Safe Operation

1. General requirements for labor protection

This instruction on the safe conduct of work for workers of the aerial platform on the lift (tower) (hereinafter referred to as the Instruction), establishes the requirements for the safe conduct of work for workers on the aerial platform on the lift (tower) (hereinafter referred to as the lift), and can be used in the preparation of projects for the production of work, technological maps , production instructions.

To perform the duties of the workers of the cradle, persons who have undergone training, attestation in the commission or study room and who have received certificates in the prescribed manner are appointed. It is allowed to work in the cradle for men aged 18 to 55 years, with at least a year of work experience, with a tariff category not lower than III.

Re-testing of knowledge is carried out by the commission of the enterprise:

  • periodic, at least once every 12 months;
  • when moving from one enterprise to another;
  • at the request of an inspector of Gosnadzorohrantruda or an engineering and technical worker to supervise the safe operation of lifts.

Working cradles must have a medical certificate confirming the right to work at height, and a certificate.

They must undergo a medical examination as required.

The admission of the workers of the cradle to work on the lift must be issued by order of the enterprise with the issuance of a production instruction (against signature).

In cases where the service area of ​​the lift is not visible from the driver’s control station and there is no radio or telephone connection between the lift operator and workers in the aerial platform who do not have the right to control the movements of the lift from the aerial platform, to transmit signals, the person responsible for the safe operation of the lifts, should appoint a signalman.

A certified slinger or a cradle worker can be appointed as a signalman.

The number of cradle workers is determined by the lifting capacity of the lift and the floor area (at least 0,5 m2 per person). When assigning two or more work cradles to work on the lift, one of them must be appointed senior.

2. Safety requirements before starting work

The cradle worker must be familiar with the project for the production of work or technological maps (with a signature in the safety journal and the watch log of the worker in the cradle).

Before entering the aerial platform, the operator of the aerial platform must ensure the following:

  • the hoist is usually installed on the site;
  • the lift is installed on all supports;
  • freshly poured soil under the supports is compacted;
  • on weak ground, strong and stable pads with spikes are installed under the supports;
  • the angle of inclination of the lift according to the inclinometer is not more than that indicated in the passport;
  • there are no strangers in the lift operation area;
  • when installing the hoist in the area of ​​the power line, the cradle of the hoist or the knee of the boom, when extended, do not touch the wires of the power line (check without a worker in the cradle);
  • when installing the lift near a building, stack or structure, the distance between them and the turntable is at least 1m.

Before starting work, the worker of the aerial platform must put on the appropriate protective equipment (helmets, safety belts, goggles) and load the necessary tools and other loads.

After entering the cradle, you should close the entrance to it, fasten yourself to the bracket for attaching the carabiner of the safety belt in the presence of a work permit.

Make sure that continuous communication is guaranteed with the driver: when lifting the working platform up to 10 m - by voice; more than 10m - sign signaling; more than - 22 m - two-way radio or telephone communication.

If the work platform area is not fully visible from the driver's control station, and there is no radio or telephone connection, make sure a signalman is assigned.

If you have to work below the level of the parking lift, check the availability for emergency evacuation.

3. Safety requirements during work

During the operation of the lift, the cradle worker must:

  • enter and leave the cradle only through the landing areas when the lift is completely stopped in the position when the lift is completely stopped in the "Landing" position; when the lift is in operation, the entrance to the cradle must be protected by a removable fence or a locking door (latch);
  • do not sit or stand on the railing of the cradle, do not hang over the railing, carefully observe the upper and side obstacles;
  • do not install objects on the floor of the cradle to increase the working area;
  • make sure that the weight of the load in the cradle does not exceed the rated lifting capacity of the lift;
  • use emergency descent and engine installation only in emergency situations;
  • work at a safe distance (at least 0,5 m) and without additional loads on the boom knee;
  • stop working with faulty safety devices (limit load limiter, limit switches, tracking system for orientation of the cradle in a horizontal position, etc.);
  • do not work during thunderstorms, rain, fog and snowfall, which impede visibility, as well as at an ambient temperature below that indicated in the lift's passport;
  • do not work in poor lighting conditions (less than 20 lux);
  • monitor safe movement and, in case of danger, signal to the driver or stop the engine from the remote control installed in the aerial platform;
  • work only according to the permit when installing the lift at a distance of less than 40 m from the maximum protruding part of the boom to the outermost wire of the power line with a voltage of more than 42 V;
  • do not drop tools and loads from the cradle located at a height;
  • do not move from one place to another on the lift, unless specified in the instruction manual.

4. Safety requirements after finishing work

After finishing work, the cradle worker must:

  • give a signal to lower the cradle;
  • when lowering the cradle, observe all precautions and observe all precautions and observe the safe lowering of the cradle;
  • after lowering the cradle in the "Landing" position, unfasten the safety belt and get out of the cradle.

5. Safety requirements in emergency situations

Work must be stopped immediately if causes are identified that can create an emergency.

In case of fire, inform the fire department by calling 101, notify the administration and start extinguishing.

In the event of an accident or other undesirable situation, stop work immediately and go to a safe place.

In case of an accident, immediately stop work, take the victim to a safe area, provide first aid and report to the nearest medical facility.

Using a wireless protocol, the cube is connected to a smartphone, and if a person does not stop drinking, the mobile phone sends a set SMS message to a given number so that some responsible person takes care of the problem.
