Safe Operation

1. General provisions

1.1. Men who have reached the age of 18, have a certificate for the right to perform asphalt concrete work and are recognized by a medical commission as suitable for this work are allowed to perform asphalt concrete work.

1.2. When starting a job, an asphalt concrete worker must undergo introductory training on labor protection, industrial sanitation, fire safety, techniques and methods of providing first-aid to victims and must be familiarized with the working conditions, rights and benefits for working in harmful and dangerous working conditions. , about the rules of conduct in case of accidents.

Before starting work directly at the workplace, the asphalt concrete worker must undergo initial training on safe methods of performing work.

On the conduct of introductory briefing and briefing at the workplace, appropriate entries are made in the Logbook for the registration of introductory briefings on labor protection issues and the Logbook for the registration of briefings on labor protection issues. At the same time, the signatures of both the one who was instructed and the one who instructed are required.

1.3. An asphalt concrete worker, after initial instruction at the workplace, must undergo an internship for 2-15 shifts (depending on length of service, experience and the nature of the work) under the guidance of an experienced asphalt concrete worker, who is appointed by order (instruction) for the organization’s enterprise.

1.4. Repeated instruction on the rules and techniques of safe work and labor protection must be completed by an asphalt concrete worker:

  • periodically, at least once a quarter;
  • with unsatisfactory knowledge of labor protection no later than a month;
  • in connection with an admitted case of injury or violation of labor protection requirements that did not lead to injury.

1.5. The asphalt concrete worker must know the requirements for ensuring road safety in places where road work is carried out on highways.

The place of work must be surrounded by an inventory barrier fence with the installation of the necessary road signs.

It is prohibited to work on the road without a guardrail. In the dark, it is necessary to fence the work area with red lights and provide it with sufficient lighting (at least 10 lux).

1.6. Mobile trailers should be equipped at the work site for rest and shelter for workers in bad weather. Tools, a first aid kit, a drinking water tank, and fire extinguishing equipment should also be stored there.

1.7. Wooden hand tool handles should be made from hardwood, smoothly finished and securely fastened.

1.8. The handles of sledgehammers and picks must be smoothly processed and wedged with oak or metal wedges, and the handles of shovels must be secured with screws.

1.9. Pneumatic tools (hammers, rammers) should be well adjusted. The valves on the handles of pneumatic tools must fit tightly and do not allow air to pass through in the closed position, open easily and close quickly when the pressure on the control handle is stopped.

It is forbidden to work with a defective tool.

1.10. An asphalt concrete worker who is part of a complex team must be trained in safe techniques for all types of work performed by the team.

1.11. Asphalt concrete work near railway tracks must be carried out by an asphalt concrete worker under the guidance of an engineer and technical worker.

1.12. The asphalt concrete worker must keep the workplace in order - not allow it and the work sites to be cluttered with waste, materials, and various objects.

1.13. It is prohibited to carry out asphalt concrete work in unlit or darkened work areas.

1.14. It is prohibited to work near unfenced open wells, pits, or hatches.

1.15. An asphalt concrete worker must work only in special clothing and safety shoes provided for by the Standard Industry Standards: cotton overalls, leather boots, canvas mittens and canvas knee pads.

An asphalt concrete worker must wear a safety vest when carrying out road repair work. Workwear and special footwear must be in good working order and correspond to the height and size of the worker.

2. Safety requirements before starting work

2.1. The asphalt concrete worker must:

  • inspect your workplace and approaches to it;
  • on the instructions of the foreman, install inventory barrier fences with the necessary road signs on the approaches to the work site;
  • receive instructions on the procedure for receiving the asphalt concrete mixture that will be transported by dump trucks;
  • receive and inspect hand and power tools, eliminate all identified faults, replace unsuitable tools.

2.2. The asphalt concrete worker must wear overalls, safety shoes.

In the presence of dangerous and harmful production factors, the asphalt concrete worker must use personal protective equipment:

  • when working with a mechanized tool - goggles;
  • in the presence of aerosols, vapors of organic solvents, preparation of cold mastics, priming of bases with a spray - RU-60N respirator;
  • for repair robots - signal vest.

3. Safety requirements during work

3.1. While working, the asphalt concrete worker must remain at his workplace, carefully monitor the signals given by vehicle drivers, the asphalt paver operator and the foreman, and must not be distracted by extraneous conversations and run across the road in front of moving vehicles.

3.2. It is not allowed to go outside the installed fences onto the roadway open for vehicle traffic while working.

3.3. When laying asphalt concrete mixture on roads, you must face moving vehicles and machinery.

3.4. Staying on the control platform of a working asphalt paver, as well as in the bunker and near the working parts of the paver is not allowed.

3.5. While the asphalt paver is operating, it is not permitted to hold a working tool on the machine frame or work platform or lower it into the paver hopper.

3.6. Do not carry out any work in front of a running paver.

3.7. When delivering asphalt concrete in dump trucks, the asphalt concrete worker must comply with the following labor safety requirements:

  • when the dump truck approaches the asphalt paver, be on the side of the road opposite to the one on which the movement is taking place;
  • do not approach the dump truck until it comes to a complete stop;
  • do not stand on the running board of the car until it stops (when measuring the temperature of the mixture that lies in the body, and in other cases);
  • not to be under a raised body of a dump truck;
  • do not cross the road between an asphalt paver and a dump truck that has not yet stopped;
  • do not stand on the chassis and do not climb into the body of the dump truck.

3.8. There should only be an asphalt concrete worker near the asphalt paver bin, who is responsible for giving the necessary signals to the dump truck driver.

3.9. To avoid burns, do not:

  • when loading the asphalt paver hopper, be near the side walls of the hopper;
  • touch the casing, which is located under the screed plate, while it is heating up;
  • remove stones or other objects from the asphalt concrete mixture with your hands when laying. They must be removed with a rake, shovel or special devices.

3.10. Raised bodies of dump trucks should be cleaned of residual asphalt concrete mixtures with a shovel or scraper with extended handles (at least 2 m), while standing on the ground. It is prohibited to stand on the wheels and sides of the dump truck and knock on the bottom.

The mixture that fell outside the walls of the asphalt paver bunker during loading may be transferred to the bunker only after its final unloading from the dump truck.

3.11. Do not remove any remaining mixture from the paver hopper while the power is running.

3.12. While rollers and other self-propelled machines are operating, it is not allowed to pass between them, or to correct coating defects (rub porous areas, etc.) in front of the moving roller.

3.13. When unloading asphalt concrete mixture from a dump truck for manual placement, the asphalt concrete operator must stand away from the body, which is overturning.

If the rear side of a dump truck is jammed, it should be opened using special metal hooks while standing on the side.

3.14. It is possible to spread the hot asphalt concrete mixture manually using shovels over a distance of no more than 8 m. It is not permitted to transfer the hot mixture to the place of laying.

3.15. If it is necessary to supply hot asphalt concrete mixture to a laying site at a distance of more than 8 m, it is necessary to use stretchers with sides on three sides at least 8 cm high or wheelbarrows with unloading turned over forward.

3.16. Tools used to form asphalt concrete pavement from a hot mixture must not be heated over a fire. It should be heated in mobile braziers. Fryers must be installed in fire-safe places for workers and transport.

3.17. Stowing tools during a break in work is only permitted on the side of the roadway or in a fenced area.

3.18. To test defective areas on an asphalt concrete surface, it is necessary to use pneumatic tools or, for small volumes of work, special axes with handles at least 1 m long and sledgehammers.

3.19. When working with pneumatic tools, it is necessary to take the following labor protection measures:

  • put on protective goggles;
  • turn on the air supply only after the tool is in the working position;
  • when working with a jackhammer, the shoulder of the lance should always be pressed against the axlebox;
  • the peak of the jackhammer should not go deep into the road surface until the end spring stops;
  • prevent idling of the tool;
  • when carrying, hold the tool by the handle or body (it is not allowed to carry the tool by the hose or working part);
  • during breaks in work, as well as when moving from one place to another, it is necessary to turn off the air supply to the tool;
  • Fittings and clamps should be used to secure hoses. It is prohibited to secure hoses with wire;
  • hoses of pneumatic tools must be protected from twisting, sharp bends and pinching by any object;
  • Do not use pneumatic tools if the workplace does not provide a stable position.

3.20. It is allowed to connect or disconnect a rubber hose to a pneumatic tool only after turning off the air supply and releasing the pressure in the hoses.

3.21. The tool must be adjusted so that there is no strong kickback during operation. If you feel a sharply increased vibration, you must inform the technician about it.

3.22. It is prohibited to grind sinks and level laboratory cuttings on an asphalt concrete surface without fencing the work area with portable road signs “Repair work”.

3.23. When heating bitumen on line in mobile bitumen boilers, the following requirements must be observed:

  • install the boiler at a distance of 50 m from the place of work;
  • load bitumen into the boiler gradually, in small pieces, avoiding splashing;
  • Load the boiler with bitumen no more than 2/3 of its capacity to prevent leakage during heating.

3.24. When bitumen is spilled with an asphalt distributor, it is prohibited to be within 15 m of the spill site.

3.25. It is prohibited to rest (sit or lie) in the area of ​​working machinery, on the roadway or near traffic areas. You should eat and rest in a safe place indicated by the master.

3.26. During a thunderstorm, road construction work should be stopped and workers should hide in mobile trailers.

3.27. When applying insulating mastic materials to hot surfaces, wear safety glasses.

4. Safety requirements after finishing work

4.1. After the completion of the work, the asphalt concrete worker must:

  • extinguish the firebox of the mobile bitumen boiler (while heating the bitumen in it) and close the neck of the boiler with a lid;
  • clean the bunker of the paver;
  • tidy up the workplace and aisles;
  • turn on signal lighting on the fence (barrier);
  • clean hand and power tools and devices and put them in the designated storage place;
  • clean work clothes, safety shoes and personal protective equipment from dust and other dirt and put them in the designated place;
  • wash hands and face with warm soapy water, take a shower.

4.2. Any problems noticed during work should be reported to the technical engineer.

5. Safety requirements in emergency situations

5.1. If bitumen foams, mix it vigorously with a mixer, preventing bitumen from penetrating into the firebox. If stirring fails to reduce foaming, pour some of the bitumen through the tap into a spare container.

5.2. If bitumen catches fire in the boiler, you must immediately tightly close the boiler lid and pipe and extinguish the firebox.

5.3. In the event of a fire, immediately move to a safe distance, inform the fire brigade and take extinguishing measures.

5.4. To extinguish bitumen that has spilled from the boiler, it is necessary to use carbon dioxide fire extinguishers and sand. Do not use water for this.

5.5. In case of accidents, the asphalt concrete worker must be able to provide first aid; if necessary, he must call an ambulance and inform the administration about what happened.
