Safe Operation

1. General requirements for labor protection

1.1. Persons at least 18 years of age who have passed a medical examination, introductory briefing and primary safety briefing at the workplace are allowed to work as a garbage chute cleaner. At least once a quarter must be re-instructed.

When changing the rules on labor protection, violation of labor protection requirements, a break in work for more than 30 days, an unscheduled briefing is carried out with the garbage chute cleaner.

1.2. In the course of work on cleaning, cleaning, washing and maintaining garbage chutes, it is necessary to follow the established rules of the internal labor schedule of the enterprise.

1.3. When cleaning, cleaning, washing out dirt and debris from hopper shafts, loading valves, rooms for garbage collection and waste collection chambers, etc., the garbage chute cleaner should take into account the presence of such dangerous and harmful factors as:

  • moving machines and mechanisms (moving garbage chutes and loading garbage with cranes);
  • increased gas content and dust content in the air of the working area (rooms of waste collection and waste collection chambers);
  • increased or decreased air temperature of the working area;
  • high or low air humidity;
  • lack or lack of natural light;
  • insufficient illumination of the working area.

1.4. Garbage chute ventilation should provide a constant draft of air from the shaft through the exhaust pipe into the atmosphere in order to avoid the penetration of smell from the mine to the stairwell and living quarters.

1.5. A free flow of air must be provided from the waste receiving chamber and the lower shaft. In the upper side part of the bunker machine under the barrel, a grate with a total cross section of 250-200 sq. cm and 5 mm holes should be installed to protect against rodents.

1.6. The room of the chamber and its equipment, as well as the garbage chute and garbage bins, must be periodically disinfected by the service of the sanitary and epidemiological station or, at its direction, by the garbage chute maintenance workers.

1.7. Waste collection chambers must be equipped with hot and cold water pipes and a rubber hose, a ladder for draining water and means for washing the chamber and the garbage bin. The ladder and slopes of the floor for drainage should not interfere with the free washing of the garbage bins.

1.8. The chambers must have artificial lighting and heating and be protected from ground and atmospheric waters.

1.9. Containers with a capacity of 800 liters located in the chamber must be mounted on trolleys and have special wheels for easy movement outside the waste chamber.

1.10. Garbage bins should be filled no more than 0,9 of their useful volume in order to prevent waste from falling out of them and possible injury to workers.

1.11. Yard stationary waste bins should be installed on an asphalt or concrete site.

1.12. Wooden stationary waste bins must be painted with oil paint on the outside and covered with hot tar or resin on the inside.

1.13. In accordance with the established norms for the free issuance of overalls, footwear and other personal protective equipment, a worker servicing garbage chutes is provided with the issuance of:

  • cotton suit, rubberized apron with a wearing period of 12 months;
  • mittens combined for 3 months;
  • cotton jackets with an insulating lining, the wear period is set depending on the climatic zone.

1.14. The list of free overalls, special footwear and the terms of their wear, depending on the appearance of new models and materials, are supplemented and amended by the relevant organizations.

1.15. In the event of an accident, seek medical attention and inform the administration at the same time. In case of an accident with any of the workers performing other work in the serviced area, provide first aid to the victim and inform the administration.

1.16. When carrying out maintenance work on garbage chutes, special attention should be paid to the serviceability of tools and fixtures. It is forbidden to use accidental and defective devices.

1.17. The cleaner (worker) for the maintenance of garbage chutes during work is obliged to comply with the general requirements for fire and explosion safety.

1.18. When working on the maintenance of garbage chutes, the rules of personal hygiene and sanitation should be observed:

  • eat in a specially designated place for this purpose;
  • do not sort out or compact the garbage in the container manually, even in gloves;
  • after finishing work, clean overalls, wash hands and face with warm water and soap, or take a shower.

2. Labor protection requirements before starting work

2.1. Getting to work, it is necessary to put on the overalls provided for by the norms, put it in order.

2.2. Check and prepare inventory and fixtures for work, make sure they are in good condition.

2.3. Check the reliability of the ventilation of the garbage chute of the receiving chamber, the presence of hot and cold water, a rubber hose.

2.4. Check the occupancy of the garbage bin so that the filling volume is not more than 0,9 useful volume.

3. Labor protection requirements during work

3.1. When servicing garbage chutes, it is forbidden to eliminate blockages in its trunk through the loading valve without removing the bucket. Elimination of blockages, as well as the removal of loading buckets and their repair should be carried out only by personnel responsible for the operation of waste disposal systems.

3.2. Before removing garbage, during the change of garbage bins and emptying of bins, it is necessary to close the gate in the lower part of the garbage chute shaft. At the time of filling the garbage container, it should be closed with a cover.

3.3. Collections with garbage by the time of their removal must be removed from the waste collection chamber to the yard, to the allotted area (with a separate convenient entrance for the garbage truck, but away from the movement of people, away from playgrounds and with the maximum distance from windows).

3.4. Filled waste bins (containers) should be replaced in a timely manner, tightly closing them with a lid.

When equipping the waste receiving chamber with a stationary bin, it is necessary to pour the garbage from the bunker into portable waste bins on a regular basis. The hopper must be completely emptied before garbage can be removed.

3.5. When using truck cranes, winches, hoists and other mechanisms for lifting garbage containers and tilting them during cleaning and washing, it is necessary to comply with safety requirements when performing such types of work.

3.6. Storage of garbage, its analysis and selection of recyclables in the cell is strictly prohibited.

During breaks between works, the doors to the garbage collection chambers must be locked with a key or a lock.

3.7. Wet cleaning of the hopper and the lower end of the chute shaft should be carried out with the gate closed using brushes moistened with a soap-soda solution (100 g of soda and 20 g of soap per bucket of water).

3.8. Doors (revisions) in the upper part of the trunk of the garbage chute must be closed to prevent them from opening when the garbage ignites.

3.9. The floor near the loading valves and the garbage chute valves themselves must be kept clean, the valve must be cleaned of dirt and debris at least once a week, preventing water from entering the garbage chute shaft; after washing, the valves should be wiped.

3.10. When using portable waste containers with a capacity of 80-100 liters, two workers must manually move and remove them from the chamber.

3.11. Portable waste bins should be cleaned inside and out daily. In the absence of special washing machines, washing can be carried out in waste collection chambers or special washing chambers with hot water using brushes.

3.12. It is forbidden to work in a garbage chamber with faulty ventilation.

3.13. The rubber gaskets of the unloading valve should be replaced with new ones as they deteriorate and dry out.

3.14. If insects and rodents appear in the chambers, trunks and loading valves, you should immediately inform the sanitary and epidemiological station through the administration for disinfection and deratization.

3.15. Cleaning the trunk of the garbage collector should be done through the discharge valves (side channels) of the garbage chute using a metal rod with a handle in the form of a ring.

3.16. Cleaning clogged sections of garbage chutes should be done using metal or wooden rods, by pushing debris down.

3.17. When cleaning clogged sections of the garbage chute by pushing the debris down with rods through the side channels, it is forbidden for unauthorized persons to be near the worker performing the cleaning.

3.18. In order to avoid cuts to the hands by glass fragments and other sharp objects, it is forbidden to sort out and compact the garbage in the container manually (even in gloves).

3.19. If the trunk of the garbage chute is clogged in front of the garbage receptacle (chamber), you should use a bent steel bar, work in gloves, avoiding debris on your hands.

3.20. It is forbidden to be near the lower end of the garbage chute, so that the descended garbage could not injure the wounded.

4. Labor protection requirements in emergency situations

4.1. In the event of an emergency situation at the work site (garbage fire, containers falling when lifting and lowering garbage trucks with cranes, etc.), work should be stopped, the administration should be informed about this and the elimination of the accident should begin.

4.2. In the event of a fire, if necessary, inform the emergency department, start extinguishing the fire with available means (fire extinguishers, water, sand, etc.).

4.3. The provision of first aid to victims of injury must begin immediately after the accident. Along with this, you should also call an ambulance, or deliver the victim to the nearest medical facility by any means of suitable transport.

4.4. In the event of a sudden illness or signs of poisoning, it is necessary to notify the administration and take measures to transport the patient to the nearest medical treatment facility.

5. Labor protection requirements at the end of work

5.1. After the end of the working day, inventory and fixtures must be removed to the place provided for them.

5.2. Remove overalls, clean, dry (if necessary) and put away in the designated place, wash face and hands with warm soapy water or, if possible, take a shower.

5.3. Report all problems identified in the course of work to your immediate supervisor or his substitute.
