Safe Operation

General labor protection requirements

1. For independent work as a machinist for cutting and grouting joints (hereinafter referred to as the machinist), male persons at least 18 years old and who have passed:

  • appropriate professional training, including on labor protection issues, having a driver's license of the appropriate category and a certificate of the established form on the assignment of a qualification rank in the profession;
  • medical examination and recognized as fit for health reasons for work;
  • introductory and primary briefing at the workplace, internships and knowledge testing on labor protection issues.

2. Newly hired drivers undergo an internship in the amount of at least 5 shifts, followed by a knowledge test for admission to independent work.

3. The driver must:

  • comply with the internal labor regulations;
  • follow the rules of the road;
  • annually pass an examination of knowledge on labor protection;
  • perform only the work that is entrusted to the immediate supervisor of the work;
  • know and improve safe working methods;
  • maintain the workplace in accordance with the requirements of labor protection;
  • use tools, devices, inventory and personal protective equipment for their intended purpose, report their malfunctions to the work manager;
  • comply with the work production technology, apply methods that ensure labor safety, established in the labor protection instructions, work production projects, technological maps, operating instructions;
  • know the location and be able to use primary fire extinguishing equipment;
  • undergo appropriate theoretical and practical training and be able to provide first aid to victims of accidents and traffic accidents;
  • if necessary, ensure the delivery (escort) of the victim to a medical institution;
  • in accordance with the nature of the work performed, correctly use the personal protective equipment provided to him, and in case of their absence or malfunction, notify the immediate supervisor;
  • observe the rules of personal hygiene;
  • use personal protective equipment in accordance with the nature of the work performed in accordance with the Model Industry Standards for the free issuance of personal protective equipment to workers engaged in the operation, maintenance and repair of motor vehicles, construction, reconstruction, repair and maintenance of roads, approved by the decree of the Ministry of Labor and Social Protection of the Republic Belarus dated December 8, 2005 No. 166 (National Register of Legal Acts of the Republic of Belarus, 2006, No. 10,8/13638):

4. The driver is prohibited from:

  • appear and stay on the territory of the organization in a state of alcoholic, narcotic or toxic intoxication, with residual effects of intoxication;
  • operate the cutter and seam filler in a sick state, overwork, alcohol, narcotic or toxic intoxication, with residual effects of intoxication;
  • drink alcohol, use toxic or narcotic substances on the flight, in places of rest and work on the track;
  • start the engine by towing;
  • start work in case of fuel leakage in the power supply system and oil, in the lubrication system and hydraulics;
  • drive a saw and a seam filler in a sick or tired state, under the influence of drugs that reduce attention and speed of reaction, as well as transfer control of the car to a person in such a state;
  • use the car for personal purposes;
  • drive a car not assigned to the driver;
  • rest and sleep in the cab with the engine running, use it to heat the cab during long periods of parking;
  • when purging the power system or pouring fuel, suck it in by mouth;
  • store fuel and other flammable liquids, oily cleaning materials in the cab of the vehicle;
  • leave your place or leave the car, unless measures are taken to prevent spontaneous movement of the car.

5. Smoking is allowed only in specially designated areas, smoking in undesignated places and the use of open fire in places where cars are refueled with fuel and oil are not allowed.

6. A machinist may be involved in the repair and maintenance of a cutter and a joint filler if his qualifications correspond to the characteristics of the work performed or if he has an appropriate related profession.

7. The driver may be affected by dangerous and harmful production factors:

  • increased air pollution in the workplace;
  • elevated temperature of surfaces of equipment and materials;
  • moving machines and mechanisms;
  • increased level of vibration;
  • high or low air temperature;
  • dangerous zones (near pits, trenches and other differences in height, places over which cargo is moved by cranes);
  • soil collapse;
  • sharp edges, burrs and roughness on the surfaces of tools and equipment;
  • neuropsychic overload.

8. The assignment of the cutter and the filler of the seams to the driver is made out by order of the head of the organization.

9. The pourer and the seam cutter are used in accordance with the technological documentation for the production of works (projects for the production of works, technological maps), which indicates safety measures and procedures.

10. It is not allowed to use a cutter and a joint filler without technological documentation and protective measures taken in extreme conditions: with intersecting working areas, near excavations (pits, trenches, ditches), on a slope.

11. It is not allowed to use the cutter and joint filler in bad weather (when the wind speed is more than 15 m/s, thunderstorm, sleet, fog).

12. Works performed in the security zone of existing gas pipelines, oil pipelines, communication cables, electric cables under voltage, are carried out with the written permission of the organizations operating these underground communications, and under the supervision of representatives of these organizations. The permit must be accompanied by a plan indicating the location and depth of the communications.

13. Reconstruction and repair of the cutter and joint filler, requiring changes in the design of the machine, must be carried out according to the design and specifications developed by the organizations - manufacturers of the road construction machine, the parent and specialized organizations that have a design license.

14. For siphoning and purging the power system, special devices (pumps) must be used. It is not allowed to suck in fuel and purge the fuel system by mouth.

15. In the case of driving under bridges and tunnels, it is necessary to check the compliance of the allowable passage dimensions with the dimensions of this type of vehicle.

16. Injury cases should be immediately reported to the work supervisor or dispatcher.

17. A driver who does not comply with the requirements of this Standard Instruction is held liable in accordance with the legislation of the Republic of Belarus.

Occupational safety requirements before starting work

18. Before starting work, you must:

  • check the serviceability of personal protective equipment necessary for the performance of work;
  • put on overalls and safety shoes;
  • receive a task from the work manager, familiarize yourself with the work production project or technological map against signature;
  • check the presence of two fire extinguishers with sealed shut-off valves (powder manual with a capacity of at least 5 liters), a first-aid kit, at least two wheel chocks, an emergency stop sign or a flashing red light;
  • determine the working area of ​​the cutter and seam filler, the boundaries of the danger zone, the means of communication between the driver and the workers serving the cutter and seam filler, and the drivers of other machines. Safety signs and warning signs must be installed in the work area. The working area of ​​​​the cutter and the filler of joints in the dark must be illuminated;
  • check the availability and serviceability of protective fences, tools and equipment necessary for the performance of work;
  • check the condition and serviceability of the cutter and joint filler. In this case, special attention should be paid to the serviceability of the engine, running gear, steering and fractional control, brakes, sound signal, lighting devices, condition of the hydraulic system hoses;
  • make sure there is no solidified material in the pipeline.

19. Before starting work, workers, drivers of vehicles and drivers of road vehicles should be instructed about conditional signaling, about the order of movement, maneuvering of road vehicles and vehicles, turning points, entrances, places for storing materials and storing inventory.

20. Before starting the engine of the saw and jointer, make sure that the clutch is disengaged, the gear lever is in neutral, and the machine is braked.

21. Before starting to move from a place, the driver must give a warning signal and smoothly engage the clutch to start moving. A warning signal must also be given when braking, changing speed, turning and stopping the saw and joint filler.

22. Refueling of the cutter and joint filler with fuel, mastic should be carried out in compliance with fire safety rules.

23. All moving parts of the cutter and filler, as well as chain, belt and other gears must be protected. For ease of inspection and lubrication, guards should be easily removable or with opening doors.

24. When working at night and with poor visibility, regardless of the lighting of workplaces, working bodies and mechanisms must be illuminated.

25. It is not allowed to start work with fuel leakage in the power supply system and oil, in the lubrication system and hydraulics.

26. If a malfunction is detected in the fences, unreliability of soil fixing, landslides, cracks in the soil, the presence of boulders exposed on slopes, boulders, stones that are in an unstable state, and other dangerous phenomena, it is necessary to inform the work manager about this.

Occupational safety requirements during work

27. Check the serviceability of the personal protective equipment required to perform the work. Wear special clothing, special shoes and other personal protective equipment.

28. Check the serviceability of systems, assemblies, devices, assemblies and parts of the cutter.

29. Loading the boiler should be done with the machine running.

30. If there is unfinished asphalt left in the boiler, it must be heated up, and then manually turn the mixers with a special handle. The agitator can then be connected to a running diesel engine.

31. When loading the container with lumpy mastic, it is necessary to fix the lid with a spacer.

32. It is necessary to load the container with pieces of no more than 50 mm in size, cleaned of sand, paper, dirt.

33. When moving a joint cutter in freshly laid concrete, workers should not be on the bridge, it is allowed to lower the vibroknife only when the joint cutter is stopped; it is not allowed to stand on the vibroknife or put a load to increase the indentation of the vibroknife.

34. When cutting joints in hardened concrete, the worker must wear goggles and respirators.

35. In the process of work, it is necessary to periodically check the reliability of fastening of the protective covers of the cutting discs.

36. Checking the fastening of covers and discs on the spindles, as well as replacing the cutting discs, should be carried out with the engine off.

37. When working, it is not allowed:

  • adjust and move the seam saw with rotating discs and work in a non-fixed position;
  • while the engine is running, change discs;
  • leave the car with the engine running;
  • work with open blade guards.

38. It is not allowed to adjust the discs in a vertical position during operation.

39. In order to avoid breakage of the circle when the water supply is interrupted, the spindle must be raised and the clutch disengaged.

40. Workers involved in heating hot bitumen-based mastics should be instructed in safe work practices:

  • boiler loading and unloading;
  • warming up hot mastics;
  • transportation of mastics.

41. Bitumen-polymer mastics must be heated to the temperature specified in the passport-certificate of the company - the manufacturer of the sealant.

42. Heating must be controlled with a thermometer with a scale of at least 250°C.

43. Ignition of nozzles must be carried out only during parking and in strict accordance with the operating instructions.

44. When working with high-temperature mastic, you must be very careful not to be near the jet of hot mastic.

45. Loading into the boiler of solid bitumen-polymer mastic is carried out in small pieces after turning on the gas burner. After about half an hour, pieces of solid bitumen-polymer mastic are added.

46. ​​The volume of loading the boiler with bitumen-polymer mastic in the molten state should not be more than 50% of the geometric capacity of the boiler.

47. When preparing (heating up) hot bitumen-polymer mastic, the boiler lid must be closed at all stages of preparation.

48. During the operation of the joint filler, it is necessary to constantly monitor the condition of the safety valves in the compressed air supply system. Operation with defective valves is not permitted.

49. Safety valves of hydraulic and pneumatic systems of machines and compressor stations must be sealed. Self-adjustment by their drivers is not allowed.

50. When pouring joints, it is not allowed:

  • heat the drain hatch of the container for bitumen-polymer mastics with an open fire;
  • smoking while performing work operations;
  • use gasoline to operate injectors;
  • leave the nozzles lit while driving;
  • open the lid of the container during heating;
  • leave the filler on the roadway unattended;
  • to be in the area of ​​work of the filler of joints by unauthorized persons who are not involved in the technological process;
  • operate gas equipment in case of gas leakage and faulty pipelines, fittings and automation devices.

51. When transporting the cutter and jointer on a trailer, brake shoes must be placed under the wheels, the cutter and jointer must be attached to the platform using braces.

52. It is not allowed to leave the cutter and joint filler with a running (switched on) engine unattended. During a break in work, measures must be taken to prevent spontaneous movement and switching on, overturning of the cutter and joint filler under the influence of wind, in the presence of a slope of the terrain, due to soil deformation and landslide.

53. Refueling and refueling with fuel and lubricants and working fluids are carried out in a closed way.

Labor protection requirements in emergency situations

54. Stop work and turn off the equipment in use in situations that may lead to an accident or accidents.

55. During the clogging of the mastic dispensing line, it is necessary:

  • turn off the pump;
  • turn off the fuel supply to both injectors;
  • set the three-way valve to the "flushing" position;
  • turn on the pump and flush the mastic line.

56. In the event of a fire or ignition, the driver must:

  • immediately report a fire to the fire department by calling 101;
  • take measures to ensure the safety and evacuation of people;
  • start extinguishing the fire using the primary fire extinguishing equipment available at the facility;
  • immediately report the fire to the head of the facility.

57. Provide the necessary first medical aid to the victim at work, freeing him from the actions of the traumatic factor (electric currents, mechanisms).

58. In case of injury at work, immediately contact a medical institution and report the incident to the immediate supervisor, keep the workplace unchanged at the time of injury, if this does not endanger others and does not lead to an accident.

59. In the event of an accident, the necessary measures should be taken immediately to provide the victim with pre-medical care, deliver the victim to a medical facility, report the traffic accident to the State Automobile Inspectorate.

60. If the vehicle breaks down on the way and it is impossible for the driver to eliminate technical malfunctions, the driver must call for technical assistance and report the place of his forced parking to the bodies of the State Automobile Inspectorate of the Ministry of Internal Affairs of the Republic of Belarus.

Occupational safety requirements at the end of work

61. Upon arrival from the line, inspect the cutter and joint filler in accordance with the list of operations established by the operation manual.

62. At the end of the work, the operator must:

  • tidy up the workplace and flush the tank and pipelines completely with diesel fuel;
  • put the cutter and the seam filler in the place designated for its parking, turn off the engine;
  • put inventory stops under the wheels.

63. When parking on unlit sections of the road at night, it is necessary to protect the parking area with red lights.

64. After completing all work, remove personal protective equipment, place them in a storage place, wash hands and face with warm water and soap, take a shower if possible.

65. Washing hands in oil, gasoline, kerosene and wiping them with contaminated rags is not allowed.
