Structure of work and distribution of responsibility

The obligation to ensure safe conditions and labor protection in the organization, in accordance with the legislation of the Russian Federation, is assigned to the employer.

The organization must appoint a leader (special representative of management) who, regardless of other duties assigned to him, would be responsible and have the authority to:

  • organizing the development, implementation and operation of the labor protection management system in accordance with GOST R 12.006-2002;
  • ensuring compliance with all regulatory requirements for labor protection at all workplaces and in all areas of the organization's activities;
  • initiating measures aimed at improving working conditions and labor protection, improving the labor protection management system, as well as preventing occupational diseases, accidents and accidents;
  • identification and registration of any problems concerning working conditions and labor protection;
  • developing recommendations and ensuring the implementation of decisions to improve labor protection;
  • organization of work on attestation of workplaces in terms of working conditions;
  • verification of the implementation of the decisions made;
  • nonconformity management;
  • regular reporting on the functioning of the labor protection management system in order to analyze and use it by the management of the organization to improve the labor protection management system.

The duties of a management representative may also include maintaining communication with state and public control over labor protection, other interested parties on the conditions and labor protection of the organization.

Distribution of responsibilities for labor protection

To ensure compliance with regulatory requirements and effective management of labor protection, the duties, responsibilities, powers of managers at various levels, persons managing, performing and inspecting work should be defined and documented.

The management of the organization is obliged to determine the requirements for resources necessary for the management of labor protection, ensure control over the use of resources, appoint trained personnel to perform work and checks, including internal audits of labor conditions and labor protection.

In order to ensure compliance with labor protection requirements, to monitor their implementation, as well as to organize cooperation between the management of the organization and employees (personnel) on labor protection, in accordance with applicable law, labor protection services are created, or a position of a labor protection specialist with an appropriate training or work experience in this area, or appoint employees who (along with the main job) are entrusted with the performance of labor protection duties, as well as create committees (commissions) for labor protection and select authorized (trusted) persons for labor protection.

Training, qualification and competence of personnel

The organization should identify the training needs of personnel for the competent performance of work related to labor protection.

Employees must be trained taking into account the specifics of their activities, have the appropriate qualifications and competence necessary for the safe performance of work tasks.

An organization should develop methods that confirm the employee has relevant knowledgerelating to:

  • obligations of the employee in the field of labor protection in accordance with applicable law;
  • the actual or potential consequences of its activities on the level of labor safety;
  • understanding of responsibility for compliance of his actions with the organization's policy in the field of labor protection, labor protection requirements, labor protection management system, as well as the duties of the employee in emergency situations;
  • possible consequences of non-compliance with technological processes and production instructions.

In the process of training workers and testing their knowledge of labor protection, the different levels of responsibility of the trainee, the required competence and risk in the workplace should be taken into account.

Informing and instructing personnel

Labor protection service, labor protection specialist or an employee who is assigned (along with the main job) duties of labor protection must:

  • familiarize employees with the state of labor protection in the organization, including labor protection and safety, conduct an introductory briefing;
  • control the timely and high-quality conduct of primary, repeated, unscheduled and targeted briefings on labor protection with employees;
  • involve employees in the development and review of risk management policies and practices in the organization.

Heads of departments, works and other officials who are responsible for creating safe working conditions are called upon to conduct primary, repeated, unscheduled and targeted briefings with employees.

Emergency Preparedness

The organization shall develop and ensure the practical use of methods for identifying the possibilities of occurrence of emergency situations, as well as methods for responding to them by preventing or mitigating their consequences, reducing accidents and morbidity at work associated with the consequences of accidents.

The organization should have action plans for personnel in possible emergency situations, elimination of their consequences.

The organization should analyze and adjust (if necessary) plans and measures for preparedness for emergency situations, their prevention and elimination of consequences. The organization also needs to periodically review the practical readiness of personnel to deal with emergencies.

Transfer and exchange of information

The organization's labor protection management system should provide:

  • transfer of information about working conditions and labor protection between different levels of management and departments of the organization;
  • obtaining the necessary information on labor protection from external interested organizations, its documentation;
  • transfer of information on working conditions and labor protection to interested parties.
Documentation of the labor protection management system

The organization should develop and maintain documentation (on paper or electronically) that establishes and describes the basic procedures of the OSH management system in their interaction. The documentation may include an approved guide (regulation or other normative document) on the management of labor protection.

It is important that the documentation be kept to the minimum necessary for its effective use.

Documentation should be legible, easily identifiable, accompanied by an indication of the effective date and expiration date. Documentation must be kept in recorded form for a specified period. Methods and responsibilities for the development and updating of documents of various types should be established. These methods should be corrected in a timely manner.

The organization should develop and maintain methods of document control and data controlrequired by GOST R 12.006-2002 in order to:

  • documents were periodically analyzed, if necessary, corrected and re-approved by authorized persons;
  • copies of recorded documents and accepted data are available in all places where their use is essential for the effective functioning of the labor protection management system;
  • the canceled documents and data are respectively removed from all places of their storage, distribution and use or protected in some other way that excludes their unintended use;
  • archived documents and data related to legally regulated requirements were stored in accordance with the requirements of the relevant regulations or to preserve the accumulated information. At the same time, obsolete documents and data should be marked accordingly.
2.3.5.8. Management of production and technological operations

The organization should identify those operations and activities that are associated with identified safety hazards and factors consistent with its policy and objectives in this area.

The organization shall plan for these activities, including the maintenance, operation and repair of equipment, in order to ensure compliance with the relevant regulatory requirements for labor protection by:

  • establishing and ensuring the implementation of procedures aimed at eliminating deviations from the policy, goals and objectives of the organization in the field of labor protection;
  • fulfillment of the established functional criteria (regulatory requirements) for processes;
  • establishing and providing methods for identifying risks associated with the operation of equipment, raw materials used, components, services received and used by the organization, and informing suppliers and contractors of the relevant requirements;
  • development and application of methods for designing and equipping workplaces, production processes, equipment, taking into account the requirements of ergonomics, ensuring the elimination or reduction of production risk directly at the place of its manifestation.

In recent years, the rapid transition in most large Russian companies from almost subsistence farming to the so-called outsourcing has arisen and has become relevant to work with contractors. Here is how the ILO-OSMS Handbook 2001 treats this problem, where it is considered in detail and carefully:

"Measures should be established and maintained to ensure that the organization's OSH requirements, or at least their equivalent, apply to contractors and their workers.

Arrangements for contractors working on the organization's site should:

a) include labor protection criteria in the procedures for assessing and selecting contractors;

b) establish effective ongoing communication and coordination between the appropriate levels of management of the organization and the contractor prior to commencement of work. At the same time, it is necessary to provide conditions for informing about dangers and measures to prevent and limit their impact;

c) include arrangements for notification of injuries, ill health, illness and incidents with the contractor's employees when performing work for the organization;

d) provide appropriate occupational health and safety awareness and training for contractors or their workers before starting work or during work, as appropriate;

e) methodically monitor compliance with labor protection requirements in the activities of the contractor at the site of the organization; And

e) ensure that the required procedures and measures for labor protection at the site of the organization will be carried out by the contractor (contractors).

Note that today the main problem with contractors is that, although their choice is basically unlimited, in the conditions of our vast country, away from big cities and industrial centers, on the contrary, it becomes significantly limited. In addition, most contractors have approximately the same (far from required) level of work culture and labor protection.

We believe that in order to implement labor protection requirements, all contractors conducting work at the industrial site and the organization's facilities must, without fail, bring their documentation and organization of labor protection work in line with the requirements of the OSMS.

The contract for contract work should define the responsibility of the contractor and the organization for the agreed actions for the safe conduct of work.

The contractor's employees employed at the industrial site and the organization's facilities must have certificates of labor protection knowledge checks and certificates of attestation and admission to work.

Control over the safety of the implementation of contract work should be assigned to the head of the structural unit at the facilities of which the contractor works, and to the labor protection service of the organization.

Wide-gap semiconductors for automobiles 27.09.2013

GaN Systems presented a paper on new wide-gap semiconductors and their role in automotive power electronics at the Electric & Hybrid Vehicle conference and exhibition, which was held in Michigan (USA) September 17-19.
