In recent years, the rapid transition in most large Russian companies from almost subsistence farming to the so-called outsourcing has arisen and has become relevant to work with contractors. Here is how the ILO-OSMS Handbook 2001 treats this problem, where it is considered in detail and carefully: "Measures should be established and maintained to ensure that the organization's OSH requirements, or at least their equivalent, apply to contractors and their workers. Note that today the main problem with contractors is that, although their choice is basically unlimited, in the conditions of our vast country, away from big cities and industrial centers, on the contrary, it becomes significantly limited. In addition, most contractors have approximately the same (far from required) level of work culture and labor protection. We believe that in order to implement labor protection requirements, all contractors conducting work at the industrial site and the organization's facilities must, without fail, bring their documentation and organization of labor protection work in line with the requirements of the OSMS. The contract for contract work should define the responsibility of the contractor and the organization for the agreed actions for the safe conduct of work. The contractor's employees employed at the industrial site and the organization's facilities must have certificates of labor protection knowledge checks and certificates of attestation and admission to work. Control over the safety of the implementation of contract work should be assigned to the head of the structural unit at the facilities of which the contractor works, and to the labor protection service of the organization.
