Safe Operation

Introduction

This Instruction establishes the general duties, rights and responsibilities of the foreman (foreman) of the diving station, as well as the procedure for the safe production of diving descents and work.

Each foreman (foreman) of a diving station must know and comply with the requirements set forth in this Instruction, and the administration of the enterprise is obliged to create safe conditions for the operation of a diving station, as well as to monitor the implementation of the foreman (foreman) of a diving station of this Instruction.

1. General requirements for labor protection

1.1. The foreman (foreman) of the diving station directly manages the activities of the diving station.

1.2. A diver with a qualification of at least 2nd class is appointed as a foreman (foreman) of a diving station by order of the head of the enterprise (territorial division) on the proposal of the head of the diving service of the enterprise (territorial group).

1.3. The foreman (foreman) of the diving station is administratively subordinate to the administration of the enterprise (ship captain), and by specialty - to the leadership of the diving service of the enterprise (territorial division).

During the period of the diving descent, he reports to the head of the diving descent.

1.4. When two or more diving stations work simultaneously from a diving post, by order of the administration of the enterprise (territorial division), a foreman of the diving post is appointed, to whom the foremen of working diving stations are subordinate. As a rule, a diving specialist, a diving master or a diver of the 1st class should be appointed as a foreman of a diving post.

If the foremen of the diving stations are divers of the 2nd class, in this case a diver of the 2nd class can be appointed as the foreman of the diving post.

1.5. The foreman (foreman) of the diving station is the immediate supervisor of the station personnel and persons involved in servicing diving descents.

1.6. In accordance with the procedure established by RD 31.84.01-90, the foreman (foreman) of the diving station is appointed as the head of the diving descents. At the same time, his duties additionally include the duties of the head of diving descents, regulated by the Instruction on labor protection for the head of diving descents, given in Appendix 3.

2. Duties

2.1. The foreman (foreman) of the diving station is obliged:

  • ensure the readiness of the diving station to perform diving operations;
  • ensure that the diving station has serviceable and complete basic and safety diving equipment, as well as means for providing diving descents and works;
  • organize maintenance of diving equipment at the diving station in accordance with the requirements of RD 31.84.01-90;
  • ensure timely recharging of cleaning and drying units (filters) in the divers' air supply system;
  • organize the monitoring of the quality of breathing air for divers in accordance with the requirements of the medical part of RD 31.84.01-90;
  • know the state of diving equipment at the diving station, eliminate personally or with the involvement of the diving station personnel, and, if necessary, the relevant specialists, identified defects in the operation of this equipment;
  • comply with the requirements of the governing regulatory documents on labor safety, instructions for the operation of diving equipment and monitor the compliance with the requirements of these documents by the personnel of the diving station and persons servicing diving descents;
  • keep records of working hours and days of rest of the diving station personnel, as well as records of the time spent under water and under high pressure in the pressure chamber;
  • draw up requests for material and technical supply;
  • ensure the receipt, accounting and storage of diving equipment, property, spare parts and consumables at the diving station;
  • maintain all types of accounting, reporting and operational documentation related to the activities of the diving station;
  • participate in the preparation of documentation for the performance of diving operations, as well as in the preparation of diagrams, sketches and other materials based on the results of the work performed;
  • ensure the quality of diving operations;
  • introduce progressive methods of performing diving operations and improve the professional skills and technical knowledge of the diving staff of the station;
  • to conduct classes and drills on general and special training of diving station personnel, to train the diving staff in the rules for operating diving equipment.

3. Rights

3.1. The foreman (foreman) of the diving station has the right to:

  • assign diving and maintenance personnel of the diving station for maintenance and repair of diving equipment, control the fulfillment of tasks;
  • suspend diving and support personnel from performing work in cases of violation of labor safety requirements, violation of discipline or failure to complete the assigned task;
  • petition for incentives or disciplinary action against the diving and maintenance personnel of the station;
  • apply in the prescribed manner to the management of the diving service on the logistics of the diving station and the functional issues of the diving service;
  • apply in the prescribed manner to the management of the production unit.

4. A responsibility

4.1. For violation of this Instruction, the foreman (foreman) of the diving station is held liable in accordance with applicable law.

5. Safety requirements

5.1. General safety requirements

5.1.1. The foreman (foreman) of the diving station must:

  • ensure compliance with the internal regulations at the diving site;
  • comply with the instructions of officials who control the activities of the diving station on labor safety and operation of diving equipment;
  • monitor the fulfillment by the diving and auxiliary staff of the diving station of the safety requirements for diving operations and, if necessary, instruct them, paying attention to the correct fulfillment of the regulated requirements and personal safety;
  • conduct an analysis of cases of violation of safety requirements with the diving station personnel, instill in the diving and auxiliary personnel a sense of responsibility for the safe performance of diving operations.

5.1.2. During the stay of the vessel on which the diving station is located, at the ship repair enterprise, the foreman (foreman) of the diving station is obliged to familiarize the diving staff of the station with the internal regulations of this enterprise.

5.2. Safety requirements before starting work

5.2.1. Before the start of diving operations, the foreman (foreman) of the diving station must receive an order-task from the head of diving operations, familiarize the diving staff of the station with the methods and technology for performing work under water, distribute duties between divers, establish the order of diver descents, issue a task to each diver and explain how to carry it out, as well as the duties of each diver in the event of an emergency.

5.2.2. Before starting work on the maintenance and repair of diving equipment, the foreman (foreman) of the diving station must:

  • bring the diving station, individual products of diving equipment and systems, as well as the room in which they will work, into a condition that ensures the safety of work;
  • ensure that the diving personnel of the station involved in these works comply with specific safety regulations;
  • personally instruct the divers assigned to perform these works on the features and safe working methods;
  • familiarize persons who are not part of the diving station, but working under the guidance of the foreman (foreman) of the diving station, with specific safety rules.

5.2.3. Before starting repair work, the foreman (foreman) of the diving station must check the absence of voltage, air pressure, gases, etc. on products of diving equipment intended for repair.

Measures must be taken against accidental opening of locking devices and warning signs and signs should be posted.

5.3. Safety requirements during work

5.3.1. For the duration of the diving work, the task assignment must be at the foreman (foreman) of the diving station.

5.3.2. During the performance of diving operations, the foreman (foreman) of the diving station should not allow persons who are not related to the work of the diving station to be in the workplace (in the diving post, on the descent site, etc.).

5.3.3. The foreman (foreman) of the diving station must:

  • periodically check the compliance of workers with safe working methods and provide them with the necessary protective equipment;
  • make sure that during the performance of work at the diving station, passages and workplaces are not cluttered;
  • control compliance with technological regulations, the quality and volume of diving operations performed, as well as give opinions on completed diving operations;
  • monitor the quality and scope of maintenance and repair of diving equipment.

5.4. Safety requirements in emergency situations

5.4.1. In case of accidents and accidents, the foreman (foreman) of the diving station must immediately take measures to provide the injured with first aid, if necessary, place them in a pressure chamber, call a doctor or deliver the injured to a medical institution, report the incident to the head of diving operations and the administration of the enterprise, as well as ensure the safety of the situation at the diving station until the arrival of officials, if this does not endanger the life and health of people and does not lead to an accident, and does not disrupt the production process.

5.5. Safety requirements at the end of work

5.5.1. Upon completion of diving operations, the foreman (foreman) of the diving station must:

  • organize cleaning at workplaces and at the station as a whole, determine and bring diving equipment to the appropriate readiness, place it in regular storage areas;
  • make the necessary entries in the diving log, as well as take part in the preparation of documentation for the performed diving work;
  • inform the head of the diving operations about all the shortcomings, comments in the work of the diving station and about the measures taken to eliminate them.

5.5.2. Upon completion of work related to the maintenance and repair of diving equipment, the foreman (foreman) of the diving station must:

  • organize cleaning of workplaces and make sure that after work there are no cleaning materials, rags left and all this is taken out to a specially designated place;
  • make sure that the materials, tools and devices used during work are removed to the places specially designated for them;
  • make the necessary entries in the diving log and the relevant technical documentation (diving station form, etc.).

    Laser turrets for combat aircraft 01.02.2013

    It is possible that in the near future, hanging on the tail of an enemy aircraft for a fighter pilot will become a deadly occupation. Defense science agency DARPA has signed a $9,5 million contract with Lockheed Martin to develop a defensive laser system for aircraft. As part of the Aero-Adaptive / Aero-Optic Beam Control (ABC) project, the US military wants to get high-energy lasers to protect tactical aircraft from enemy aircraft and missiles attacking from the rear hemisphere.

    Currently, some bombers and military transport aircraft are equipped with stern gun mounts designed to protect against enemy fighters. A similar defensive system based on a laser emitter promises to be much more effective: "unlimited" ammunition, the highest accuracy of fire, the ability to intercept missiles, and low collateral damage. At the same time, it will be possible to equip with a laser not only heavy aircraft, but also light ones - fighters and attack aircraft. Initial tests of the turret are generally planned to be carried out on a business jet.

    The defensive laser will be equipped with adaptive optics, that is, an optical system that can, by controlling the shape of lenses and mirrors, maintain the maximum efficiency of the laser beam, despite atmospheric conditions. Under the current contract, it is planned to develop a prototype turret, an optical system, conduct tests in a wind tunnel and install a prototype defensive laser on board the aircraft.

    A laser turret to protect the aircraft from attacks from the rear hemisphere will significantly increase the survivability of military aircraft. Ground-based lasers have already proven effective in intercepting missiles and UAVs, and there is no doubt about their ability to blind the optical sensors of enemy aircraft and missiles. At the same time, the high-energy laser of the new defensive turret will be able not only to blind the pilot or infrared homing head, but also to damage the skin of an enemy fighter or missile.
