1. Introduction

1.1. This instruction regulates the basic safety requirements when performing tire fitting work in a motor transport company.

1.2. The tire fitter must comply with the requirements of the instruction developed on the basis of this one and the instructions developed taking into account the requirements set forth in the standard labor protection instructions:

  • when removing and installing car wheels;
  • when moving around the territory and production premises of a motor transport enterprise;
  • fire prevention and burn prevention.

1.3. When a tire fitter observes a violation of safety requirements by another worker, he must warn him of the need to comply with them.

1.4. The tire fitter must also follow the instructions of the representative of the joint committee (commission) for labor protection or the authorized (trusted) person for labor protection of the trade union committee.

1.5. The tire fitter must know and be able to provide first aid to the victim in accordance with the standard instructions for providing first aid in case of accidents.

1.6. The tire fitter should not start performing one-time work that is not related to direct duties in the specialty without receiving targeted instruction.

2. General safety requirements

2.1. Individuals who are at least 18 years old and have the appropriate qualifications, who have received introductory training and primary instruction in the workplace on labor protection, trained in safe working methods, and also passed a knowledge test, are allowed to independently work on mounting and dismounting tires.

2.2. A tire fitter who has not undergone a timely re-instruction on labor protection (at least once every 3 months) should not start work.

2.3. When applying for a job, a tire fitter must undergo a preliminary medical examination, and in the future - periodic medical examinations within the time limits established by the Ministry of Health and Medical Industry of Russia.

2.4. The tire installer must comply with the internal labor regulations approved by the enterprise.

2.5. The fitter's working time should not exceed 40 hours per week.

The duration of daily work (shift) is determined by the internal labor regulations or shift schedule, approved by the employer in agreement with the trade union committee.

2.6. The tire installer must be aware that the hazards that may affect him in the process of performing work are: components and parts of the car; equipment and tools.

2.6.1. The components and parts of the car - the fall of the wheel, the departure of the retaining ring when pumping an incorrectly mounted wheel, lead to injuries with serious consequences, and sometimes to death.

2.6.2. Equipment and tools - the use of faulty tools and equipment, as well as incorrect working methods, can lead to injury.

2.7. It is forbidden to use tools, fixtures and equipment that the tire fitter is not trained and instructed to use.

2.8. The tire fitter must work in special clothing and, if necessary, use other personal protective equipment.

2.9. In accordance with the Model Industry Standards for the free issue of special clothing, special footwear and other personal protective equipment to workers and employees, the tire fitter is issued with:

  • cotton apron with bib;
  • combined gloves.

2.10. Tire fitter must comply with fire safety rules, be able to use fire extinguishing equipment. Smoking is allowed only in designated areas.

2.11. The tire fitter must be attentive during work, not be distracted by extraneous matters and conversations.

2.12. The tire fitter is obliged to inform his/her immediate supervisor about the observed violations of safety requirements at his workplace, as well as about malfunctions of equipment, devices, tools and personal protective equipment and not start work until the observed violations and malfunctions are eliminated.

2.13. The tire fitter must observe the rules of personal hygiene. At the end of work, before eating or smoking, wash your hands with soap and water.

For drinking, use water from devices specially designed for this purpose (saturators, drinking tanks, fountains, etc.).

2.14. For non-compliance with the requirements of the instructions developed on the basis of this and specified in clause 1.2, the tire mounter is liable in accordance with applicable law.

3. Safety requirements before starting work

3.1. Before starting work, the tire fitter must:

3.1.1. Wear personal protective equipment.

3.1.2. Inspect and prepare your workplace, remove all unnecessary items without cluttering up the aisles.

3.1.3. Check the condition of the floor in the workplace. If the floor is slippery or wet, demand that it be mopped or sprinkled with sawdust, or do it yourself.

3.1.4. Check the availability and serviceability of tools, fixtures and equipment.

4. Safety requirements during work

4.1. During work, the tire fitter must:

4.1.1. Carry out the dismantling and mounting of tires only at a tire fitting site equipped with the necessary equipment, fixtures and tools.

4.1.2. Before removing the wheel, hang the car or part of it on a special lift or using another lifting mechanism. In the latter case, special stops (shoes) must be placed under the wheels that cannot be lifted, and a special stand (tragus) must be placed under the suspended part of the car.

4.1.3. Move wheels and tires using lifting mechanisms (special devices). It is forbidden to roll them by hand.

When working with a pneumatic stationary lift to move large tires, fix the lifted tire with a locking device.

4.1.4. Make sure that the gearbox is covered with a cover when working on the tire demounting and mounting stand.

4.1.5. Before removing a tire from a wheel rim or a wheelless wheel from a hub, first loosen the spool, completely bleed the air from the chamber, and then unscrew the spool. The flanging of a tire that is firmly stuck to the rim is carried out using a special stand or puller.

4.1.6. To inspect the inner surface of the tire, use a spreader (expander).

4.1.7. Removal of metal objects, nails, etc. from tires. be done with tongs, not with a screwdriver, awl or knife.

4.1.8. Before mounting the tire, check the serviceability and cleanliness of the rim, bead and lock rings.

4.1.9. When mounting the tire on the wheel rim, install the lock ring so that it fits snugly into the rim recess with its entire inner surface.

4.1.10. Tires should only be inflated using a safety guard or a safety fork of sufficient strength and size.

4.1.11. When inflating tires without a dispenser, check the air pressure with a pressure gauge.

4.1.12. Tires should be inflated in two stages: first to a pressure of 0,5 MPa (0,5 kgf / cm2) with checking the position of the lock ring, and then to the pressure prescribed by the instructions.

If an incorrect position of the lock ring is detected, it is necessary to release the air from the tire being inflated, correct the position of the ring, and then repeat the previously indicated operations.

4.1.13. To inflate tires without dismantling if the air pressure in them has decreased by no more than 40% of the norm and there is confidence that the correct installation has not been violated.

If the pressure in the tire drops by more than 40% of the norm, it is necessary to dismantle the tire, make sure that the tube is in good condition and the correct position, then mount the tire and inflate it.

4.2. It is forbidden:

  • mount tires on rims of the wrong size, as well as use unsuitable removable flanges or lock rings;
  • use faulty rims (having dents, cracks, burrs, etc.);
  • inflate a tire with a loose locking ring;
  • correct and upset the lock ring when inflating the tire; inflate the tire above the established norm; knock out a disk with a sledgehammer;
  • adjust the compressor cylinder safety valve to a pressure higher than that set by the manufacturer, and also put additional weight on the valve.

5. Safety requirements in emergency situations

5.1. The tire fitter must immediately inform the employer about each accident that he witnessed, and provide the victim with first aid, call a doctor or help deliver the victim to a health center or the nearest medical facility.

If the accident occurs to the tire fitter himself, he should, if possible, go to the health center, report the incident to the employer or ask someone around to do it.

6. Safety requirements at the end of work

6.1. Upon completion of work, the installer must:

6.1.1. Tidy up your workspace. Turn off equipment. Remove tools and accessories to the place provided for them.

6.1.2. Remove personal protective equipment and put them in the place intended for them. Timely hand over special clothing and other personal protective equipment for dry cleaning (washing) and repair.

6.1.3. Wash your hands with soap.

6.1.4. Notify your immediate supervisor of any deficiencies found during work.
