The instructions apply to all departments of the enterprise. 1.2. According to this instruction, the driver is instructed before starting work (initial briefing), and then every 3 months (re-instruction). The results of the briefing are recorded in the "Journal of registration of briefings on labor protection issues". In the journal, after passing the briefing, there must be the signatures of the instructing and the driver. 1.3. The owner must insure the driver against accidents and occupational diseases. In case of damage to the driver's health due to the fault of the owner, he (the driver) has the right to compensation for the harm caused to him. 1.4. For non-compliance with this instruction, the driver bears disciplinary, material, administrative and criminal liability. 1.5. Persons at least 18 years of age who have undergone special training, have a certificate for the right to operate an electric winch, have undergone a medical examination, completed an introductory briefing on labor protection, on-the-job training and instruction on fire safety issues and have an electrical safety group of at least II. 1.6. The driver must: 1.6.1. Know the device (design), principle of operation and rules of technical operation of the winch. 1.6.2. Do not clutter up your workspace. 1.6.8. Do not walk or stand under a load. 1.6.9. Perform only the work that is entrusted to the head and in which he is instructed. 1.6.10. Do not allow strangers to your workplace. 1.6.11. Do not follow instructions that are contrary to the rules of labor protection. 1.6.12. Be able to provide first aid to victims of accidents. 1.6.13. Be familiar with the use of primary fire extinguishing equipment. 1.6.14. Remember personal responsibility for the implementation of labor protection rules and the safety of colleagues. 1.7. Depending on the work performed, the driver must use other personal protective equipment (safety helmet, respirator, safety glasses, etc.). 1.9. The installation location of the winch is determined by the work execution project (WDP) or the technological map. 1.10. The electric winch must be installed on a level surface outside the danger zone of other operating machines and mechanisms. 1.11. The dangerous zone in which loads are moved by a winch must be marked with a signal fence at least 0,8 m high, and signs prohibiting approach to it must be installed on the fence. 1.12. Safe delivery of cargo to the work site must be carried out in accordance with the requirements of the technological map for this type of work. 1.13. On the electric winch must be applied:

Ballast must be inventoried, weighed, labeled and secured to the winch frame. 1.16. If small-piece cargo is used as ballast, it must be placed in a metal box attached to the winch frame. The box must be such that precipitation does not fall into it and cargo is not lost. It is forbidden to use sand, crushed stone or gravel as ballast. 1.17. The driver's workplace must be connected to the cargo receiving areas by sound or light alarms. 1.18. From precipitation, the winch must be protected by a canopy. 1.19. Connecting the electric winch to the electrical network should be done using a power source containing switching and protective devices (a box with fuses or a circuit breaker and a switch). For connection, it is necessary to use cables with aluminum or copper conductors with rubber or plastic insulation. 1.20. External electrical wiring for temporary power supply must be located on supports at a height above the level of the ground, platform, or decking of at least:

Connecting and disconnecting the electric winch, as well as monitoring the good condition of the electrical part of the winch during operation, can only be performed by an electrician who has an electrical safety group of at least III. The driver is not allowed to do this work. 1.22. There must be an insulation pad installed at the driver's workplace. 1.23. The driver's workplace, as well as the platform on which the load is lifted, must be free of foreign objects. 1.24. The cable laid on the ground towards the winch must be placed in a wooden box or protected with a lattice casing. 1.25. If the load being lifted is out of sight of the operator, an experienced signalman must be appointed. 2. Safety requirements before starting work 2.1. Wear overalls and other necessary personal protective equipment. 2.2. Familiarize yourself with the records of the driver of the previous shift in the acceptance log. 2.3. Receive a task to perform the work and instructions on labor protection from the work manager. 2.4. Inspect the workplace, remove foreign objects, check the serviceability of devices and containers. 2.5. Make sure there are safe passages, a signal fence for the danger zone and safety signs on it; sufficient illumination of the working area. 2.6. Before starting the electric winch, the driver must check: 2.6.1. The presence of an insulating stand at the workplace. 2.6.2. External inspection: bearings, bushings, brake devices, cargo rope, clutches, ballast fastening. 2.6.3. Reliability of fastening of the cargo rope on the drum. 2.6.4. The condition of the lifting hook, the presence and serviceability of the locking device on it. 2.6.5. Reliability of tightening threaded connections. 2.6.6. Availability, serviceability and reliability of fastening of protective guards on the rotating parts of the winch. 2.6.7. Presence of lubrication and oil level in the gearbox. 2.6.8. Reliability of fastening of the console and the tap-off unit on the console. 2.6.9. Correct winding of the cargo rope on the drum. 2.6.10. Serviceability of the safety handle (ratchet device). 2.6.11. External inspection: the presence and integrity of the protective grounding of the electric motor housing and the starting device; wire insulation condition. 2.6.12. Idle operation of the starting apparatus by rotating the electric motor in the direction of unwinding the rope with the winch turned off. 2.6.13. Operating the braking device by repeatedly lifting and lowering a small load. 2.6.14. The presence and proper operation of the load height limiter. 2.7. If faults are identified that cannot be eliminated on their own, the driver must report this to the work manager and not begin work. 2.8. After eliminating the identified malfunctions, as well as before starting work, it is necessary to check the operation of all components of the electric winch at idle speed (without loading), having previously sounded a warning sound. 3. Safety requirements during work 3.1. During work, the driver must be attentive and not distract other workers. 3.2. Lifting and lowering loads should only be done upon a signal from the work manager (foreman, foreman). The "Stop" signal must be executed by the driver, regardless of who gave it. 3.3. During operation, the driver must ensure that: 3.3.1. The cable did not slip off the blocks (rollers). 3.3.2. The winch did not move while lifting the load. 3.3.3. The load was securely attached to the hook and did not swing during lifting (for this, guy ropes should be used). 3.3.4. The weight of the load did not exceed the lifting capacity of the winch (for this, the driver must be given a list of the load to be lifted indicating its weight). 3.3.5. The dog was on a ratchet wheel. 3.3.6. The braking device has been adjusted and protected by a safety guard. 3.3.7. The bearings and the gearbox housing did not warm up. 3.3.8. The lifting and lowering of the load was carried out smoothly without jerks. 3.4. The driver is prohibited from: 3.4.1. Perform lubrication, inspection and adjustment of individual winch components when the latter is in operation. 3.4.2. Work in the absence of protection of the rotating parts of the winch. 3.4.3. Perform work with faulty brakes and electric motor. 3.4.4. Independently connect (disconnect) the winch to the power supply and maintain its electrical part. 3.4.5. Stay near the rope. 3.4.6. Work at night without sufficient illumination of the working area. 3.4.7. Correct the winding of the rope on the drum when the winch is running. 3.4.8. Operate a winch in icy conditions, snowfall, thunderstorms, air temperatures below -20°C and wind speeds above 10 m/sec. 3.4.9. Disable or disable limit switches. 3.4.10. Be in the danger zone of the transported cargo. 3.4.11. Overload the container above the established norm. 3.4.12. Perform slinging work without having a slinger's certificate. 3.4.13. Transfer control of the winch to other workers, as well as leave it unsupervised. 3.4.14. Brake the winch drum using foreign objects when lowering the load. 3.4.15. Leave the winch during work. 4. Safety requirements after finishing work 4.1. Inspect all winch components, as well as containers and lifting devices. 4.2. Turn off the electric drive and lock the winch control panel. 4.3. Clean winch and motor. 4.4. Check the presence of lubricant on the rubbing parts and the oil level in the gearbox. 4.5. Place containers and lifting devices in the designated place. 4.6. Take off overalls, wash your face and hands with soap; take a shower if possible. 4.7. Report to the manager about all the shortcomings that occurred during work, make an entry in the winch acceptance log. 5. Safety requirements in emergency situations 5.1. An emergency situation may arise in the event of: electric shock, falling load, rope breakage, failure of individual winch components, etc. 5.2. If such a situation occurs, you should immediately stop work, disconnect the electric winch from the power supply, fence off the dangerous area, and do not allow unauthorized persons into it. 5.3. Report what happened to the supervisor. 5.4. If an accident occurs, provide first aid to the victim; if necessary, call an ambulance. 5.5. Providing first aid. 5.5.1. First aid for electric shock. In case of electric shock, it is necessary to immediately release the victim from the action of electric current by disconnecting the electrical installation from the power source, and if it is impossible to disconnect it, pull it away from the conductive parts by clothing or using insulating material at hand. If the victim has no breathing and pulse, it is necessary to give him artificial respiration and indirect (external) heart massage, paying attention to the pupils. Dilated pupils indicate a sharp deterioration in the blood circulation of the brain. In this state of recovery, it is necessary to start immediately, and then call an ambulance. 5.5.2. First aid for injury. To provide first aid in case of injury, it is necessary to open an individual package, apply a sterile dressing material, which is placed in it, to the wound and tie it with a bandage. If somehow the individual package was not found, then a clean handkerchief, a clean linen rag, etc. must be used for dressing. On a rag that is applied directly to the wound, it is advisable to drip a few drops of tincture of iodine to get a stain larger than the wound, and then apply the rag to the wound. It is especially important to apply the tincture of iodine in this way to contaminated wounds. 5.5.3. First aid for fractures, dislocations, shocks. In case of fractures and dislocations of the limbs, it is necessary to strengthen the damaged limb with a splint, plywood plate, stick, cardboard or other similar object. The injured arm can also be hung with a bandage or handkerchief from the neck and bandaged to the torso. In case of a skull fracture (unconsciousness after a blow to the head, bleeding from the ears or mouth), it is necessary to apply a cold object to the head (a heating pad with ice, snow or cold water) or make a cold lotion. If a fracture of the spine is suspected, it is necessary to put the victim on the board, without lifting him, turn the victim on his stomach, face down, while observing that the torso does not bend in order to avoid damage to the spinal cord. In case of a fracture of the ribs, a sign of which is pain during breathing, coughing, sneezing, movements, it is necessary to tightly bandage the chest or pull it off with a towel during exhalation. 5.5.4. First aid for burns with acids and alkali. If acid or alkali gets on the skin, the damaged areas must be thoroughly rinsed with a stream of water for 15-20 minutes, after which the acid-damaged surface should be washed with a 5% solution of baking soda, and the burnt with alkali - with a 3% solution of boric acid or an acetic solution. acids. If acid or alkali gets on the mucous membrane of the eyes, it is necessary to thoroughly rinse the eyes with a stream of water for 15-20 minutes, then rinse with a 2% solution of baking soda, and if the eyes are damaged by alkali, with a 2% solution of boric acid. In case of burns of the oral cavity with alkali, it is necessary to rinse with a 3% solution of acetic acid or a 3% solution of boric acid, for acid burns - with a 5% solution of baking soda. If acid enters the respiratory tract, it is necessary to breathe a 10% solution of baking soda sprayed with a spray gun, if alkali enters, a sprayed 3% solution of acetic acid. 5.5.5. First aid for bleeding. 5.5.5.1. Raise the injured limb up. 5.5.5.2. Close the wound with a dressing (from a bag) folded into a ball, press it from above, without touching the wound itself, hold for 4-5 minutes. If the bleeding stops without removing the applied material, put another pad from another bag or a piece of cotton on top of it and bandage the wounded area (with some pressure). 5.5.5.3. In case of severe bleeding that cannot be stopped with a bandage, compression of the blood vessels that feed the wounded area is applied by bending the limb at the joints, as well as with fingers, a tourniquet or a clamp.
