Safe Operation

1. General requirements for labor protection

1.1. Persons at least 18 years of age who have undergone training in safe methods and techniques for performing work, introductory briefing on labor protection and instruction on labor protection in the workplace, testing of knowledge of labor protection requirements, internship at the workplace are allowed to independently work on comprehensive maintenance and repair of buildings place. Conducting all types of briefings must be recorded in the Briefing Log with the obligatory signatures of the person who received and conducted the briefing. Repeated instructions on labor protection should be carried out at least once every 3 months, medical examination and no contraindications for health reasons.

1.2. A worker involved in complex maintenance and repair of buildings is obliged to comply with internal labor regulations and established work and rest schedules.

1.3. When performing complex maintenance and repair work on buildings, an employee may be exposed to the following hazardous and harmful production factors:

  • injuries when working with a faulty tool;
  • poisoning when working with paints and solvents;
  • fire when working with flammable and combustible liquids;
  • electric shock when working with a faulty portable power tool.

1.4. When performing various complex repair and maintenance works on buildings, the worker must use appropriate special clothing, special shoes and other personal protective equipment.

1.5. When working on complex maintenance and repair of buildings, follow fire safety rules and know the location of primary fire extinguishing equipment.

1.6. During the work process, follow the established procedure for performing work, rules for wearing special clothing and rules of personal hygiene, and keep the workplace clean.

1.7. Persons who have failed to comply with or violate the instructions on labor protection are subject to disciplinary liability in accordance with the internal labor regulations and, if necessary, are subjected to an extraordinary examination of knowledge of the norms and rules of labor protection.

2. Labor protection requirements before starting work

2.1 Wear protective clothing appropriate for the work performed.

2.2. Verify:

  • workplace for compliance with safety requirements;
  • the serviceability of the equipment and tools used, the quality of the materials used.

2.3. Before performing painting or other fire-hazardous work, make sure that primary fire extinguishing equipment is available.

2.4. Violations of safety requirements discovered before starting work should be eliminated on your own, and if it is impossible, report this to your immediate or superior manager, representatives of technical and (or) administrative services to take appropriate measures. Do not begin work until the problems are resolved.

2.5. Independent elimination of violations of labor safety requirements, especially those related to the repair and adjustment of equipment, is carried out only with appropriate training and permission to perform this type of work, subject to compliance with labor safety rules.

3. Labor protection requirements during work

3.1. Perform work only with serviceable, well-adjusted and sharpened tools.

3.2. Use the working tool only for its intended purpose.

3.3. Technological operations (sawing, trimming, chiseling, drilling, joining parts, planing, etc.) should be performed on a workbench in designated places. At the same time using stops and clamps.

3.4. To avoid injury to your hands when cutting material with a hacksaw, use a guide to support the tool blade.

3.5. When using a power tool (electric drill, power planer, etc.), follow the “Instructions on labor protection when working with power tools.”

3.6. When working at heights (more than 1,5 m), use durable, tested ladders and stepladders with rubber tips at the ends, install them securely and steadily, do not place foreign objects under the stops and follow the "Instructions on labor protection when working at heights" .

3.7. When performing painting work, the following requirements must be met:

  • prepare formulations taking into account instructions or technical specifications for components. Do not use paints, solvents, thinners or adhesives of unknown composition;
  • When cleaning plastered surfaces with scrapers, wear safety glasses and a dust respirator;
  • a solution of hydrochloric acid should be prepared by pouring a thin stream of acid into a vessel with water;
  • when cleaning surfaces with a chemical method (solution
  • acids) use safety glasses and rubber gloves, and also use a spatula with a long handle;
  • periodically clean scaffolding materials from waste materials and debris (paint, putty, etc.);
  • containers with materials (varnishes, nitro paints) containing explosive and fire hazardous vapors should be closed with appropriate plugs or lids during breaks in work and opened to prevent sparking using a brass hammer and chisel;
  • to protect hands when performing painting work, the worker should use rubber gloves, mittens or lubricate his hands with special protective and cleaning pastes;
  • when removing old paint by fire using a blowtorch indoors, it is necessary to ensure continuous cross-ventilation or forced ventilation;
  • metal roofs with a slope of more than 25°C should be painted from portable stepladders with sewn slats, and the stepladders must be securely fastened.

In premises for the preparation of compositions for painting work, as well as in places where nitro paints, paints and varnishes are used and other compositions that form explosive and flammable vapors, it is prohibited to use open fire and bring in lamps that are not explosion-proof.

3.8. After receiving a task from the foreman or work manager when repairing the roof, workers are required to:

  • prepare the necessary personal protective equipment (safety belt - when working at height; safety glasses when sharpening tools, preparing and cleaning the surface of roofing steel sheets; anti-noise liners - when making links for gutters, caps);
  • check the workplace and approaches to it for compliance with safety requirements;
  • select the tools, equipment and technological equipment necessary to perform the work, check their serviceability and compliance with safety requirements;
  • when working on the roof, check the integrity of the sheathing and rafters, as well as the presence of a fencing of the danger zone near the building in the areas where roofing work is carried out.

When performing procurement work on the repair of the roof, employees are required to:

  • when cutting roofing steel with a chisel, direct the cut part of the part in such a way that the fragments cannot cause damage to workers who are nearby;
  • secure the workpiece in a vice that is attached to the workbench;
  • When removing dust, rust, and metal shavings from the workbench, use special brushes;
  • cutting of roofing steel is carried out with special scissors with a manual or mechanical drive, keeping your hands no closer than 10 cm from the blade of the scissors;
  • When cutting with hand scissors, support short strips of metal or small parts with pliers.

Harvesting directly on the roof is not allowed.

During repairs, workers must access the roof in specially designated areas equipped with ladders, ladders and guardrails.

When performing work on a roof with a slope of more than 20, workers are required to use safety belts with fastenings in places indicated by the foreman or work manager.

During breaks in work, secure or remove tools or materials from the roof.

If weather conditions change (snowfall, fog or rain) that impair visibility within the work area, as well as wind increases to a speed of 15 m/s or more, workers are required to stop work on the roof and inform the foreman or work manager about this.

3.9. Employees are required to keep the workplace clean and tidy and not litter the workplace with foreign objects and waste.

4. Labor protection requirements in emergency situations

4.1. If a fire occurs, immediately notify the nearest fire department and immediate supervisor or general director and begin extinguishing the fire using primary fire extinguishing equipment.

4.2. A victim or eyewitness to an industrial accident must immediately notify his immediate supervisor. The manager is obliged to organize first aid for the victim and, if necessary, his delivery to a medical facility, and inform the general director and occupational safety engineer about the accident. At the same time, preserve for the investigation the situation at the workplace and the condition of the equipment as it was at the time of the incident, unless this threatens the life and health of surrounding workers and does not lead to an accident.

4.3. If a working tool fails or breaks, stop work and report this to the foreman or immediate supervisor.

4.4. In case of electric shock, immediately turn off the voltage and, if the victim does not have breathing or a pulse, give him artificial respiration or perform an indirect (closed) cardiac massage until breathing and pulse are restored and send the victim to the nearest medical facility.

5. Labor protection requirements at the end of work

5.1. Put the workplace, equipment, tools in order and put them in storage. Remove protective clothing and wash your hands thoroughly with soap.
