Instructions for labor protection when servicing oxygen cylinders Occupational Safety and Health / Standard instructions for labor protection Safe Operation 1. General requirements for labor protection 1.1. Knowledge of safe working conditions and the implementation of this instruction is the responsibility of the person servicing oxygen cylinders and oxygen equipment. 1.2. Work related to the acceptance, dispatch, storage, transportation and operation of oxygen cylinders is allowed for persons at least 18 years old who have passed all types of safety briefings, technical training, passed the exam and have a certificate for the right to operate oxygen cylinders. Re-examination of knowledge is carried out by the commission every 12 months. Persons who have not passed the retest are prohibited from operating oxygen cylinders and oxygen equipment. 1.3. Persons operating oxygen cylinders and oxygen equipment need to be aware of the main hazards associated with this operation: 1.3.1. Pure oxygen is the strongest oxidizer 1.3.2. Oxygen in contact with oils leads to ignition and explosion, 1.3.3. Oxygen in contact with most substances and materials forms combustible and explosive mixtures, 1.3.4. The oxygen in the cylinder is under pressure of 160 kg/sq. cm, so the cylinders must be protected:
1.3.5. Safe limit of air enrichment with oxygen at leaks of 23% by volume. 1.4. The point of installation of the oxygen cylinder must be provided with means to prevent the cylinders from falling (nests, clamps); when eliminating fires: sand, fire extinguisher OP-5. In pharmacies, it is allowed to store no more than 2 oxygen cylinders, which must be installed in a metal cabinet in a vertical position. 1.5. The metal cabinet at the bottom of the doors must be provided with ventilation holes. 1.6. A person operating oxygen cylinders and oxygen equipment must strictly follow and comply with the requirements of this manual. 2. Requirements for oxygen cylinders, oxygen reducers and oxygen lines 2.1. The cylinder should be delivered to the institution painted blue with a black inscription "Medical oxygen". The place of branding of the cylinder is marked with a yellow border. 2.2. The cylinder must be clearly marked with the year of manufacture, serial number of the cylinder, working pressure, date of examination and date of the next test. 2.3. The cylinder must be equipped with a shoe and a protective cap. 2.4. The container must be free of oil, grease and other contaminants. 2.5. When accepting cylinders, it is necessary to carry out the appropriate registration in a special journal. 2.6. The reducer, as well as the oxygen cylinder, must be painted blue, equipped with an oxygen pressure gauge marked on the scale "Oxygen, oil hazardous". Other pressure gauges and reducers are prohibited. 2.7. Verification of pressure gauges and oxygen equipment is carried out once every 1 months by specialists of PTO "Medtekhnika" with flushing. 2.8. In addition, the pressure gauges are checked with a control pressure gauge once every 1 months, which should be recorded in a special journal. 2.9. It is forbidden to use defective oxygen equipment and equipment whose verification period has expired. 2.10. Filling the oxygen bag directly from the oxygen cylinder is prohibited. 3. Labor protection requirements before starting work 3.1. A person operating oxygen equipment and an oxygen cylinder must put on clean, easily removable overalls in accordance with established standards before starting work. 3.2. Wash hands and face thoroughly with soap, do not lubricate them with nourishing creams containing a fatty base. 3.3. Remove hair under a scarf or cap. 3.4. Carefully inspect the cylinder and make sure that there are no traces of oils and grease on it. 3.5. Check cylinder inspection date. 3.6. Check the presence of an oxygen reducer and serviceable, timely tested and degreased oxygen manometers. 3.7. Check the condition of the connecting flange. If the flange has deep radial risks or nicks, then such cylinders must not be used. 4. Labor protection requirements during work 4.1. Cylinder valves should be opened and closed manually, or with a special key made of soft non-ferrous metal with a handle, no longer than 200 mm. 4.2. The cylinder valve should be opened slowly and smoothly, as Opening too quickly can cause gas shock and sparks from static electricity. 4.3. When opening the valve, personnel must be away from the outlet of the valve. 4.4. When operating oxygen cylinders and oxygen equipment, the threaded connections of the cylinders should be constantly checked. Use only an aqueous solution of laundry soap to detect oxygen leaks. 4.5. If leaks and other malfunctions are detected, stop work, close the cylinder valves and call a representative of RMP "Medtekhnika". 4.6. The oxygen storage and distribution point must be kept in proper sanitary and technical condition (clean, without traces of rust and other contaminants), door hinges must be lubricated only with vacuum grease according to OST 38 0183-75. 4.7. It is forbidden to leave unfilled cylinders, use rubber tubes for oxygen pipelines and oxygen sampling. 4.8. It is forbidden for service personnel to disassemble and repair cylinders, pressure gauges, oxygen pipelines, hoses and other oxygen fittings. These works are carried out by specialists of RMP "Medtekhnika". 4.9. In case of any malfunction in the oxygen system, close the cylinder valve and inform RMP "Medtekhnika". 5. Labor protection requirements at the end of work 5.1. It is necessary to close the valve, release the pressure in the oxygen line through the shut-off valve, remove tools and accessories from the workplace, check the reliability of the fastening of the cylinders and the absence of oxygen leakage.
