are in the office. Close the cab doors before moving.

While driving, it is prohibited:

  • protrude from the side windows of the cab to the limits of the bay window;
  • open front doors and lean out of them;
  • be on stairs, steps, platforms and other parts of the MRI.

Get off the railcars, railcars, or motor vehicles only after it has stopped completely, having first carefully inspected the stopping place and made sure that the exit is safe. In the dark, illuminate the exit area. Do not get off your vehicle if rolling stock is approaching or moving along the adjacent track. Proceed with the inspection of the CDM and repair of the MRI equipment only after stopping. It is prohibited to inspect and repair an MRI unit while a train is passing on an adjacent track. When stopping the MRI on a descent or ascent, take measures to slow down and only then proceed with inspection or repair.

When inspecting and repairing MRI repairs, use portable lights or a battery-powered flashlight while outside.

When a train moves in the opposite direction along an adjacent track, crew members must move to the side of the driver’s (driver’s) working seat and monitor the condition of the oncoming train, the contact network structure, and the power supply.

When oncoming trains move along adjacent tracks on a stretch or stations in the dark, switch the spotlight to the “Bright light” position to inspect the condition of the oncoming train, the structure of the contact network, and power supply.

Carry out all work on connecting and disconnecting pneumatic gloves and checking the clutch of automatic couplers only with the MRI braked. Before disconnecting the connecting hoses of the brake line, switch the end valves. Before blowing the brake line, take the connecting hose near the head, then open the tap.

Safety requirements when working on a handcar, motor carriage, or motor vehicle in one person.

When leaving the MRI booth to inspect its components, apply the auxiliary brake, check that there is pressure in the brake cylinder, apply the handbrake, and lock the front door and windows. Place brake shoes under the wheelset on opposite sides.

In the event of a sudden deterioration in health along the route and the occurrence of emergency situations that threaten traffic safety and the safety of those working on the railway. tracks in the rolling stock, take measures to urgently stop the MRI, report the incident via radio to the station duty officer and tell the order of subsequent actions.

With the MRI unit stalled, you can perform the following operations:

  • check the availability and serviceability of protective equipment, signaling accessories and fire-fighting equipment;
  • control the correct coupling of railcars, railcars and a trailer unit;
  • charge the brake line with compressed air, test the brakes;
  • wipe the windows, wipe the lower and frontal parts of the body, clean the cabin and platform;
  • replace burnt-out lamps in the cabin, spotlight lamps when the lighting circuits are de-energized;
  • inspect mechanical and braking equipment and secure them.

Carry out these operations without haste, carefully, and in compliance with safe work practices.

When inspecting the engine, accessories and electrical equipment, de-energize all electrical circuits.

It is prohibited to climb onto the roof of the cabin, isolated platforms, or other equipment in electrified areas.

When the machine is operating, all protective covers and guards preventing access to rotating and live parts must be closed.

It is not allowed to leave the machine during operation or transfer control to another person who does not have the right to do so.

The machinist (driver) is obliged to follow the lines of mechanical and electrical tests of the isolated site and crane installation. Mechanical tests of isolated areas of railcars and railcars are carried out once every 1 months. During testing, the railcar (trolley) must be slowed down and guarded. It is prohibited to stand on it or touch it.

Protective equipment must be tested and located in specially designated areas. Brake shoes must be painted black and have a mark on the upper horizontal surface of the runner; vertical stripes must be painted on both sides of the runner with white paint.

When carrying out work on the contact network by AGV and ADM railcars in electrified areas, remember that the working and neutral platforms are under voltage, and drivers are prohibited from climbing onto them or approaching them.

The entrance to the work site of the AGM and ADM railcars must be closed. It can be opened by the work manager after completing organizational and technical measures.

The organization and execution of loading and unloading operations is carried out in accordance with the safety regulations for loading and unloading operations on railways. transport. Wherein:

  • at night, loading and unloading of materials is allowed only when the illumination of the work site is 5 lux at all levels of slinging and lifting loads in electrified areas, while the direction is removed from the contact network devices and grounding rods are installed;
  • to work on loading and unloading materials with cranes on railcars and railcars, persons who have the appropriate slinging licenses are allowed as slingers;
  • the person responsible for the safe movement of goods by cranes must be in charge of the operation of the crane installation;
  • when a train is allowed to travel on an adjacent track, work on the crane installation is stopped;
  • when loading and unloading materials, they must be slinged with serviceable slings;
  • it is allowed to start working with a crane on railcars, AGV, ADM railcars only after stopping them on the brakes and grips;
  • lifting of frozen or littered loads is not allowed.

4. Labor protection requirements in emergency situations

in the event of an emergency, the trolley or railcar must be stopped and braked, and the station duty officer must be informed via radio.

In the event of a forced stop on a stretch and the impossibility of further movement of a handcar, motorized locomotive or railcar, the driver (driver) is obliged to:

  • stop the MRI, if possible, at a site and area with good visibility, unless an emergency stop is required;
  • find out the possibility of further travel after stopping and, if it is not possible, turn off the engine, brake the car with the hand brake, lock the doors, put on the brake shoe and check the condition of the tail signals;
  • if the reason for the stop cannot be eliminated within 20 minutes, secure the railcar in accordance with the PTE, signaling instructions and report the incident to the station duty officer or train dispatcher.

Upon dispatch of the auxiliary locomotive, the driver (driver), in accordance with the instructions received from the train dispatcher or station duty officer, carries out the established procedure for fencing the standing trolley, motor vehicle or railcar from the side of the expected assistance. The auxiliary locomotive must move the trolley (car) at a speed not exceeding that established by the car's passport when the locomotive is moving at the head.

In addition, when stopping on a stretch equipped with automatic locking, the trolley is of a non-removable type, when its further independent movement by the train behind it without assessing the locomotive from the train in the manner prescribed by the instructions for movement and shunting work.

When the machine stops working, the driver (driver) is obliged to ensure the safety of the MRT parking on stationary tracks, indicated by the station duty personnel.

In the event of an emergency and if workers are injured (poisoning, sudden illness), the injured machinist (driver) must provide first aid and arrange for their delivery to the nearest medical facility.

5. Labor protection requirements at the end of work

Before entering the territory of the enterprise (workshop) of a railcar, motor vehicle, or railcar, the driver (driver) must make sure that:

  • the garage door is open and locked in the open position;
  • no one is between the rail and the gate;
  • makes sure that the path is clear and those working on the territory of the enterprise (workshop) have moved at least 2 m from the path;
  • the speed of movement when driving into garages should not exceed 3 km / h;
  • there are no people in the viewing ditch on which you will put the MRI.

The entry of a handcar, motor vehicle, or railcar into the garage is carried out under the supervision of the work manager (manufacturer).

After bringing the car into the parking place, apply the handbrake or place brake shoes under the outer wheel pair on opposite sides, and turn off the engine.

At the end of the work shift (in case of shift duty), return the railcar. In this case, the person handing over the car and the person accepting it are obliged to jointly:

  • inspect and check the serviceability of the machine (condition of the engine, chassis, spring suspension, braking equipment, crane installation, isolated platform of the railcar);
  • availability and serviceability of protective equipment and mounting devices, signal accessories, tools, spare parts according to the inventory;
  • check the presence and balance of fuel, oil.
