The specificity of the alcohol industry is that its main component, alcohol, is a combustible, flammable liquid. Therefore, during its transportation, storage and production, it is necessary to strictly observe the established safety regulations. Currently, there is a by-law regulating the procedure for the acceptance, storage, release, transportation and accounting of ethyl alcohol - Instructions for the acceptance, storage, release, transportation and accounting of ethyl alcohol and accounting for ethyl alcohol, approved by the USSR Ministry of Food Industry on September 25, 1985.

The legal basis for the production and circulation of ethyl alcohol, alcoholic and alcohol-containing products in the Russian Federation is established by the Federal Law of November 22, 1995 No. 171-FZ "On state regulation of the production and circulation of ethyl alcohol, alcoholic and alcohol-containing products."

The state maintains state regulation in the field of industrial production and circulation of ethyl alcohol, alcoholic and alcohol-containing products. Such regulation is aimed at protecting the economic interests of the Russian Federation, meeting the needs of consumers in these products, as well as improving their quality and monitoring compliance with laws, norms and rules in the regulated area. Since cases of mass poisoning with alcohol-containing products have recently become more frequent, government agencies are especially careful to check operating enterprises for compliance with safety regulations and the production of alcohol-containing products.

The legislator clearly establishes the requirements for the production and circulation of ethyl alcohol, alcoholic and alcohol-containing products that are mandatory for both legal entities and citizens.

You should be aware that all organizations engaged in the production of ethyl alcohol, alcoholic and alcohol-containing products and using for the specified purposes the main technological equipment manufactured both on the territory of the Russian Federation and outside its territory are required to have a certificate of conformity for the specified equipment and a positive conclusion from the state environmental expertise issued in accordance with the procedure established by the legislation of the Russian Federation.

In accordance with Decree of the Government of the Russian Federation of July 9, 1998 No. 727, activities for the production, storage and circulation of alcoholic products are subject to mandatory licensing.
