Along with the fundamental regulations that determine the policy of the Russian Federation in the field of labor protection (the Constitution of the Russian Federation, the Labor Code of the Russian Federation, federal laws of the Russian Federation, decrees of the President of the Russian Federation, government decrees, etc.), labor protection issues are regulated by a large set of by-laws normative legal acts.

This is due to the fact that a large number of executive authorities involved in the implementation, supervision and control of labor protection have been delegated the rights to develop and approve regulations. In this regard, Decree of the Government of the Russian Federation of May 23, 2000 No. 399 "On regulatory legal acts containing state regulatory requirements for labor protection" approved a list of such acts and the bodies that create them.

By-laws are grouped according to the areas of ensuring labor protection:

  • Organizational and technical;
  • Sanitary and hygienic;
  • Socio-economic;
  • Therapeutic and prophylactic;
  • Rehabilitation.

The scope of most of them extends to the entire territory of the Russian Federation, and their implementation is mandatory for the subjects of labor management, regardless of the form of ownership and industry affiliation of production.

Instructions for labor protection is a regulatory document that establishes safety requirements for the performance of work in industrial premises, on the territory of the enterprise, on construction sites and in other places where employees perform the work assigned to them. Labor protection instructions are divided into standard (for the industry) and for those working at a given enterprise.

As a standard instruction of an industry, a standard instruction for employees of relevant professions (types of work) of another industry can be used with the consent of the central federal executive body that approved the specified instruction. Model instructions are approved by the central federal executive authorities after preliminary consultations with the relevant trade union bodies.

Supervision and control over compliance with intersectoral rules on labor protection is carried out by specially authorized state bodies and inspections that are independent in their activities from the heads of enterprises, institutions, organizations and higher authorities.

Control over the implementation of instructions for employees is assigned to the heads of enterprises and their structural divisions (services), heads of workshops (sections), as well as to foremen.

Major risk factor for gambling addiction 07.05.2024

Computer games are becoming an increasingly popular form of entertainment among teenagers, but the associated risk of gaming addiction remains a significant problem. American scientists conducted a study to determine the main factors contributing to this addiction and offer recommendations for its prevention. Over the course of six years, 385 teenagers were followed to find out what factors may predispose them to gambling addiction. The results showed that 90% of study participants were not at risk of addiction, while 10% became gambling addicts. It turned out that the key factor in the onset of gambling addiction is a low level of prosocial behavior. Teenagers with a low level of prosocial behavior do not show interest in the help and support of others, which can lead to a loss of contact with the real world and a deepening dependence on virtual reality offered by computer games. However, few people think about how this noise affects the animal world, especially such delicate creatures as chicks that have not yet hatched from their eggs. Recent research is shedding light on this issue, indicating serious consequences for their development and survival. Scientists have found that exposure of zebra diamondback chicks to traffic noise can cause serious disruption to their development. Experiments have shown that noise pollution can significantly delay their hatching, and those chicks that do emerge face a number of health-promoting problems. Drinking alcohol is known to disrupt coordination between the hands and eyes. English engineers and physiologists from the University of Bristol propose to use this phenomenon to test the driver's sobriety.

When the road turns, the driver's eyes tend to look around the bend. Following the gaze, the hands begin to turn the steering wheel. A device has been created that monitors the eyes of the driver and the steering wheel. In a normal case, the turn of the eyes is ahead of the turn of the hands by 0,75 seconds. After taking a dose of alcohol permitted by the English traffic rules, the lead is reduced to half a second, and after four glasses of vodka - to a quarter of a second.

The device can warn the driver that it is better for him to stop and give way to someone behind the wheel. Another version is even able to turn off the engine on its own and contact the police.
