1. General safety requirements

1.1. Persons at least 18 years of age who have undergone a medical examination, training and instruction for the right to work, as well as those with I qualification group in electrical safety, who have passed:

  • induction training;
  • fire safety briefing;
  • initial briefing at the workplace;
  • electrical safety training.

1.2. Refueling gas station must pass:

  • repeated briefing on labor safety at the workplace at least once every three months;
  • verification of knowledge of the Rules for the Design and Safe Operation of Pressure Vessels;
  • unscheduled briefing in the event of an accident and an accident at work.

1.3. The refueling station operator is obliged to:

  • comply with the internal regulations of the enterprise;
  • comply with fire regulations when refueling LPG equipment;
  • observe the rules for the design and safe operation of pressure vessels;
  • comply with the requirements of this manual;
  • comply with safety requirements when operating the equipment;
  • use for its intended purpose and take care of the issued personal protective equipment;
  • be able to use PPE, a gas analyzer, be able to provide first aid in case of carbon monoxide poisoning, burns, electric shock.

1.4. The refueling station operator must:

  • perform only assigned work and not transfer it to others without the permission of the master.
  • during work, be attentive, not be distracted and not distract others, do not allow persons who are not related to work to the workplace;
  • keep the workplace clean and tidy.

1.5. The territory of the gas filling station and water intake devices must be installed in such a way that there is a possibility for wastewater to enter outside this territory.

1.6. On the territory of a gas filling station it is prohibited:

  • car repair;
  • car parking;
  • refueling cars with gas in the presence of gas seepage from a tank or pipeline;
  • storage of any materials.

1.7. Cars are allowed on the territory of a gas filling station if there are spark arresters on the exhaust pipes.

1.8. The drain and refill area must be kept clean.

1.9. The filling station operator is issued the following personal protective equipment:

  • when performing work on refueling cars with gas - a cotton robe, combined gloves;
  • for outdoor work in winter, additionally: a jacket and trousers with a warming pad, felt boots;
  • in the summer in addition - a waterproof raincoat.

1.10. The main hazardous and harmful production factors under certain circumstances can be:

  • suffocation from lack of oxygen when working in a gassed room;
  • increased noise;
  • increased pressure in the cylinders;
  • fire hazard;
  • poisoning by products of incomplete combustion of gas.

2. Safety requirements before starting work

2.1. Put on the required overalls (robe, gloves).

2.2. Check the availability of fire extinguishing equipment, uncluttered driveways, prepare refueling equipment for work, check the serviceability and availability of grounding of tanks, refueling equipment, visually check the serviceability of electrical wiring and switches.

2.3. Before filling gas cylinders, check:

  • serviceability of the cylinder;
  • tightness of threaded and flanged connections;
  • serviceability of shutoff valves;
  • serviceability of the manometer;
  • serviceability of safety valves.

2.4. Visually check all fastening elements of the gas-cylinder installation to the chassis of the vehicle

3. Safety requirements during work

3.1. The refueling station operator is obliged to:

  • turn off the engine and remove the ignition key from the lock;
  • make sure there is no open fire;
  • ground the installation and the control post;
  • place wheel chocks under the wheels of the car.

3.2. The car gas filling station must be installed so that gas cars drive up from the side of the meter installation.

3.3. The power cable for powering electrical equipment must be stretched to its full length so that gas-cylinder vehicles cannot run over it.

3.4. By external inspection, check the serviceability of all electrical equipment with the central switch disconnected.

3.5. Turn on the central switch.

3.6. Briefly turn on the pump, check the direction of rotation of the motor.

3.7. Start the pump according to the sequence specified in the passport for the pump:

  • open the valves supplying gas to the pump; bypass valve and discharge valve;
  • turn on the electric motor and check the operation of the pump on the bypass;
  • open the valve to the counter;
  • open the valve installed on the vapor phase pipeline and the valve for removing the vapor phase from the car cylinder.

3.8. The procedure for refueling automobile cylinders:

  • before filling the car cylinder, check the cylinder check stamp in the driver's waybill and the signature of the person responsible for checking them; in cars, check the inspection mark on the cylinder plate;
  • connect the filling clamp to the filling valve of the automobile cylinder;
  • open the valve on the car cylinder;
  • open the valve from the tank truck;
  • turn on the remote control;
  • dial on the remote control the amount of the product being dispensed;
  • press the "Start" button;
  • turn on the electric pump;
  • open the valve on the filling clamp (the filling process should start).

3.9. After filling the car cylinder, you must:

  • close the valve on the filling clamp;
  • turn off the pump;
  • disconnect the filling clamp;
  • make a note on the itinerary.

3.10. Put dirty cleaning material in a tightly closed metal box.

3.11. The refueling station operator is prohibited from:

  • work without overalls, safety shoes and other personal protective equipment provided for this type of work.
  • refuel cars from an autogas tanker if its exhaust manifolds and pipes (mufflers) are leaky, the ground circuit is broken, the electrical wiring is damaged, there are no fire extinguishers;
  • use a steel tool to clean filling places;
  • use an open flame, a portable lamp, electric heaters and open coils in the workplace,
  • make an open fire and store flammable substances in an open form;
  • wash hands in oil, gasoline and wipe them with rags contaminated with sawdust and shavings.
  • carry out repairs independently at the filling station of the electrical part of the equipment, change burned-out fuses, electric lamps, connect to the power grid, etc.;
  • smoking, storing food and eating in the workplace.

3.12. Do not allow vehicles with fuel leaks, pops and muffler shots to enter the gas station.

3.13. Require all drivers to strictly follow the fire safety rules at the gas station. At the refueling point, the basic safety rules for refueling vehicles must be posted in a conspicuous place.

3.14. Keep the station area and premises clean. Clean up the area at least once a day.

3.15. Closely monitor the operation of the electric motors of the fuel pumps and their switches. If heating or uneven operation of electric motors, a short circuit phenomenon is noticed, stop work immediately.

3.15. During refueling, the driver must be at the connection point of the filling clamp.

3.16. The tanker and driver must be on the windward side of the vehicle.

3.17. Operations on loading and unloading devices during lightning discharges should be stopped.

3.18. Do not wash your car with gasoline.

3.19. Do not allow unauthorized persons to enter the territory of the filling station.

4. Safety requirements in emergency situations

4.1. The most typical emergencies during the performance of work by a filling station filler can be: rupture (breakage) of filling hoses and sudden failure of filling equipment, fire.

4.2. In the event of an emergency, the filling station operator must:

  • immediately stop the operation of faulty equipment and turn off the power supply, warning workers of the danger;
  • give a fire alarm (in case of fire) and, before the arrival of help, start extinguishing the fire with available means;
  • notify the head of the unit and contribute to the elimination of the emergency, as well as the investigation of its causes in order to develop emergency response measures;
  • proceed with the elimination of the most urgent malfunctions in compliance with general safety requirements.

4.3. In the event of a malfunction that violates the operation of the fuel pumps, the latter must be stopped, checked and corrected.

4.4. In the event of a fire, call the fire brigade by phone 01, notify the management and proceed to extinguish the fire with primary means (sand, felt mat, fire extinguishers - foam, sand, carbon dioxide.

4.5. In the event of an accident or an accident, turn off the equipment, provide first aid to the victim and call an ambulance, inform the management about the incident.

5. Safety requirements after finishing work

5.1. The refueling station operator is obliged to:

  • close all valves on the car gas installation;
  • turn off all electrical equipment, disconnect plug connectors, assemble the electrical cable.

5.2. Check the order on the territory of the gas station, if necessary, restore order.

5.3. Remove protective clothing, wash hands and face with warm soapy water or take a shower. Report all comments to the garage mechanic.

Chinese navigation system BeiDou 01.01.2020

After years of development, China's BeiDou (BeiDou Navigation Satellite System, BDS), which is the Chinese equivalent of the US GPS, European Galileo, and Russian GLONASS, is nearing a climax.

Project Manager Ren Chengki reported that the main constellation of BeiDou satellites has been formed - the last 56th and 57th satellites, they are also the 23rd and 24th satellites from the main constellation of the third-generation Beidou positioning system, were launched on December 23 by a Long March 3B rocket .

Since the launch of the first third-generation BeiDou satellites in November 2017, China has conducted a total of 18 launches, in which 30 satellites have been launched. In total, since 2000, when the deployment of the BeiDou satellite system began, the project has launched 57 satellites, including four test vehicles. BeiDou was launched commercially in late 2012 as a regional positioning system (in China and other parts of the Asia-Pacific region), and became global in late 2018. There are currently 46 operational Beidou satellites in orbit.

The China Satellite Navigation Office plans to place two more BeiDou satellites in geostationary orbit in the first half of 2020. Technically, this marks the completion of the third phase of Baidou's development and represents the culmination of the satellite system project in its current form. According to the project leader, the next major upgrade of BeiDou is planned no earlier than 2035.

Most Chinese users will be able to take advantage of the new global geopositioning system immediately without the need for any action. According to Nikkei, about 70% of Chinese smartphones already support BeiDou. In addition, there are already 120 partners declaring their readiness to use BeiDou for mapping.

As with Russia's GLONASS, China's desire to build its own satellite navigation system is driven by a desire to gain independence from the US and its GPS system. For China, the BeiDou system is one of the priority technology areas along with 5G and self-driving cars.
