Safe Operation

1. General requirements for labor protection

1.1. The operator of filling stations for refueling (gasoline and lubricating oils) cars, tractors and self-propelled road machines may be persons not younger than 18 years of age, recognized as fit for this work by a medical commission, who have undergone special training and received a certificate for the right to perform these works.

The use of female labor on leaded gasoline filling robots is prohibited.

1.2. The operator of filling stations hired must undergo an introductory briefing on labor protection, industrial sanitation, fire safety, techniques and methods for providing first aid to victims, be familiarized with the working conditions, rights and benefits for working in harmful and dangerous working conditions, against signature, about the rules of conduct in case of accidents.

Before starting work directly at the workplace, the operator must undergo an initial briefing on safe methods of performing work.

On the conduct of introductory briefing and briefing at the workplace, appropriate entries are made in the Registration Journal of the introductory briefing on labor protection and the Journal of registration of briefings on labor protection issues. At the same time, the mandatory signatures of both the one who was instructed and the one who instructed.

1.3. The operator of gas stations after the initial briefing at the workplace must, for 2-15 changes (depending on length of service, experience and nature of work), undergo an internship under the guidance of an experienced qualified operator, who is appointed by order (instruction) for the enterprise.

1.4. Repeated briefing on the rules and methods of safe work and labor protection, the operator must undergo:

  • periodically at least once a quarter;
  • with unsatisfactory knowledge of labor protection, no later than a month;
  • in connection with the assumption of a case of injury or violation of labor protection requirements, which did not lead to injury.

1.5. The operator of gas stations must work in overalls and safety shoes provided for by the Typical Industry Standards: when refueling vehicles with fuel and oils - a cotton gown, combined gloves.

When working with leaded gasoline additionally: rubber apron, rubber boots, rubber gloves.

On external robots in winter, additionally: a cotton jacket with an insulating lining, cotton trousers with an insulating lining, felt boots.

At other times of the year, in addition: a waterproof raincoat.

1.6. When registering an operator for work by order of the enterprise, according to the act, refueling equipment is assigned to him, which is transferred during two-shift work to a shift operator with an entry in the shift acceptance and transfer log.

1.7. Filling stations and points should be equipped with special storage facilities for petroleum products, gasoline and oil pumps, fire extinguishing equipment: fire extinguishers, sandboxes, shovels, hooks, tarpaulins, asbestos canvas, etc.

1.8. Tanks for storage of petroleum products must have tight lids, stoppers, closed with a key.

1.9. To repair containers and measure oil products, to open taps and plugs, in order to avoid sparking and a possible explosion, only copper-plated tools or tools made of strong non-ferrous metals should be used. It is forbidden to use a steel tool for this.

The drain pipes of the dispensing taps must also be made of non-ferrous metal.

1.10. Tips of drain hoses must be made of materials that exclude the possibility of sparking.

1.11. Manhole covers of drain wells must be opened at the time of draining oil products. All other times they must be closed.

1.12. It is not allowed to operate tanks for storage of petroleum products with faulty breather valves.

1.13. Drain hose ends must be grounded.

1.14. In order to prevent the occurrence and effect of static electricity during the movement of gasoline through pipelines and drain hoses, which can cause an explosion of gasoline vapors, all metal parts must be grounded.

1.15. Lighting fixtures must be in an explosive design.

On the territory of a filling station or point, only explosion-proof hand-held electric storage lamps of the miner's lamp type are allowed to be used. Use of other flashlights such as "flying mouse" is prohibited. The refueling place must have illumination of at least 50 lux.

1.16. The admission of unauthorized persons, as well as operators in a state of intoxication, to the territory of the gas station is prohibited.

1.17. Fire safety rules, telephone numbers of the fire brigade, the nearest medical center, administration, as well as warning signs "Flammable", "Do not burn", "Entrance to strangers is prohibited" should be posted at the gas station and gas station.

2. Safety requirements before starting work

2.1. The operator must put on proper overalls, safety shoes and check the availability of personal protective equipment (respirator, gas mask), first aid, and neutralization means (dichloramine, bleach, water, kerosene, soap).

2.2. The operator must check:

  • availability of fire extinguishing equipment;
  • availability and serviceability of grounding;
  • technical condition of refueling equipment.

3. Safety requirements during work

3.1. When refueling cars and road vehicles on the territory of fuel filling stations, it is prohibited:

  • smoke and use open fire, while safety signs "Flammable" must be posted;
  • work on an ungrounded column and equipment;
  • carry out any work not related to the receipt or release of petroleum products;
  • store fuel and lubricants in storage facilities not intended for this purpose;
  • refuel cars and road vehicles in the absence of a driver or driver, as well as with a running engine;
  • refuel cars and road vehicles in the presence of a fuel leak from the fuel system, as well as with an open neck of fuel tanks;
  • refuel cars and road vehicles during the discharge of oil products from tanks, as well as filling oil products into tanks and refuel vehicles during a thunderstorm;
  • troubleshoot, touch electrical equipment and fittings, lighting devices and starting devices;
  • refuel trucks and cars or self-propelled road equipment when people are in them (in the body, cabin or cabin);
  • refuel vehicles loaded with flammable goods (chemical goods, etc.).

3.2. Refueling of cars and road machines must be done by the operator only in a mechanized way.

3.3. The operator is obliged to ensure that the filling equipment is installed on the site of the filling point according to the developed scheme, in which, if necessary, the vehicles could disperse.

The operator must:

  • know that the most dangerous factors that may affect it during operation are: flammable substances, leaded gasoline and other petroleum products;
  • be attentive to the signals of drivers of refueling equipment.

4. Safety requirements after finishing work

4.1. Turn off the filling equipment during single-shift operation, and for two-shift operation, transfer it to the shifter with a mandatory entry in a special journal.

4.2. Remove overalls, wash hands and face with soap and water (preferably with warm water), ventilate overalls and store in a fireproof cabinet.

4.3. It is forbidden to wash your hands in gasoline, kerosene, and also wipe them with a dirty rag and sawdust.

4.4. If leaded gasoline comes into contact with the skin, it must be immediately washed off with a clean cloth soaked in kerosene, and then washed off with warm water and soap.

4.5. If leaded gasoline gets into your eyes, seek medical attention immediately.

4.6. Places on which gasoline has been spilled should be wiped with a rag soaked in kerosene, covered with sand or bleach solution.

5. Safety requirements in emergency situations

5.1. During a thunderstorm, it is prohibited to refuel cars, tractors and self-propelled road vehicles.

5.2. In the event of a fire in cars or fuel, stop refueling or draining and give an emergency signal, drive the car away from the refueling point, call the fire brigade and start extinguishing the fire.
