Full document Occupational Safety and Health / Standard instructions for labor protection Safe Operation 1. General requirements for labor protection 1.1. Persons at least 1000 years of age who have passed a medical examination, introductory briefing, briefing and on-the-job training, labor protection knowledge testing, internship and have a qualification group in electrical safety not lower than IV are allowed to work on servicing electrical cables up to and above 18 V. 1.2. Know and be able to provide first aid to victims of accidents: 1.2.6. Comply with the rules of internal labor regulations; 1.2.7. Follow the instructions on fire safety measures. 1.3. When servicing electrical cables, the following hazardous and harmful production factors are possible:

Labor protection requirements before starting work 2.1. Before starting work with electrical cables, check and make sure that the necessary tools, devices to ensure safe work performance, personal protective equipment, and fire extinguishing equipment are available and in good condition. The electrician's tool must be in the bag. 2.2. Put on special clothes, special shoes, corresponding to the nature of the proposed work, adjust them without allowing constraint when moving. 2.3. When working in an underground structure, natural or forced ventilation must be provided and an analysis taken for the oxygen content in the air, which must be at least 20%. 2.5. Collectors and tunnels equipped with forced ventilation, the latter must be turned on. 3. Labor protection requirements during work 3.1. Work only in serviceable and carefully fitted overalls and safety shoes, use personal protective equipment required at this workplace in accordance with current standards. 3.2. Work in underground cable structures, as well as inspection with a descent into them, must be carried out along with at least 3 people, of which two are insurers. Communication must be established between workers performing work and insurers. The foreman must have group IV. 3.3. In each section, it is necessary to have a list of gas hazardous underground structures approved by the head of the organization, with which operational personnel must be familiarized. All gas hazardous underground structures must be marked on the plan. Hatches and doors of gas hazardous premises must be securely locked and have signs in accordance with the state standard. 3.4. When working in sewers and tunnels, two hatches and two doors must be open so that workers are between them. A warning sign or a fence should be installed at the open hatch. Before starting work, team members should be familiar with the evacuation plan from the underground structure in case of unforeseen circumstances. 3.5. When opening wells, it is necessary to use a tool that does not produce sparks, and also to avoid hitting the cover on the hatch neck. A warning sign or a fence should be installed at the open hatch of the well. 3.6. It is allowed to stay and work in the well for one employee who has group 3, using a safety belt with a safety rope. The safety belt must have shoulder straps crossing at the back, with a ring at the intersection for attaching the rope. The other end should hold one with the belay workers. 3.7. When working in a well, it is not allowed to light blowtorches in them, install propane-butane cylinders, heat up compounds for pouring couplings and solder. 3.8. When carrying out hot work, shields made of refractory material should be used to limit the spread of flame and measures should be taken to prevent fire. 3.9. In collectors, tunnels in which cables are laid, when working with propane-butane, the total capacity of the cylinders in the room should not exceed 5 liters. 3.10. When burning cables, it is not allowed to be in the wells, and in tunnels and collectors it is allowed only from the areas between 2 open entrances. Do not work on cables while they are being burned. 3.10. It is not allowed to smoke in wells, sewers and tunnels, as well as at a distance of less than 5 m from open hatches. 3.11. During long-term work in wells, collectors and tunnels, the time spent in them must be determined by the worker issuing the order, depending on the conditions of the work. 3.12. In the event of the appearance of gas, work in wells, collectors and tunnels should be stopped, workers should be removed from the danger zone until the source of gas contamination is identified and eliminated. 3.13. To illuminate workplaces in wells and tunnels, 12 V lamps in explosion-proof design should be used. 3.14. At the workplace, the cable to be repaired should be determined:

When piercing the cable, you should use overalls, dielectric gloves and face and eye protection, while standing on an insulating base on top of the trench at the maximum distance from the pierced cable. The cable piercing must be carried out by two workers: the permitting or the manufacturer and the responsible work manager, one of them directly pierces the cable, and the second one supervises. 3.17. For grounding the piercing device, a ground electrode immersed in the soil to a depth of at least 0,5 m or cable armor can be used. Connect the grounding conductor to the armor by means of clamps, the armor under the clamp must be stripped. 4. Labor protection requirements in emergency situations 4.1. Each employee who discovers violations of the requirements of this instruction, labor protection rules or notices a malfunction of the equipment that poses a danger to people is obliged to report this to the immediate supervisor. In cases where a malfunction of the equipment poses a threatening danger to people or the equipment itself, the employee who discovered it is obliged to take measures to terminate the operation of the equipment, and then notify his manager about this. Troubleshooting is carried out in compliance with safety requirements. 4.2. If an accident occurs during work, it is necessary to immediately provide first aid to the victim, report the incident to his immediate supervisor and take measures to preserve the situation of the accident, if this is not and is associated with a danger to life and health of people. 4.3. In case of electric shock, it is necessary to release the victim from the action of electric current as soon as possible, in case of work at height, take measures. preventing him from falling. The equipment should be disconnected using the plug-in connector switches, cut the supply wire with a tool with insulated handles. If it is impossible to turn off the equipment quickly enough, other measures must be taken to free the victim from the action of the current. To separate the victim from current-carrying parts or wires, use a stick, board or some other dry object that does not conduct electricity; at the same time, the assisting person must stand on a dry, non-conductive place, or wear dielectric gloves. 4.4. In the event of a fire in a technical room, it is necessary to immediately start extinguishing it with the available means (carbon dioxide fire extinguishers, asbestos blankets, sand) and call the fire department. 4.5. In case of violation of the operating mode, damage or accident on the power-supplying equipment, the electrician must independently take measures to eliminate the malfunction and report the incident to the immediate supervisor or the person responsible for the electrical economy. 5. Labor protection requirements at the end of work 5.1. Make the necessary switch-offs. De-energize devices and equipment that are unnecessary for work. 5.2. If the repair work on the electrical equipment is completed, then it is necessary to remove the portable grounding, warning prohibition signs, about which to make an entry in the operational log. 5.3.
