Safe Operation

1. General requirements for labor protection

1.1. This instruction defines the basic requirements for labor protection for a fitter of instrumentation and automation (hereinafter referred to as instrumentation and automation) of organizations.

1.2. Persons who have reached the age of 18, have passed a medical examination, theoretical and practical training, a knowledge test in a qualification commission with the assignment of an electrical safety group of at least III and have received a certificate for admission to independent work are allowed to maintain and repair instrumentation and automation.

1.3. An instrumentation technician may be exposed to the following health hazards: electrical shock; poisoning with toxic vapors and gases; thermal burns.

1.4. Periodic testing of the knowledge of the instrumentation and automation fitter is carried out at least once a year.

1.5. The instrumentation and automation fitter is provided with overalls and safety shoes in accordance with applicable standards.

When working with electrical equipment, the instrumentation and automation fitter must be provided with basic and additional protective equipment to ensure the safety of his work (dielectric gloves, dielectric mat, tools with insulating handles, portable grounding, posters, etc.).

1.6. The instrumentation and automation fitter must be able to use fire extinguishing equipment, know their location.

1.7. The safety of operation of automation devices located in fire and explosion hazardous areas must be ensured by the availability of appropriate protection systems.

2. Labor protection requirements before starting work

2.1. Put on the overalls and special footwear provided for by the relevant standards. Overalls must be fastened, it must be without hanging ends. Safety shoes should be without metal nails and horseshoes.

2.2. Check the availability and serviceability of protective equipment, devices and tools used in the work.

2.3. Get an assignment from the direct supervisor of the work.

2.4. If necessary, issue a work permit for the performance of work of increased danger (hereinafter referred to as the work permit).

2.5. Information about the work is recorded in the operational journal.

2.6. Perform all necessary organizational and technical measures to ensure safe working conditions at the workplace.

2.7. To prepare the workplace when working on electrical equipment with voltage removal, after agreeing with the operational personnel, carry out the necessary shutdowns (switching) and take measures to prevent the supply of voltage to the workplace due to erroneous or spontaneous switching on of the switching equipment.

2.8. If it is necessary to carry out any work in the circuits or on the equipment of relay protection, electric automatics and telemechanics with the main equipment switched on, measures should be taken to prevent its accidental shutdown.

2.9. Before starting any repair work on the existing technological equipment and pipelines, it is necessary to coordinate these works with the relevant technological services. Repairs can only be made after disconnecting the automatic control and regulation devices from the equipment and pipelines by closing the shut-off valves on the lines connecting them. Warning posters must be posted at disconnection points.

3. Labor protection requirements during work

3.1. It is not allowed to install and use control and measuring devices:

  • without a hallmark or with an expired hallmark, without certificates and attestations;
  • not meeting the established measurement accuracy class;
  • damaged and in need of repair and verification.

3.2. When working in instrumentation and control devices, it is necessary to use a fitter's and assembly tool with insulating handles.

3.3. Work in the circuits of relay protection devices, electroautomatics and telemechanics should be carried out according to executive schemes; work without schemes (from memory) is prohibited.

3.4. Check equipment, relays and devices that are energized in damp or unheated rooms should be in dielectric galoshes or standing on a rubber mat.

3.5. It is not allowed to operate automation equipment in the event of a malfunction in the electrical supply circuits of devices and circuits connecting primary and secondary devices.

3.6. To ensure the safety of work carried out in the circuits of measuring instruments and relay protection devices, all secondary windings of measuring current and voltage transformers must be permanently grounded.

3.7. When working on current transformers or in their secondary circuits, the following safety measures must be observed:

  • busbars of primary circuits should not be used as auxiliary conductors during installation or current-carrying circuits during welding;
  • connection to the terminals of transformers should be made after the installation of secondary circuits is completed;
  • when checking the polarity, the devices with which it is produced, before applying a current pulse to the primary winding, must be securely connected to the terminals of the secondary winding.

When working in voltage transformer circuits with voltage supply from an external source, it is necessary to remove the fuses from the high and low voltage sides and disconnect the circuit breakers from the secondary windings.

3.8. It is not allowed to carry out work on the panels or near the location of the relay equipment that causes vibrations of the relay equipment.

3.9. It is not allowed to carry out work on checking and adjusting electrical appliances of automation and communications in the presence or possibility of a sudden appearance in industrial premises of explosive concentrations of vapors of oil products and gases, as well as in the performance of hazardous work on cleaning devices, replacing gaskets, seals, etc.

3.10. It is not allowed to open and inspect instrumentation and control devices in hazardous areas without removing the electrical voltage.

3.11. Control and measuring and control devices that do not have the appropriate marking on the type and level of explosion protection must be installed in rooms isolated from explosive environments.

3.13. Short-term use of electrical equipment of general industrial design for the repair, testing and verification of instrumentation and automation equipment installed in explosive zones is allowed only after issuing a work permit and subject to safety requirements during hot work.

3.14. It is not allowed to put tools, instruments and parts on the operating technological equipment, to clutter up the workplace or aisles with any objects.

4. Labor protection requirements in emergency situations

4.1. In the event of an emergency (increased gas contamination, fire, etc.), it is necessary to turn off the general switch, stop work, leave the danger zone, inform the shift supervisor, and begin to eliminate the emergency in accordance with the emergency response plan.

4.2. When catching fire in electrical installations, carbon dioxide and powder fire extinguishers should be used.

4.3. In the event of an accident, it is necessary to provide the victim with first aid, if necessary, call an ambulance, inform your immediate supervisor about this and keep the situation at the workplace unchanged until the investigation, if it does not pose a threat to employees and does not lead to an aggravation of the emergency.

4.4. The instrumentation and automation fitter needs to know and be able to put into practice first aid techniques for victims of electric current, toxic and aggressive substances, and thermal burns.

5. Labor protection requirements at the end of work

5.1. Remove temporary fencing and remove warning and prohibition posters.

5.2. Remove workplace.

Remove oil products spilled when opening devices for repair or disconnecting them from process equipment or pipelines, and cover the place flooded with oil products with sand or rinse with water.

5.3. Install permanent barriers.

5.4. Close the work permit. The work permit can be closed by operational personnel only after inspecting the equipment and the place of work, checking for the absence of foreign objects, tools and with proper cleanliness of the workplace.

5.5. After coordination with the operating personnel, make the necessary switching on (switching).

5.6. Document the completion of work with an entry in the operational log.
