Safe Operation

1. General requirements for labor protection

1.1. The Labor Safety Instructions for Shoemakers on Custom Tailoring of Shoes (hereinafter referred to as the Instructions) establishes labor protection requirements for employees of consumer service organizations engaged in custom tailoring of shoes (hereinafter referred to as employees).

1.2. Persons at least 18 years of age who have appropriate professional training, have undergone a medical examination, instruction, internship and knowledge testing on labor protection and fire safety, with electrical safety group I, are allowed to carry out work on individual tailoring of shoes.

1.3. The employee is obliged:

  • comply with the internal labor regulations;
  • perform only the work that is assigned to him, the safe methods of performing which are known. If necessary, you should contact your immediate supervisor for clarification;
  • comply with work technology, apply methods that ensure labor safety;
  • comply with labor protection and fire safety requirements, know fire warning signals, procedures for action in case of fire, locations of fire extinguishing equipment and be able to use them;
  • notify your immediate supervisor about any situation that threatens the life and health of people, every accident that occurred at work, about a deterioration in your health, including the manifestation of signs of an acute illness, noticed malfunctions of equipment, tools and protective equipment or their absence, and do not start work until the deficiencies are eliminated;
  • observe the rules of personal hygiene, correctly use special clothing, special shoes and other personal protective equipment (hereinafter referred to as PPE) in accordance with the conditions and nature of the work performed;
  • know the techniques of providing first aid to victims of industrial accidents.

1.4. An employee is not allowed to:

  • be intoxicated or in a state caused by the use of narcotic drugs, psychotropic or toxic substances, drink alcohol, use narcotic drugs, psychotropic or toxic substances at the workplace or during working hours, smoke in undesignated places;
  • perform work without the use of proper PPE.

1.5. The following hazardous and (or) harmful production factors may affect workers in the process of work:

  • chemical hazardous and harmful substances;
  • increased voltage in the electrical circuit;
  • moving parts of production equipment;
  • increased noise level in the workplace.

1.6. In addition to PPE, provided for by the standard industry standards for the free issue of PPE to employees, if necessary, employees can additionally be issued free of charge: goggles, a respirator, earmuffs or earplugs.

1.7. An employee who does not comply with the requirements of this Instruction is held liable in accordance with the legislation of the Republic of Belarus.

2. Labor protection requirements before starting work

Before starting work, the employee must:

2.1. check the serviceability of PPE, the absence of external damage before using them. It is not allowed to use PPE that has not passed the test (test) within the established period;

2.2. put on special clothes, put on shoes, fasten buttons. Special clothing must be dry;

2.3. check by external inspection the compliance of the workplace with safety requirements, if necessary, put it in order (remove foreign objects, clear the approaches to the equipment);

2.4. check the sufficiency of illumination of the workplace, approaches to it and the absence of a blinding effect;

2.5. check the efficiency of the supply and exhaust ventilation by switching it on for a short time;

2.6. prepare the materials, fixtures and tools necessary for the work;

2.7. check the presence and serviceability of all control and measuring devices on the equipment, as well as the presence of a brand or seal on them about the next verification;

2.8. check the presence and integrity of grounding devices, serviceability of fencing and blocking devices.

3. Labor protection requirements during work

When performing work, the employee must:

3.1. use only those tools, equipment, with which he is trained;

3.2. keep the workplace clean, remove spilled waste from the floor in a timely manner;

3.3. do not clutter up the workplace, aisles.

3.4. Before starting work on a punching press (hereinafter referred to as the press), you must:

  • check the serviceability of the worker's hand protection system;
  • check the serviceability of the light signaling;
  • check the press at idle by turning it on briefly.

3.5. During work on the press it is not allowed:

  • put foreign objects on the table or cutting plate;
  • use deformed cutters or cutters with damaged blades.

3.6. Cut-out parts and semi-finished products should be placed on a special table, and sets of cutters should be placed in the designated place.

3.7. Parts or waste stuck in equipment for individual shoe tailoring (hereinafter referred to as equipment) must be removed only when the electric motor is turned off. It is not allowed to push through a stuck part with your hands.

3.8. Cleaning of equipment from adhesive film must be done with special scrapers (wooden or non-ferrous metal). It is not allowed to use solvents to clean hands, clothing, or workplace.

3.9. In order to avoid injury to the worker’s hands when feeding parts manually on machines for processing parts of the bottom and top of shoes, it is not allowed to remove the guarding safety devices.

3.10. When performing operations associated with the formation of dust (milling, roughening, ruffling, compaction, and others), local exhaust ventilation should be used. Air recirculation is not allowed.

3.11. When operating the sewing machine, it is not allowed to open or remove guards and safety devices.

3.12. Threads and parts that accidentally got into the drive mechanism must be removed only when the electric motor is turned off.

3.13. Threading the upper and lower threads and changing the needle should only be done with the electric motor turned off and after removing your foot from the pedal of the sewing machine.

3.14. When working on machines for covering and tightening shoes with an electric drive, you must:

  • install and hold the processed block with the workpiece so that your fingers do not fall into the working areas of pliers, knives, hammers, tightening plates;
  • filling the tex into the drum must be done with a scoop or a special device only when the electric motor is turned off;
  • To avoid injury from flying tex, make sure that the tex drum cover and channels are always closed.

3.15. At work:

  • on machines for adhesive tightening, it is necessary to monitor instrument readings (temperature, pressure in the hydraulic system, etc.), not allowing the readings to exceed the permissible values ​​(recording instruments must have a red mark indicating the maximum parameter value). Change the tightening plates only after they have cooled;
  • on machines for thread fastening of welts and soles, it is not allowed to open or remove the guards of the head of the machine for thread fastening of welts and soles while the machine is moving. Replacing a needle or awl should only be done with the electric motor turned off;
  • on finishing machines, during milling and grinding, the half-pair of shoes being processed must be held with both hands so that the fingers do not fall into the work area of ​​the needle and awl.

3.16. When performing manual operations, you must:

  • use glue, thermomelts and other polymeric materials in rooms with slight excesses of sensible heat;
  • retouching, finishing and painting of shoes should be carried out in special chambers with effective exhaust;
  • when working with pliers, hooks, a knife, a hammer and other hand tools, be careful and ensure that your fingers do not fall into the range of action of the tools;
  • When cutting leather goods, use patterns edged with metal tape, securing them with a special weight. When cutting, your fingers should be no closer than 1,5 cm from the edge of the template;
  • when trimming the ends of the welt and threads manually, point the knife blade downwards away from you;
  • When milling the edge of the sole or heel and sharpening the cutters, only wear safety glasses.

3.17. Not allowed:

  • storage at the workplace of a supply of adhesives, solvents and other chemicals for more than one shift. Storage containers must be hermetically sealed;
  • dilution of thickened adhesive with solvents at workplaces;
  • drying shoe parts after applying adhesives and latexes using hot air blowing;
  • the use of open fire, smoking and performing spark-generating work at workplaces where organic solvents, adhesives, paints and varnishes based on organic solvents are used, as well as heating these materials on electric stoves, especially with an open spiral.

4. Labor protection requirements at the end of work

4.1. Upon completion of work, the employee must:

  • disconnect machines and equipment from all power sources (electricity, water and compressed air);
  • remove tools and other devices, unused materials, glue and other chemicals used in work to a specially designated storage place;
  • tidy up the workplace;
  • clean special clothing and other personal protective equipment and put them in designated storage areas;
  • when leaving the room, turn off the lights;
  • inform your immediate supervisor about all problems that arose during work and the measures taken to eliminate them.

4.2. Upon completion of work, wash your face and hands with warm water and soap or similar detergents (it is not allowed to use substances not intended for this for washing), if possible, take a shower.

5. Labor protection requirements in emergency situations

5.1. An employee must stop working:

  • in case of failure of equipment, equipment or tool breakage;
  • when there is extraneous noise, a burning smell, or a power outage;
  • in case of an accident or spontaneous stop of the equipment (it is necessary to stop the drive);
  • in case of failure of instrumentation and automation equipment, safety interlocking devices;
  • when a noticeable electric current suddenly appears on the equipment body.

5.2. In cases of fire or ignition, it is necessary:

  • stop working;
  • de-energize the equipment in the area of ​​fire or fire;
  • start extinguishing the fire in the area with fire extinguishing means and at the same time inform (including through someone) the manager. If it is impossible to eliminate the source of the fire, you must report it by calling 101, indicating the address of the facility, the location of the fire, your last name, and report the presence of people in the building;
  • if there is a threat to health and (or) life, immediately leave the fire site along evacuation routes;
  • upon arrival of emergency units, provide them with the necessary information about the source of the fire and the measures taken to eliminate it;
  • during the fire extinguishing period, provide security to prevent theft of material assets.

5.3. In case of accidents at work, it is necessary:

  • quickly take measures to prevent the impact of traumatic factors on the victim, provide first aid to the victim, call medical workers to the scene of the incident or deliver the victim to a healthcare organization;
  • ensure the safety of the situation at the scene of the incident before the start of the investigation, if there is no threat to the life and health of others;
