Safe Operation

1. General requirements for labor protection

1.1. This instruction establishes the requirements for ensuring safe conditions for the movement and stay of employees on the territory of the enterprise, industrial, laboratory and administrative buildings (hereinafter referred to as the territory).

The employee is obliged to comply with the safety requirements set forth in this manual. In case of failure to comply with the provisions of this instruction, employees may be subject to disciplinary, administrative, material liability in accordance with the legislation of the Russian Federation, depending on the severity of the consequences.

1.2. The employee is obliged:

  • comply with the requirements of the internal labor regulations established at the enterprise;
  • comply with the established work and rest regimes;
  • comply with the requirements of instructions for fire safety, electrical safety, equipment operation;
  • comply with the requirements of the Rules for the use of the elevator.

1.3. The employee must:

  • be able to provide first (pre-medical) assistance to the victim in an accident;
  • know the location of first aid, primary fire extinguishing equipment, main and emergency exits, evacuation routes in case of an accident or fire.

1.4. The employee may be exposed to dangerous and harmful production factors:

  • moving vehicles and self-propelled mechanisms;
  • increased slip (due to icing, moistening and oiling of the surfaces of the coating of the territory and premises);
  • objects located on the surface of the coverage of the territory and premises (hoses, cables, etc.);
  • increased noise level;
  • increased content of harmful substances in the air;
  • insufficient illumination of the territory and premises;
  • blinding effect from projector lighting, headlights of vehicles;
  • low-lying structural elements of buildings and structures.

1.5. The employee notifies his immediate supervisor of any situation that threatens the life and health of people, of each accident and each case of micro-injury that occurs at work, of the deterioration of his health, including the manifestation of signs of an acute illness.

1.6. Control over the fulfillment of the requirements of this instruction by the employee is assigned to the immediate supervisor of the employee.

2. Requirements for labor protection during the movement and stay of employees on the territory of the enterprise (yard), industrial, laboratory and administrative buildings

2.1. Dress in accordance with the weather conditions, when moving around the territory (yard) in the autumn-winter period, wear outer (warm) clothes.

2.2. Move around the territory with a calm step, face in the direction of travel, while walking, be attentive and control changes in the environment. If a possible danger arises, change the direction of movement and leave the danger zone.

2.3. While moving around the territory, visually control the condition of the coating (floor, asphalt coating, etc.). If there are potholes, dents, bulges, foreign objects, open wells and ladders, slippery surfaces (ice, snow, spilled liquids), change the direction of movement and bypass the dangerous place at a safe distance.

2.4. Move around the territory along the established routes (corridors, flights of stairs, passages between workplaces, etc.) It is forbidden to enter or leave buildings through window openings.

2.5. When walking up stairs:

  • hold on to the railing;
  • do not step over or jump over several steps of the stairs;
  • do not hang over the railing;
  • do not ride on the railing;
  • do not carry objects, holding them in front of you, blocking the path of movement.

2.6. When moving around the courtyard and parking in front of the main entrance:

  • do not go beyond the established fences;
  • do not approach the places of loading and unloading operations, repair and construction works, places of work at height (stairs, ladders, goats, scaffolds, scaffolding, towers, etc.);
  • do not approach the doors and gates of electrical substations (distribution, transformer, complex);
  • do not approach maneuvering vehicles;
  • do not cross the road in front of moving vehicles, cargo carts;
  • go around the corner of the building slowly, at a distance of less than 1.5 meters, making sure that there are no moving vehicles, cargo carts, etc.
  • do not jump (climb) over trenches, ditches, wells, pipelines, equipment, containers;
  • do not walk along the aisles filled with oil and other liquids that contribute to slipping;
  • in the autumn-winter period, do not approach places where icicles may fall, do not step on ice and snow that have not been removed.

2.7. When moving around the territory of industrial, laboratory and administrative buildings, it is forbidden to walk on a wet coating (floor) during wet cleaning, it is necessary to bypass this area or wait for the cleaning to finish and the coating to dry.

2.8. When moving around the territory of the enterprise, industrial, laboratory and administrative buildings, when following the doors (gates), move at a distance from the doors (gates) that excludes a collision with a sharp opening of the doors (gates). Do not stand in front of doors (gates).

2.9. It is forbidden to move around the territory on the platforms of cargo carts, on the lifting device of a forklift, on the steps of vehicles.

2.10. To avoid injury to the head, be careful when moving near low-lying structural elements of buildings and structures.

2.11. It is forbidden to step on electrical cables and cords of portable electrical consumers, open the doors of electrical cabinets.

2.12. When moving around the territory of production sites:

  • take extra care;
  • do not approach workplaces with working metalworking equipment;
  • do not approach the places of production of electric and gas welding works;
  • do not approach moving mechanisms, unprotected parts of machines and machines, as well as electrical wires, grounding wires.

2.13. Rules for using the elevator:

To call the elevator car, press the button located near the elevator door. After opening the doors, visually check the presence of the elevator car in the doorway. After entering the elevator, press the button for the desired floor.

If, when closing the doors, you need to urgently open them, as well as if the doors are closed and the cabin does not move, press the button of the floor you are on. The "STOP" button should be used only in exceptional cases for an emergency stop of the cabin. If the elevator does not work after pressing the button, call the telephone in the elevator car to the elevator service tel. _______. Do not attempt to open the doors or leave the cab yourself.

Do not:

  • transport flammable and explosive substances in the elevator cabin;
  • use the elevator in the event of a fire in the building;
  • use a faulty elevator;
  • exceed the capacity of the elevator;
  • manually (without using the elevator control buttons) to open the cabin doors and elevator shafts.

2.14. General safety requirements when staying in buildings and structures:

  • do not install hanging shelves (books, for documents, tools, etc.), flower stands, stands, etc. above the workplace;
  • do not store large or heavy items on cabinets (for documents or clothes) and tables that are not designed for this;
  • do not throw any objects out through the windows and vents;
  • do not sit or stand on the windowsills of closed or open windows;
  • do not hang over the window sills of open windows;
  • do not sit on pipes and radiators of central heating.

2.15. It is forbidden to climb a chair, table, bedside table, window sill, etc. for watering flowers; placing books or documents on shelves and mezzanines; pendants for curtains, posters; opening washing or wiping windows. To perform such work, use standard ladders, ladders, ladders, scaffolds.

2.16. Do not use random (not intended for this) items (boxes, barrels, containers, etc.), equipment for sitting.

2.17. It is forbidden to enter technical and utility rooms with limited access (electrical room, warehouse, kitchen, basement, attic, etc.), only employees are authorized to be in such rooms when performing their job duties.

2.18. It is forbidden to climb trees, fences, fences, roofs of buildings and structures, fire escapes, except when performing their professional duties at the direction of the work manager.

2.19. It is forbidden to contact with stray animals while they are on the territory of the enterprise. If you find stray animals, inform the manager about it.

3. Labor protection requirements in emergency situations

3.1. In the event of an emergency (accident, fire, collapse of buildings and structures, etc.), notify the surrounding people about the danger, report to the immediate supervisor about the incident and act in accordance with his instructions, if life is threatened, leave the danger zone.

3.2. In the event of a fire, you must:

  • disconnect and de-energize the equipment;
  • call the fire brigade by phone 01;
  • report to the immediate supervisor;
  • take measures to evacuate people and property.

3.3. Proceed to eliminate the fire with the available fire extinguishing means, if there is a threat to life, leave the danger zone. It is PROHIBITED to extinguish fires at energized electrical installations with water or a foam fire extinguisher, as this is associated with the danger of electric shock. To do this, you must use a carbon dioxide or powder fire extinguisher or a dry method (asbestos blanket, felt, sand).

4. Labor protection requirements upon completion of work

4.1 After finishing work, moving along the established routes, in compliance with the safety requirements regulated by this instruction, leave the territory of the enterprise.
