Safe Operation

General labor protection requirements

1. For independent work as a machinist working on a road-building machine (hereinafter referred to as the machinist), males are allowed at least 18 years old and who have passed:

  • relevant professional training, including on labor protection issues, having a driver's license of the appropriate category and driver's license;
  • medical examination and recognized fit for health reasons to drive the machine;
  • introductory and primary briefing at the workplace, internships and knowledge testing on labor protection issues.

Newly hired drivers undergo an internship in the amount of at least 5 shifts, followed by a knowledge test for admission to independent work.

2. Persons allowed to drive road-building machines and equipment with electric drive, as well as drivers of hoisting machines, must have an electrical safety group of at least II.

3. The driver must:

  • comply with the internal labor regulations;
  • annually pass an examination of knowledge on labor protection;
  • perform only assigned work;
  • know and improve safe working methods;
  • use personal protective equipment in accordance with the nature of the work performed in accordance with the Model Industry Standards for the free issuance of personal protective equipment to workers engaged in the operation, maintenance and repair of motor vehicles, construction, reconstruction, repair and maintenance of roads, approved by the decree of the Ministry of Labor and Social Protection of the Republic Belarus dated December 8, 2005 No. 166 (National Register of Legal Acts of the Republic of Belarus, 2006, No. 10,8/13638);
  • comply with the work production technology, apply methods that ensure labor safety, established in the labor protection instructions, work production projects, technological maps, operating instructions;
  • maintain the workplace in accordance with the requirements of labor protection;
  • use tools, devices, inventory and personal protective equipment for their intended purpose, report their malfunctions to the work manager;
  • know the location and be able to use primary fire extinguishing equipment;
  • undergo appropriate theoretical and practical training and be able to provide first aid to victims of accidents and traffic accidents;
  • if necessary, ensure the delivery (escort) of the victim to a medical institution;
  • follow the rules of personal hygiene.

4. The driver may be affected by dangerous and harmful production factors:

  • electric current when working near or under the wires of power lines;
  • increased noise and vibration in the workplace;
  • increased dust and gas content in the air;
  • high or low air temperature;
  • physical and neuropsychic overload.

5. Cases of injury must be immediately reported to the work manager or dispatcher.

6. Metal parts of road construction machines with electric drive must have protective grounding (zeroing).

7. Switches, knife switches and other electrical switching devices installed on road construction machines must be protected.

8. A driver who does not comply with the requirements of this Standard Instruction is held liable in accordance with the legislation of the Republic of Belarus.

Occupational safety requirements before starting work

9. Before the start of work of road-building machines in the security zone of the overhead power line, voltage must be removed from the overhead power line.

10. If there are justifications for the possibility of removing voltage from the overhead power line, the operation of road construction machines in the security zone of the power line is allowed to be carried out subject to the following requirements:

  • under the direct supervision of an engineering and technical worker responsible for the safe performance of work;
  • with the written permission of the organization - the owner of the line;
  • in the presence of a work permit that determines the safe working conditions.

11. Before starting work, the driver must:

  • put on overalls and special footwear of the established sample;
  • check the presence in the cab of the car of a fire extinguisher with sealed shut-off valves, a first-aid kit, at least two wheel chocks, an emergency stop sign or a flashing red light;
  • get acquainted with the scope of work, the technology of the workflow, the relief and features of the site where the work is to be done, find out and clarify the location of underground utilities, etc.;
  • make sure there are no foreign objects on the site, check the serviceability of fences and warning signs;
  • warn the engine operators servicing the machine or being in the area of ​​​​its work about starting the engine, and make sure that the gearshift lever is in the neutral position;
  • after starting the engine, check the operation of all mechanisms at idle and the operation of the brakes at low speed.

12. It is not allowed to store fuel and other flammable liquids, oily cleaning material in the cab of the machine.

13. If there are underground structures and communications within the radius of the work being performed, the work must be carried out under the direct supervision of the foreman or foreman of the work.

Occupational safety requirements during work

14. For electrical networks with voltage up to 1000 V, security zones are established:

  • along overhead power lines in the form of a piece of land and space enclosed between parallel planes passing through parallel straight lines, spaced from the extreme wires (when they are not disconnected) by 2 m on each side;
  • along underground cable power lines in the form of plots of land bounded by parallel straight lines spaced from the outermost cables by 1 m on each side, and when cable lines pass in cities and under sidewalks - by 0,6 m towards buildings and structures and by 1 m towards the side of the street.

15. The security zone of a power line with a voltage of over 1000 V is determined by parallel straight lines spaced from the outermost wires at a distance indicated in this table:

16. Within the security zones of power lines, without the written permission of the organization operating these lines, it is prohibited:

  • carry out construction, assembly, explosive, watering, loading and unloading operations;
  • arrange passages for vehicles and mechanisms having a total height with and without cargo from the road surface of more than 4,5 m, and parking of motor vehicles, vehicles and mechanisms;
  • carry out excavation work at a depth of more than 0,3 m and soil leveling with the help of bulldozers, excavators and other earth-moving machines.

17. Organizations performing explosive, construction, installation and other works that can cause damage to electrical networks are obliged not later than 3 days before the start of work to coordinate their conduct with the organization operating electrical networks and take measures to ensure the safety of these networks .

18. Construction and installation work in the security zones of overhead lines, with the written permission of the organization - the owner of the line, should be carried out under the direct supervision of an official responsible for the safe performance of these works with the obligatory execution of a work permit. The work permit is signed by the chief engineer and the person responsible for the electrical facilities of the construction organization performing the work. The latter is responsible for the implementation of the necessary electrical safety measures.

19. When driving under overhead power lines, the lifting and retractable parts of hoisting machines and mechanisms must be in the transport position.

20. It is allowed within the workplace to move hoisting machines on an equal platform with a raised working body without load and people on the lifting or retractable part, if such movement is allowed according to the factory instructions and it is not required to pass under the non-disconnected tires and wires of overhead lines.

21. Under overhead power lines, hoisting machines and mechanisms must pass in places of the least sag of wires (near supports).

22. Installation and operation of boom lifting mechanisms directly under the wires of overhead lines that are energized are prohibited.

23. The hoisting machine (mechanisms) must be installed on outriggers and its working body must be transferred from the transport position to the working position by the driver operating it. It is forbidden to involve other employees for these purposes.

24. When driving, installing and operating vehicles, hoisting machines and mechanisms, the distances from lifting, retractable parts, slings, lifting devices, cargo to live parts under voltage must be at least those indicated in this table:

25. For telescopic towers and hydraulic lifts, before starting work, the retractable and lifting parts must be checked in operation, and for telescopic towers, in addition, the lifting part must be installed vertically and fixed in this position.

26. During all work in the security zone of overhead power lines, cars, lifting machines and mechanisms on pneumatic wheels must be grounded. It is forbidden to touch the body of the car (lifting machine, mechanism) and carry out any movement of their working bodies, lifting devices and supporting parts before installing portable grounding.

27. Lifting machines and caterpillar mechanisms do not need to be grounded when installed directly on the ground.

28. When working from a telescopic tower (forklift), there must be a visual connection between the team member in the basket (cradle) and the driver. In the absence of such a connection, a person must be at the tower, giving the driver commands to raise or lower the basket.

29. It is forbidden to install self-propelled jib cranes outside the security zone at a distance closer than 30 m from the power line without a work permit that determines the safe conditions for such work.

30. In this case, the issuance of a work permit by the organization operating the power transmission line is not required.

31. Organizations performing earthworks, upon detecting a cable not specified in the technical documentation for the performance of these works, are obliged to immediately stop work, take measures to preserve the cable and inform the organization operating electrical networks about this.

Labor protection requirements in emergency situations

32. In the event that the crane boom or basket (cradle) of the lifting mechanism touches live parts under voltage, the driver must take measures to quickly break the contact that has arisen and remove the moving part of the mechanism from live parts.

33. It is not allowed to descend from the mechanism (machine) to the ground or climb it, as well as touch it while standing on the ground when the mechanism remains energized.

34. In the event of a fire in a car, lifting machine or mechanism under voltage, the driver (driver) must jump to the ground, joining his legs and not touching the machine with his hands. Then you should move away from the machine at a distance of at least 8 m, moving your feet along the ground and not tearing them one from the other.

35. In the event of a fire or ignition, the driver must:

  • immediately report a fire to the fire department by calling 101;
  • take measures to ensure the safety and evacuation of people;
  • start extinguishing the fire using the primary fire extinguishing equipment available at the facility;
  • immediately report the fire to the head of the facility.

36. Provide the necessary first medical aid to the victim at work, freeing him from the actions of the traumatic factor (electric currents, mechanisms).

37. In case of injury at work, immediately contact a medical institution and report the incident to the immediate supervisor, keep the workplace unchanged at the time of injury, if this does not endanger others and does not lead to an accident.

38. If the vehicle breaks down on the way and it is impossible for the driver to eliminate technical malfunctions, the driver must call for technical assistance and report the place of his forced parking to the bodies of the State Automobile Inspectorate of the Ministry of Internal Affairs of the Republic of Belarus.

Occupational safety requirements at the end of work

39. Upon completion of work, you must:

  • put the car in the allotted place, put the speed change lever in neutral position and apply the brake, turn off the engine, cut off the fuel supply;
  • clean the car from dirt and snow;
  • in the cold season, drain water from the radiator and pipeline, let the engine run for several minutes to remove residual water from the cooling system;
  • lock the cabin;
  • inform the supervisor or person responsible for the good condition of the machine of all problems that have arisen during work.

40. After completing all work, remove personal protective equipment, place them in a storage place, wash hands and face with warm water and soap, take a shower if possible.

41. Washing hands in oil, gasoline, kerosene and wiping them with contaminated rags is not allowed.
