Safe Operation

1. General safety requirements

1.1. Persons at least 18 years of age who have passed a medical examination are allowed to work as a pourer-pouring with varnishes and solvents, as well as:

  • introductory and primary briefing;
  • re-instruction;
  • electrical safety briefing;
  • fire safety briefing;
  • sanitary medical examination according to the order of the Ministry of Health of the Russian Federation No. 90 dated 14.03.96

1.2. The pourer-pouring with varnishes and solvents must know:

  • rules of internal labor regulations;
  • fire safety rules;
  • the impact on a person of harmful and dangerous production factors;
  • rules for the provision of first aid;
  • safe methods of draining and dispensing oil products.

1.3. A pourer-pourer with varnishes and solvents must:

  • perform only assigned work;
  • keep your workplace in good condition and clean during the shift;
  • apply safe work practices.

1.4. The territory of the drain rack and water intakes must be installed in such a way that it is possible for wastewater and oil products to enter outside this territory.

1.5. On the territory of the overpass it is prohibited:

  • rolling stock repair;
  • storage of any materials.

1.6. The place of draining and refueling must be kept clean, spilled flammable liquids must be cleaned up, and spills must be covered with sand.

1.7. The drainer-refueler with varnishes and solvents in his work must use the following PPE: a canvas suit, a cotton suit, underwear, canvas gloves, yuft boots, a rubberized apron, goggles, a gas mask with a hose, a safety belt with a rope.

For outdoor work in winter, in addition: a jacket and trousers with a warming pad, felt boots.

In summer, in addition - a waterproof raincoat.

1.8. The following hazards can affect the drainer:

  • rolling stock;
  • objects falling from a height;
  • increased levels of noise and vibration;
  • insufficient illumination;
  • elevated temperature of equipment surfaces;
  • increased gas content in the air of the working area;
  • chemical factors.

1.9. The pourer-pourer should not carry smoking accessories: matches, lighters, tobacco, paper.

1.10. While on the railway tracks, the pourer-bottler must comply with the following requirements:

  • pass to the place of work and from work, as well as through the territory of the PPS along specially established passages, marked with signs "Service Passage";
  • pass along the tracks only on the side of the road or in the middle between the tracks;
  • cross paths only at right angles;
  • cross the track occupied by the rolling stock, using only the transitional platforms of the car, holding on to the handrails .;
  • hold on to the handrails when leaving the wagon brake platform.
  • bypass groups of wagons standing on the way at a distance of at least 5 m from the automatic coupler;
  • pass between uncoupled wagons if the distance between automatic couplers is at least 10 m;
  • Pay attention to traffic lights.

2. Safety requirements before starting work

2.1. Put on the required overalls (robe, gloves).

2.2. Check the availability of fire extinguishing equipment, the uncluttered passages, the absence of spilled fuel, prepare refueling equipment for operation, check the serviceability and availability of grounding of containers, refueling equipment and dispensers, check the serviceability of electrical wiring and switches by visual inspection.

2.3. Check that the hose mask, safety belt and safety rope have a firmly attached tag indicating the number and date of the next test.

2.4. Before starting the processing of tanks, the pourer-bottler must prepare his section of the overpass:

  • inspect steam, air, hot water valves for leaks;
  • prepare water and air hoses;
  • lay out the tool, inventory;
  • set the bridges to the working position;
  • open tank hatches.

2.5. Check pump operation.

3. Safety requirements during work

3.1. The drainer-pouring trestle is obliged to:

  • connect the lower drain device of the tank to the drain-fill manifold, only after installing the shoes under the wheels of the tank and removing the locomotive from this path;
  • it is not allowed to open faulty bottom discharge devices of railway tanks with the help of devices not provided for by their design;
  • loading and unloading devices, pipelines and pipeline fittings should be subject to regular inspection and scheduled preventive maintenance;
  • the length of the sleeve with a tip or pipe must ensure their lowering to the bottom of the railway tank;
  • when heating oil products in tanks with electric heating pads, the latter should be put into operation only after complete immersion in the oil product to a depth of at least 0,5 m;
  • it is prohibited to drain oil products from a tank car during heating;

3.2. The sites on which the loading and unloading facilities are located must ensure, in the event of an accident, an unimpeded flow of liquid into the outlet trays and channels.

3.3. Signal signs must be installed on both sides of the loading and unloading devices, beyond which diesel locomotives are prohibited from entering.

3.4. The supply of routes under the drain to the free railway tracks of the overpass must be controlled by the personnel of the enterprise.

3.5. Railway tanks should be fed under the drain smoothly, without jerks.

3.6. Railway tracks, overpasses, pipelines, pipes and hose ends must be grounded.

3.7. On the overpass, the walkways must have wooden cushions.

Safety measures when cleaning tanks.

3.8. Work inside the tank is allowed only with the use of overalls, safety shoes and respiratory protection equipment with the use of a hose gas mask.

3.9. Descent into the cistern only by stairs located

3.9. When processing tanks, the pouring pourer must use tools and equipment made of materials that exclude sparking.

3.10. Devices and devices for washing, steaming, degassing tanks must be securely attached to the hose.

3.11. Tools, fixtures, flushing devices, steam and water hoses, spare parts, parts and materials must be placed on racks only in specified places, taking into account the provision of safe working conditions, free passage along the rack and the tank platform.

3.12. It is forbidden:

  • work on a flyover with faulty platforms, transitional bridges;
  • clean the places of refueling, storage of fuel with the help of shovels and scrapers made of wood and non-ferrous metals;
  • put dirty cleaning material in a tightly closed metal box;
  • pump varnishes only through serviceable hoses and pipelines, drain varnishes after checking the drain hose and its connection with the drain pipe into clean containers with hermetically sealed necks, the length of the hoses must provide the entire scope of draining work.

4. Safety requirements in emergency situations

4.1. In case of poisoning with solvent vapors, the victim should immediately be taken out or brought to fresh air, freed from tight clothing, and call an ambulance.

4.2. If the solvent enters the stomach, rinse the stomach with 1,5-2 liters of water with 1 tablespoon of baking soda and induce vomiting. This should be repeated 2-3 times until food particles and mucus disappear.

4.3. In the event of a fire, it is necessary to suspend work, call the fire brigade, notify the management and proceed to eliminate the fire with improvised fire extinguishing equipment.

5. Safety requirements after finishing work

5.1. The pourer-pourer is obliged:

  • install fences and safety signs at open openings, openings and hatches;
  • turn off ventilation and local lighting;
  • check the fire safety of the drain rack;
  • inform the head of the department about all the malfunctions noticed in the process of work;
  • rub with bleach pulp or wash rubber boots, gloves and apron with saturated bleach water.

5.2. Turn off all equipment, stop fuel pumps.

5.3. Check the order on the territory of the drain rack, if necessary, restore order.

5.4. Turn off the lighting fixtures, de-energize the electric motors with a knife switch or a general switch.

5.5. Remove protective clothing, wash hands and face with warm soapy water or take a shower. Report all comments to the garage mechanic.

Bridge made of water in an electric field 04.02.2008

Researchers from the Graz University of Technology (Austria) have discovered an unusual property of water: in a strong electric field, a water bridge forms between two glasses of water.

The Austrian scientists' experiment was simple. They filled two laboratory beakers with a volume of 100 ml with distilled water so that the distance from the surface of the water to the edges was 3 mm. The glasses were placed at a distance of 1 mm from each other and electrodes were placed in them, one of which was grounded, and a constant voltage of 15 kV was applied to the other.

To the surprise of the experimenters, a cylindrical water bridge formed between the glasses. At a voltage of 25 kV, the maximum length of the bridge reached 25 mm. With a quick power outage, the bridge broke up into many drops. If a charged glass rod was brought to the bridge, it was attracted to it and formed a water arch. When any ions were added to the water, the water bridge was destroyed.

Scientists noted that regardless of the length of the bridge, there is a transfer of water from one glass to another. The heating of the bridge was recorded - the thinner it is, the more the water heated up. Interestingly, the density of water in the bridge was 7% higher than usual. Perhaps the water molecules in the bridge line up in a denser highly ordered structure.

How is such a bridge formed? The researchers suggest that it may occur due to the electrostatic interaction of charges on the surface of the water.
