1. General provisions

1.1. The instructions are intended for conducting initial and repeated briefings on labor protection issues in the workplace with a newly hired employee and during repeated briefings.

1.2. The position of motor operator at a diesel substation can be held by an employee who has reached the age of 18 and has a diploma in the specialty - motor operator, certified by the qualification commission for Group III in electrical safety.

1.3. The minder is allowed to work independently after:

  • introductory briefing;
  • passing a preliminary medical examination;
  • initial instruction;
  • studying the job description;
  • studying safety instructions (by type of work, when working with equipment) and fulfilling all the requirements of the instructions;
  • completing an on-the-job internship under the guidance of an experienced specialist, at his discretion - for 8 - 10 shifts.

1.4. When performing his functional duties, the mechanic is subordinate to the chief power engineer and deputy chief physician for technology, and can interact with all station employees.

1.5. Further, during the work process, the mechanic must undergo repeated briefings once every 1 months, once a year - periodic testing of professional knowledge and knowledge on labor protection issues, as well as repeated briefings on fire safety.

1.6. The mechanic, according to the “Regulations on medical examinations of workers of certain categories, approved by Order 3 of March 31.03.01, 45 No. 1,” must undergo a periodic medical examination once a year.

1.7. The mechanic must be provided with special clothing (cotton overalls, rubber gloves, safety glasses), and have warning and prohibition signs at his disposal.

1.8. During the work shift, the mechanic must fulfill the requirements of the internal labor regulations:

  • work conscientiously;
  • keep the place of work clean and tidy;
  • not be in a state of illness, alcohol or drug intoxication when performing official duties;
  • use protective clothing, personal and collective protective equipment correctly;
  • comply with all fire and electrical safety requirements, which are determined by the relevant instructions.

1.7. The hazards at work are:

  • the possibility of electric shock;
  • insufficient illumination of the workplace;
  • thermal factors - fires, explosions;
  • low human body resistance associated with poor health
  • concentrated acid,
  • diesel rotating parts,
  • which, if safety requirements are not followed, can lead to injury and illness, as well as the death of the victim.

1.8. The employee must comply with the requirements of sanitary standards and personal hygiene rules while working.

1.9. Those guilty of failure to comply with this instruction bear personal responsibility in accordance with the requirements of Article 14 of the Law of Ukraine “On Labor Protection”.

2. Safety requirements before starting work

2.1. Put on overalls, make a journal entry.

To avoid an emergency:

2.2. Check for lighting.

2.3. Check availability of personal protective equipment.

2.4. Check the availability of primary fire extinguishing equipment.

2.5. Visually check the condition of the ground.

2.6. Check for barriers.

2.7. Check the status of the warning alarm.

2.8. Do not allow the diesel engine to operate if the insulation resistance of the generator windings relative to the housing is below the standard specified in the instructions for the generator.

2.9. Perform a test run of the diesel power plant in accordance with the established procedure.

2.10. Carry out battery maintenance in a special suit, rubber gloves and safety glasses.

2.11. Pour acid into water, and not vice versa, to avoid splashing of acid when preparing electrolyte for batteries.

2.12. If a malfunction is identified during inspection of a diesel engine, it is necessary to report the malfunction to the responsible person.

3. Safety requirements during work

When the transformer substation is disconnected and the station electrician switches (according to the diagram) the main switchboard to power supply from the diesel substation, the mechanic starts the diesel generator, according to the instructions for starting and operating the diesel substation.

When operating a diesel substation, the following basic safety rules must be observed:

3.1. Do not touch the rotating parts of the diesel generator with your hands or tools during its operation, and ensure that the fan guards are in good condition.

3.2. Do not clean, lubricate, repair or adjust a running diesel generator.

3.3. Do not open the filler caps of the water radiator and the expansion tank of the cooling system while the diesel engine is running. When removing the water radiator cap on a hot, stopped diesel engine, to avoid burns, wear gloves and take precautions (there may be a release of coolant). The cooling system is refueled with the diesel engine stopped.

3.4. It is not allowed to operate a diesel generator with the power supply cap removed.

3.5. While the diesel engine is operating, it is prohibited to touch non-insulated live parts.

3.6. Monitor the status of the warning alarm. If signs of a malfunction appear, take measures to eliminate it.

3.7. Make sure that there are no flammable materials near the exhaust pipe while the diesel generator is operating.

3.8. Do not allow the diesel generator to operate with the plugs on the frame and front panel of the generator removed.

3.9. Keep unauthorized persons away from the diesel generator during operation.

4. Safety requirements after finishing work

4.1. When switching the main switchboard to power from the transformer substation, turn off the diesel generator and switch it to standby mode, observing all safety requirements.

4.2. Tidy up the room and tools.

4.3. Turn off lighting.

4.4. Lock up.

4.5. Make the necessary journal entries.

4.6. Take off your overalls, hang them in a specially designated place, and sanitize your hands.

5. Safety requirements in emergency situations

5.1. If deviations from the normal operation of the diesel generator occur, notify the chief power engineer.

5.2. If signs of malfunctions appear that threaten an accident, stop the diesel generator and eliminate the malfunction.

5.3. In the event of an emergency or accident:

  • in the electrical network - notify the chief power engineer;
  • In case of electric shock or other injuries, provide first aid to the victim.

In case of fire:

  • take measures to extinguish the fire using primary fire extinguishing means, report the fire by phone. 01;
  • when extinguishing fuels, lubricants and electrical equipment, it is strictly forbidden to pour water on the flame, you must use a fire extinguisher, sand and tarpaulin;
  • in the event of a breakdown of communal water supply and heating systems, it is necessary, acting according to the situation, to take measures to prevent the possible consequences of the accident;
  • report the incident to the person responsible for the organization;
  • take measures to preserve the situation of an accident or accident, if this does not pose a danger to the life and health of workers.
  • if necessary, inform management and provide assistance in transporting the victim to a medical facility.

5.4. First aid measures:

  • in the presence of an electrical injury, eliminate the effect of the electric current on the victim, try to determine his condition, in the absence of a pulse and breathing, ensure access of air to the lungs and immediately begin artificial respiration;
  • if a spinal injury is suspected, ensure immobility on a level board; for fractures, apply a splint to the injured limb;
  • in case of injuries - stop bleeding and apply a gauze bandage;
  • if the chemical gets into the eyes, rinse them with plenty of water;
  • if the chemical gets on the skin, rinse with plenty of water for 15-20 minutes;
  • in case of poisoning by gases and combustion products, the victim must be removed or taken out of the work area into fresh air;
  • for specialized help, you need to consult a doctor.
