Full Document Occupational Safety and Health / Standard instructions for labor protection 1. General safety requirements 1.1. This instruction provides for the basic requirements for the organization and safe performance of work at oil depots for packing oil products into barrels and small containers. 1.2. The staff of bottling and packaging facilities, in violation of safety and labor protection rules, may be exposed to the following hazardous and harmful factors:

Each employee who packs oil products must undergo a preliminary medical examination, as well as training in the profession, instruction in fire safety, safety and industrial sanitation, and obtain permission to work independently. 1.4. Employees who pack oil products must be provided with overalls and special footwear in accordance with applicable standards. 1.5. It is forbidden to use open fire, smoke and strike with metal objects that can cause sparks in places where oil products are packed. The tools used must be made of materials or provided with coatings that exclude sparking. 1.6. Lighting and network wiring in the bottling and packaging rooms must be made in an explosion-proof design. Loading and filling areas are illuminated by safely installed spotlights. For local lighting, only explosion-proof rechargeable lamps should be used. 1.7. Filling and packaging rooms must be equipped with ventilation to create, in the area where workers are staying, an air environment that meets sanitary standards. Starting devices of the ventilation system should be located at the entrance to the room. 1.8. Employees who pack oil products must be able to use primary fire extinguishing equipment, know their location and monitor their serviceability. The bottling and packaging room should have fire extinguishers, a box with dry sand, as well as a felt mat or asbestos cloth. 1.9. At the sites for packing oil products, a supply of sand and means for eliminating accidental spills of oil products and cleaning up contaminated sites should be provided. 2. Safety requirements before starting work 2.1. Put on the overalls and footwear provided for by the norms and check the serviceability of personal protective equipment (duty rubber gloves, boots, apron) and primary fire extinguishing equipment. 2.2. Check the serviceability and tightness of the connections of dispensing taps, branch pipes for hoses, pipelines and other filling and packaging equipment. Dispensing taps should be easy to open and close and not leak. Notify the immediate supervisor of all detected defects and malfunctions. It is forbidden to work on faulty equipment. 2.3. A sign with the name of the oil product must be hung above each dispenser, and a sign such as: "Leaded gasoline is poisonous!" Above the tap for leaded gasoline. 2.4. Trays should be installed under the filling taps to drain spilled oil products into waste collectors or a special container. 2.5. For 15 min. before starting the operation of the equipment, turn on the ventilation system and make sure that it is working properly. 3. Safety requirements during work 3.1. When filling oil products into containers, the following requirements must be met:
3.2. Flammable oil products should only be poured into metal containers. 3.3. Stoppers of metal containers must be placed on gaskets and screwed and unscrewed using keys made of metal that does not give sparks when struck. It is forbidden to use a hammer and chisel for unscrewing and screwing plugs. 3.4. When pouring leaded gasoline, the requirements of the "Instructions on labor protection when working with leaded gasoline" must be met. 3.5. Cleanliness must be maintained in the bottling and packaging area. Accidentally spilled oil products must be cleaned up immediately. Trays for the removal of oil products must be cleaned of dirt and washed with water as they get dirty. 3.6. Capping material and empty containers may be stored only in those bottling rooms where oils are poured, while the amount of closure material should not exceed the daily requirement, and the number of containers - the replacement requirement for bottling oils. Closure material must be stored in metal boxes. It is forbidden to store filled containers in the bottling room. 3.7. Consumer packaging with petroleum products is placed in a shipping container:
Polyethylene and metal tubes are packed in boxes with nests-partitions. Glass jars and bottles with a volume of not more than 0,5 dm3 are allowed to be packed in cardboard boxes with partitions. 3.8. Loading barrels on vehicles must be mechanized. Manual lifting of drums is allowed only in exceptional cases. When lifting barrels manually along the rolls, it is prohibited to stay between the rolls. The angle of inclination of the rollovers should not exceed 30°. The maximum load rate for women when lifting and moving weights manually constantly during a work shift should not exceed 7 kg, and when alternating with other work (up to 2 times per hour) - 10 kg. 3.9. It is allowed to pour flammable petroleum products into barrels installed on specially equipped vehicles, provided that the following requirements are met:
It is forbidden to turn on the car engine when spilling oil products until the spill site is cleaned and neutralized. 3.10. It is forbidden to perform work not directly related to the filling of oil products into containers in the bottling and packaging facilities. 4. Safety requirements in emergency situations 4.1. In the event of an oil product spill, cover the spill site with sand and clean it up, and in case of leaded gasoline spill, in addition, neutralize the spill site with a solution of bleach or dichloramine. 4.2. In the event of an emergency, it is necessary to stop dispensing petroleum products, de-energize process equipment, turn off ventilation, and evacuate vehicles from the territory. Report the occurrence of an emergency to the fire brigade and direct management. If oil products ignite, start extinguishing the fire with primary fire extinguishing equipment. 4.3. In case of an accident, provide first aid to the victim, call an ambulance and send the victim to a medical facility, inform the administration of the enterprise. 5. Safety requirements at the end of work 5.1. Trays and collectors for drains must be cleaned of dirt and rinsed with water. 5.2. Remove accessories and tools. 5.3. Cleaning material contaminated with oil products, rags should be collected in metal boxes, which should be emptied in a specially designated place. 5.4. Tidy up your workspace and get dressed.
