Safe Operation

1. General safety requirements

1.1. This instruction establishes labor protection requirements for manual sampling and measuring the level of an oil product.

1.2. Persons at least 18 years of age who have undergone a medical examination and do not have medical contraindications based on the results of a medical examination, have been trained, internships at the workplace and tested by the relevant commission, have been instructed in labor protection and safety are allowed to work independently.

1.3. An employee performing the above work is obliged to comply with the internal labor regulations, not to allow the use of alcoholic, narcotic and toxic substances, smoking in unspecified places.

1.4. Petroleum products can cause acute poisoning, a high concentration of gasoline vapors can lead to loss of consciousness and even death. Gasoline has a narcotic effect. The maximum permissible concentration of gasoline vapors in the working area should not exceed 100 mg/m3, diesel fuel - 300 mg/m3.

1.5. Petroleum products are flammable and explosive substances. Vapors of petroleum products, mixing with air, form explosive mixtures at a certain concentration.

1.6. An employee performing work on sampling and measuring the level of oil products must be able to provide first aid in case of accidents.

1.7. Responsibility for fulfilling the requirements of this instruction rests with the employee performing these works.

1.8. Persons guilty of violating this instruction are held liable in accordance with the internal labor regulations and the current legislation of the Republic of Belarus.

2. Safety requirements before starting work

2.1. Put on the necessary personal protective equipment, overalls and safety shoes.

2.2. Check the integrity of the grounding copper conductive cable in the sampler.

2.3. In the winter season, clear the workplace of snow.

2.4. Tidy up the workplace, remove unnecessary items, rationally place the devices, tools, etc. necessary for work.

2.5. When working at height, wear a hard hat and protect yourself with a life belt.

3. Safety requirements when performing work

3.1. A charge of static electricity accumulates on the surface of the oil product, and at the moment when the lot or sampler comes into contact with the surface of the oil product, a discharge can occur. Therefore, special attention should be paid to the measurement and sampling of petroleum products.

3.2. When measuring and sampling, the following precautions must be observed:

3.2.1. stay on the windward side during operation;

3.2.2. when opening or closing the measuring hatch, it is necessary to avoid hitting the cover on the hatch;

3.2.3. use a tool, sampler and metro rods made of non-sparking metal;

3.2.4. in order to eliminate the danger from static electricity, when climbing the tank, it is necessary to touch the railing or on the ladder itself to ground the body;

3.2.5. the sampler must have a conductive copper cable, one end of which is soldered to the body of the sampler, and on the other end there is a lug for a bolt or other device for grounding the sampler with a grounding loop.

Before sampling, the sampler must be grounded;

3.2.6. sampling and measurement of oil products in clothes made of synthetic fabrics is prohibited;

3.2.7. manual sampling of oil products from tanks is allowed no earlier than after 10 minutes. after the cessation of the movement of oil products;

3.2.8. it is allowed to measure the level of the oil product only 2 hours after the cessation of the movement of the oil product;

3.2.9. at night, for lighting, use a serviceable portable lamp "Impulse" in explosion-proof design

3.3. When determining the density of an oil product, the sampler is placed on the bottom of a horizontally installed bath.

A clean and dry hydrometer is slowly and carefully lowered into the sampler or cylinder with the test liquid, supporting the hydrometer by the upper end, avoiding hitting the side walls and bottom of the sampler (cylinder).

3.4. When the hydrometer is installed, the density readings are taken from the liquid level, while simultaneously determining the temperature of the oil product.

4. Safety requirements in emergency situations

4.1. During the performance of work, the following situations may occur, which may lead to an accident or an accident:

  • ignition of spilled oil products;
  • the appearance at the workplace of an increased concentration of vapors of petroleum products.

4.2. In case of accidental spillage of oil products on a tank truck, tank, tank car, wipe the spilled dry, and remove the top layer of earth on the ground and cover it with sand.

4.3. In the event of a fire, the employee is obliged to immediately stop all work, call the fire department by phone 01, report the incident to the immediate supervisor and proceed to extinguish the fire with the available fire extinguishing equipment.

4.4. In case of injury, poisoning, sudden illness, it is necessary to provide first aid to the victim.

Report the incident to the immediate supervisor, if necessary, call an ambulance.

5. Safety requirements at the end of work

5.1. At the end of the work before handing over the shift, it is necessary to tidy up your workplace.

5.2. Assemble and clean fixture tool.

5.3. Transfer the necessary documentation to the shift in accordance with the established procedure.

5.4. Notify the shift supervisor and the head of the shop about the shortcomings discovered during work.

5.5. Wash your hands with soap.

In regions of the planet with a shortage of drinking water, sea water has to be desalinated. This takes a lot of energy, and in areas more remote from the ocean, there is no such possibility. The solution to the problem may be the condensation of water vapor from the atmosphere. The idea is not new, but the "passive" technologies that existed before, taking into account natural temperature changes, cannot be used during daylight hours. To collect dew, for example, foil is used, which heats up during the day.

Scientists from ETH Zurich have developed a technology that allows you to extract water around the clock, even under the scorching sun. In addition, it does not require energy at all.

The device consists of a cone-shaped shield and a glass panel with a special coating that reflects the sun's rays and removes heat. Thus, the device is cooled down to 15 degrees Celsius below the ambient temperature. Inside the funnel, the water vapor turns into water. The process is similar to how condensation appears on poorly insulated windows in winter.

Other technologies usually require the condensed water to be wiped off the surface - that is, another energy cost. Without this step, a significant portion of the condensed water would stick to the surface and remain unusable. Researchers at ETH Zurich applied a super-water-repellent coating of a specially developed polymer to the underside of the glass, and the condensed water began to collect into balls and flow (or rather, “jump off”) on its own.

The device is at least twice as superior to "passive" foil technologies in terms of the amount of water produced. A pilot apparatus with a funnel 10 centimeters in diameter produced 4,6 milliliters of water per day. Larger glass means more water. Under ideal conditions, scientists could collect up to 0,53 deciliters of water per square meter of glass surface per hour.

"This is close to the theoretical maximum value of 0,6 deciliters per hour, which is physically impossible to exceed," said Ivan Hechler, a doctoral student in the group of Dimos Poulikakos, professor of thermodynamics at the University of Zurich.
