General requirements for labor protection 1.1. This instruction has been developed on the basis of the Standard Labor Safety Instructions. 1.2. Persons with a qualification group in electrical safety of at least III who have passed a medical examination and tested their knowledge of safety regulations are allowed to work with PCM system equipment. 1.3. Work on PCM system equipment must be carried out according to work orders or instructions transmitted directly or by telephone with an entry in the operational log. 1.4. Specialists with a qualification group in electrical safety of at least IV and determined by order for the enterprise have the right to issue an order or give an order to carry out work with PCM equipment 1.5. When performing work according to orders or instructions, it is prohibited to perform other work not specified in the order or order, as well as to work beyond the established time. 1.6. To work in rooms where PCM equipment is installed, you should use a power tool with a voltage no higher than 42 volts. 1.7. The frames of the PCM system equipment racks must be grounded. Racks with remote power units (DP) must have dielectric mats. 1.8. Work on PCM equipment racks must be performed using tools with insulating handles. 1.9. All measuring instruments and benches powered by voltages above 42 volts AC and 110 volts DC must be grounded during operation. 1.10. Work in the order of routine operation is carried out by personnel directly assigned to this equipment and the linear path in accordance with the approved list. 1.10. Compliance with the requirements of the instructions is mandatory for the employee. Failure to comply with these requirements is considered a violation of production discipline. The perpetrators are held accountable in accordance with current legislation. 2. Labor protection requirements before starting work 2.1. Check protective equipment, safety devices and tools by external inspection. 3. Occupational safety requirements during work for PCM 3.1. The procedure for removing the voltage of the remote supply (DP) 3.1.1. Establish a service telephone connection with the end station. It is prohibited to agree in advance on the time of switching on and off the DP. 3.1.2. The DP voltage is turned off by written order of the responsible work manager. The order specifies: the time of work; cable number, type and capacity; well number and NRP number; nature of the work; work producer; responsible for removing and switching on the DC voltage. 3.1.3. The DP voltage is removed from all DP blocks (boards) that are included in the damaged cable or the cable on which work is being carried out. This work is performed wearing dielectric gloves, dielectric galoshes, and using safety glasses. 3.1.4. To ensure reliable voltage relief of the DP, a visible break is made in the DP circuit by removing the arms that commute the station and line pairs. 3.1.5. The DC voltage is switched on after completion of work on the cable or in the NRP according to a message sent by the work manufacturer. 3.1.6. The person who hung the poster has the right to turn on the DP voltage and remove the warning poster after receiving a message about the completion of work in the NRP and on the line. 3.1.7. All messages from the work manager are recorded in the operational log indicating the time of turning off and turning on the DP. 3.1.8. The person who gave the order must be informed of the completion of the work. 3.2. Operation on the linear path of PCM equipment: 3.2.1. Low-frequency connecting line cables having pairs sealed with PCM equipment are designated in the technical documentation as “DP cable”. 3.2.2. All employees of the line shop are notified against receipt that there are cables with DP in the sewerage structures, indicating the number and route of the cable. 3.2.3. To carry out work in sewer structures where there are cables with DP, a work contractor with a qualification group of at least IU is appointed, who, before starting work, personally checks the absence of DP voltage. 3.2.4. All work in the well is carried out by at least two persons, one of whom is appointed as a senior person responsible for compliance with safety regulations. 3.2.5. Before starting work in the NRP, it is necessary to check with an indicator that there is no voltage in the metal body of the container and cable, and with a pressure gauge - the absence of excess pressure inside the NRP. 3.2.6. The procedure for performing work in the NRP: 1. Set up a fence and a tent near an open well; 2. Check the well for gas contamination with a gas analyzer; 3. Ventilate the well in which the work is to be carried out and the wells adjacent to it; 4. Using an external inspection, check the sealing of the telephone sewer channels and eliminate any detected defects; 5. Establish service communication with the end station and receive confirmation that the DC voltage is turned off; 6. Remove excess air pressure in the NRP (press the valve umbrella and wait for the air to completely escape); 7. Open the container and proceed with the necessary work; 8. It is prohibited to leave the NRP, even if the work is not completed, without supervision, locked and without air pressure; 9. Keys to the NRP and the wells in which they are installed must be kept under lock and key at the terminal station and issued against signature only to persons whose list is approved by the chief engineer. 3.2.7. Before starting electrical measurements of the cable after turning off the DC voltage, the measured conductors must be discharged to the ground while wearing dielectric gloves. 3.2.8. Metal NRP containers are firmly fixed and grounded. The value of grounding resistance should be no more than 10 Ohms, it is checked once a year in dry summer time, the measurement results are documented in a protocol. The NRP cap must have a warning inscription “Open only when excess pressure has been removed.” 3.2.9. Cable wells in which NRP are installed are equipped with permanent ladders for descent. 3.2.10. Cables, pairs of which are used for RF sealing and remote power supply of regenerators, are painted in the wells with red paint near the couplings for a length of 30 cm, and “Danger. High voltage” tags are hung on them. In wells where there are no cable joints, cables with DP are painted along the entire circumference for a length of 30 cm at the exit from the well, in the middle and at the entrance to the well. 3.2.11. In the cable shaft and glove room, low-frequency cables through which DC voltage is supplied are painted with red paint near the couplings and gloves to a length of 30 cm. “Danger. High voltage” tags are hung on them. 3.3. Work on switchboards, crosses, boxes. 3.3.1. Pairs of low-frequency cables of GTS connecting lines that are not used for RF compaction are routed onto the trunk cross-connect frames. These frames are painted on both sides with red paint in a stripe 12-15 mm wide. 3.3.2. Pairs of cables of GTS connecting lines and rural telephone communication cables, sealed with PCM equipment, are installed in boxes, which must be closed and sealed. The covers of the boxes must bear the inscription “Danger. High voltage.” 3.3.3. Dielectric mats are placed at cells, cross-connections and boxes into which cables with DC are routed. 3.3.4. When performing cross-connections, measurements or other work on SL frames and boxes, you must first check the absence of extraneous voltage with an indicator. 3.3.5. All work on switchboards and cross-connections must be done with tools with insulating handles. 4. Labor protection requirements at the end of work 4.1. At the end of the work, put the workplace in order, put tools and protective equipment in the place intended for them. 4.2. When working in shifts, it is necessary to inform the shift worker of all dangerous moments that occurred during the shift and remain at the workplace. 5. Labor protection requirements in emergency situations 5.1. When carrying out maintenance work on PCM equipment, the following emergency situations are possible:

5.2. Each employee who was the first to identify the threat of an emergency situation must immediately stop work and give the command “STOP!” 5.3. The “STOP!” command given by any employee must be followed by all employees who heard it. 5.4. The employee must immediately report the threat or occurrence of an emergency to the immediate supervisor of the work (shift supervisor). 5.5. Emergency work must be carried out by at least two persons. 5.6. If a short circuit occurs in the electrical network, immediately stop work and turn off the electrical network. 5.7. In the event of a fire in the premises, you must immediately stop work, call 01 and begin extinguishing the fire using a carbon dioxide or powder fire extinguisher or fire-fighting fabric. 5.8. If an employee is injured by an electric shock, release the victim, preventing him from falling, from the action of the electric current, for which turn off the power supply, or separate the victim from conductive parts using dielectric protective equipment and other insulating things and objects (dry clothes, dry sticks, rubberized material, etc. .), or cut (cut) the wire with any tool with an insulating handle; Provide first aid to the victim before the arrival of the paramedic. 5.9. In case of injury or burns, apply sterile material to the wounded area and bandage it. 5.10. In all cases, call a doctor to the victim, and before his arrival, provide first aid to the victim. 5.11.
